Amendment 0002 page 2 of 7

A. RESPONSES TO QUESTIONS FROM PROSPECTIVE OFFERORS:

QUESTION 1:

Reference: C.1 Scope of Work

Question: Will this contract include Coast Guard facilities in Alaska, as well as those in the contiguous United States?

Answer: This "seed" contract does not include Coast Guard facilities in Alaska; However future TMACC task orders may include tower sites located in Alaska.

QUESTION 2:

Reference: L.10.C.2(g) Key Personnel

Question: Can the Project Manager and the Project Engineer be the same individual?

Answer: Yes

QUESTION 3:

Reference: L.10.C.2(g) Key Personnel

Question: Does the Coast Guard expect electricians to be licensed in each state where they are performing work?

Answer: No. Electricians currently licensed do not need to obtain licensing requirements from other states. All electricians must have a current and valid license within one of the fifty states.

QUESTION 4:

Reference: Appendix A: Towers to be inspected

Question: There is not sufficient information on the provided spreadsheet (Appendix A, released with Amendment

001) to formulate a response. Are the most recent tower inspection reports available for those towers listed for the seed project?

Answer: Yes. Prior tower inspection report for each tower is provided within Appendix (B) which is attached to this Amendment and will be included in Section J.

QUESTION 5:

The solicitation mentions in L9: “The proposal is limited to 40 pages (including past performance information submitted separately).” If that includes the PP questionnaires … at three (3) pages each, that as stands would take up 30 pages if we submitted the maximum number of Past Performance examples. Does each PP Questionnaire submitted count as three pages each … or how is each counted against the 40 pages? Or, do we not have to send a survey to every contract we list?

Answer: The past performance information would be excluded from the 40 page proposal limit. The past performance questionnaires are usually submitted separately by the evaluator.

QUESTION 6:

The tower solicitation places emphasis in the key personnel area on energized tower experience. Energized towers are primarily LORAN installations. Does the anticipated TMACC entail work on LORAN stations or other energized towers? Since most or all of the LORAN towers have been de-energized, this requirement seems a bit archaic or unnecessary. Given the small number of existing energized towers still in use, is the requirement for 5 years energized tower experience necessary? There are a number of skilled tower technicians who have not had the

Amendment 0002 page 3 of 7 opportunity or need to work on energized towers; these personnel would still be valuable resources for work on the TMACC installations. Please clarify the requirement.

Answer: Due to the nationwide termination of LORAN-C, all LORAN towers are currently NOT energized. All planned CG tower work (including LORAN towers) will be conducted with power secured to the tower. The requirement for 5 years energized tower experience has been deleted. See amended PART II-PAST PERFORMANCE requirements listed on page 42 of the IDIC-TMACC solicitation.

The following change on page 42 of the IDIC-TMACC solicitation is outlined below:

Amendment 0002 page 4 of 7

Answer: They are listed in the attachments from Amendment 0001.

QUESTION 8:

Reference: Appendix A: Towers to be Inspected

Question: Materials for every Inspection will certainly vary, do we assume that these are to be supplied and inventoried for each site by the USCG?

Answer: No. The contractor is responsible for supplying the required materials in order to conduct an inspection and perform minor maintenance.

QUESTION 9:

Question: What are the make and model type of these towers? Parts from different manufacturers are not interchangeable.

Answer: Review Appendix B. It provides Tower Inspection report information.

QUESTION 10:

Question: There is some definition of “minor maintenance and repair” but what constitutes a major alteration or repair?

Answer: Minor maintenance and repair includes: repair of extinguished lights lighting system repairs; treatment of localized on-tower corrosion; repair of the ground system; installation of safety wire at anchors; renewal of non-structural components(such as cotter keys); cleaning of insulators; adjustment of ball gaps; and clearing of vegetation around the guy anchors and tower base.

Costs that exceed 50% of the replacement value of the tower constitute a major alteration or major repair. Major forms of maintenance/repair/alternations includes: the slacking or removal of any structural or radial guy; structural component and insulator replacements, heavy lifts; the replacement or installation of any structural tower member, including guy system components; replacement or installation of any component of the tower lighting system, except for replacement in kind; and any modification to the grounding or lightning protection system.

QUESTION 12:

Reference: Lighting and Electrical Systems

Amendment 0002 page 5 of 7

Question: What lighting is currently installed on each of the towers? What manufacturer, type, model etc. Lighting is usually not interchangeable, and there are many differing systems which require their own type of replacements parts (Bulbs, LED, etc)?

Answer: Review Appendix B. It provides Tower Inspection report information.

QUESTION 13:

Question: Are all electrical wires going up the tower in conduit? There are some references to taping to legs of the tower.

Answer: Most towers have electrical wires in conduit. Section 3.02 applies for towers that are not encased in conduit.

QUESTION 14:

Question: Tower ground plane system- Depending on local conditions there are a myriad of grounding systems, please detail what type is installed at each of these sites? Are there any chemical ground systems in place?

Answer: Each wire and ground rod shall be inspected where they appear above ground and they shall not be excavated for inspection as stated in Section 3.03. There are no chemical ground systems.

QUESTION 15:

Question: Is there a standard electrical resistance the USCG is looking for, or does the acceptance criteria change for each site? What is the threshold?

Answer: The standard electrical ground resistance threshold is no greater than 5.0 ohms.

QUESTION 16:

Question: There is reference to inspection of the antenna feedlines. Please clarify what constitutes an inspection.

Does the USCG expect a complete antenna and feedline sweep inspection? There is no mention of the antenna connectors being inspected-is this assumed or is it a requirement?

Answer: Examine all TLE break up insulators, antenna connectors, and antenna feedline sweeps with a high powered scope.

QUESTION 17:

Question: Are any of these towers painted? The reference to touch up painting if deterioration is less than 10% of the tower is evidence that some of these may be painted, which ones?

Comment: Almost all questions could be answered with latest tower report for each of these facilities. Is it possible to get these reports so we can put together a meaningful response to the RFP?

Answer: Yes. Many towers are coated with an epoxy or zinc rich based paint system. Review the previous tower inspection reports contained within Appendix B.

Amendment 0002 page 6 of 7

QUESTION 18:

How do we handle Past Performance if our staffers have relevant experience … but not with us? In other words: do we submit questionnaires for those specific staffers via their past companies … or do we just submit resumes and no Past Performance? And is team member experience graded differently than if they got the experience with the bidding company?

Answer: Past performance questionnaires should be submitted for sites with relevant experience.

QUESTION 19:

Reference: L.10.C(2)(h), page 42.

Question: The solicitation refers to “energized” towers. Please define what an “energized tower” means to the

USCG.

QUESTION 20:

Reference: L.10.C(2)(h), page 42.

Question: Would the Government consider relaxing the requirement for the Project Manager and the Project Engineer to have an engineering degree? We believe this requirement severely limits the competition.

Answer: No. An engineering degree is required for the Project Manager and Project Engineer.

QUESTION 21:

Re: Proposal page limits for HSCG88-11-R-TMACC

Section L.9 General Instructions for the Preparation of the Proposal “The proposal is limited to 40 pages (including past performance information submitted separately).”

Which in our case would be a total of 9 pages for our 3 past performance questionnaires.
