I Inspection Summary
USCG tower, Station Hobucken, is a guyed tower located in Hobucken, NC. A site and ground inspection was performed on May 20, 2015 and the site was revisited on August 05, 2015.
Extensive photographs were taken and logged (Appendix A). The tower’s height was verified (Appendix D). A Tower Inspection Checklist was completed to note deficiencies (Appendix E) and the tower was diagramed (Appendix F) for reference. Overall, the site and tower structure are in below average condition.
Inspection of the site revealed no extraordinary conditions with regard to the access road, fencing or landscaping (Photos 1-2). Grounds are clearly routinely maintained and are within acceptable standards.
Routine maintenance was performed according to the job specification and included the removal of any minor rust by way of wire brush followed by the application of spray galvanization (Photos 3, 3A & 4).
Our inspection included two ratings of the tower’s overall condition. Using the rating systems in Appendices B and C, we offer the following evaluation:
Appendix B – The tower scores a 3C with the potential for further degrading of score if the tower is left untreated.
Appendix C – The Color Rating system generally allows for a total score of 36. The max score for this tower was a 30, due to the inapplicability of 2 sections of the assessment. A tower score of 20.5 of 30 is reflective of the tower condition.
II Inspection Findings
i. Tower Foundation The tower foundation appears to be in adequate condition. We recommend a fresh coating of protective sealant be applied for future protection from the environmental elements.
ii. Tower Structure The tower base plate and leg A have split apart (Photos 5-6). This is a serious structural issue that a certified structural engineer should be consulted for to determine overall structural impact and corrective actions needed.
There are 2 bent cross members, one at 85’ and another at 89’.
These can be seen in (Photos 7-8). These bends have not broken or affected the supporting welds securing them to the tower leg.
iii. Tower Alignment The tower’s alignment is within acceptable standards as seen through transit stands from behind each anchor.
iv. OSHA Regulations The existing safety cable climb system was adjusted for proper tightness and is in good working order.
The tower does not have an installed ladder or additional footing steps. The tower does not require any additional footing.
v. Grounding The tower base is grounded by means of a grounding strap; and appears to be in good condition. Each leg is not individually grounded, but for a tower of this size the current grounding system should be sufficient.
There is currently no lightning protection system in place on the tower, with a 20’ Di Pole (Photo 9) as the highest appurtenance on the tower.
vi. Lighting System The tower has no lighting system and does not require one.
vii. Paint & Obstruction Markings The tower requires a thorough rust removal of 100% of the tower, followed by a 100% coating with zinc galvanization compound of 95% or higher.
viii. Guy Anchors The guy anchors were excavated 2 feet below grade, cleaned and coated with Tar Guard protective coating (Photos 10-12).
The anchors appear to be in good overall condition. The type of anchor heads used are uncommon to the tower industry (Photo 12A).
ix. Guy Wires The guy wires appear to be in good condition.
x. Insulator Systems The tower has no insulator system and does not require one.
5 Key Findings were identified:
1. There is no lightning protection system on the tower.
2. The tower has rust and needs to be painted.
3. The tower base plate and Leg A have split apart.
4. The foundation needs a fresh coat of protective sealant.
5. Bent cross members are found at 85’ and at 89’.
III Recommended Maintenance & Repairs
i. Prioritized Maintenance & Repair Recommendations
a. Immediate –
1. A lightning protection system should be installed at the top of the tower.
2. The rust on the tower should be removed and a new zinc galvanization coating should be applied.
3. Consult an engineer on the splitting of leg A at the base as well as the base plate splitting at leg A.
b. Within 1 Year –
c. Within 3 Years –
1. Additional sealant should be applied to the foundation.
2. Repair or reinforce bent cross members at 85’ and 89’.
