Amendment 0001

A. Requests for Information:

Question 1: The boxes are unchecked in 12A, yet 12B states 10 days to produce guarantee. My question is does the seed solicitation (exclusive of the subsequent task orders) require any type of bonding?

Answer 1: A bid bond is required for the solicitation. Attached please find the revised SF1442.

Once the seed project is awarded, a payment and performance bond may be required depending on the task order award amount.

Question 2: Please refer to the Scope of Work Page 23, Tower 7 CMD CEN Hobucken 10228 Item E “repair tower base plate and splitting on leg A.” Can you provide more details as to the repairs desired on the base plate and Leg A? More detailed photos would be helpful as well.

Answer 2: Attached are two amplifying photos and the maintenance report. There are no additional instructions for repair other than those specified in the scope of work. The contractor shall complete all repairs to be approved by a Professional Engineer.

Question 3: Do you expect to group towers regionally after the initial seed project bid? For example, costs would be much lower if sites were geographically grouped closer – maybe by as much as 50% per site.

We performed work for AT&T inspecting legacy towers from Maine down to South Carolina a few years ago and were able to help them break down the nationwide project into regions, giving them a faster response time and making it easier to deal with by having one contractor per region, as opposed to 10 contractors doing work on top of each other.

Answer 3: USCG makes an effort to do group projects regionally on larger scales after the initial seed project.

Question 4: What is the cutoff date for addenda? We have to send our bid package out two days ahead.

Answer 4: All pre-proposal inquiries must be received by January 17, 2017. We cannot guarantee an answer if inquiries are received after January 17, 2017. This is so a final amendment, if necessary, may be sent out by January 20, 2017.

Question 5: SF1442 says bid bond N/A but page 42 says bid bond 20%. Is bid bond required?

Answer 5: Yes, a bid bond is required. See attached revised SF1442.

Question 6: How may client past performance surveys should be submitted?

Answer 6: Submit a minimum of three (3) and a maximum of five (5) relevant tower construction projects that best demonstrates your experience on relevant projects that were completed and that are similar in size, scope, and complexity to the projects anticipated to be executed on the TMACC.

These projects should also have past performance information available. If the past performance is not in CPARS, offerors shall submit completed past performance questionnaires.

HSCG88-17-R-TMACC

Amendment 0001

Projects identified on the “Experience and Project Information Sheet” for the relevant experience factor shall have past performance evaluations available. If a completed CPARS evaluation is available, submit those with the proposal. If there is no completed CPARS evaluation, a client completed Past Performance questionnaire (Attachment 6) in the prescribed format or substantially similar format shall be submitted directly to the Contracting Officers via e-mail to Jeffrey.A.Cross@uscg.mil and Lilian.L.Librodo@uscg.mil to arrive no later than the closing date in Block 13 of the SF 1442.
