2. Extend the Requests for Clarification end date from August 2, 2017 to August 11, 2017, 1:00 p.m.
Pacific time.
3. To reply to the following Requests for Clarification:
Question 1: This is in reference to the Specifications, Work Item D-18; Temporary Services, Dockside:
As Work Items D-18: Temporary Services, Dockside was deleted from the Specifications Revision 3, what services will be available to the contractor? Will contractor have to provide their own electricity, water, etc. for use during this availability?
Answer to Question 1: Contractor should refer to Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2014, General Requirements.
Question 2: This is in reference to the Specifications, Work Item D-13; Refrigeration Plants, System Repairs: Work Item 13 and Question #11 of Amendment 3 directs contractor to include repair of leak in 1B reefer plant in proposal. Does the government have any additional information as to source of leak?
Answer to Question 2: There is no further information to provide about the leak. The following statement will be added to Paragraph 1.1 of this work item in the specifications as follows:
The contractor will be required to identify and repair the leak and submit a CFR detailing the location and repair plan for the leak.
The specifications will be revised at time of award to incorporate this change to this work item.
Question 3: This is in reference to the Specifications, Work Item D-06; Piping and Valve Insulation, Renew; Table 1: Six of the locations listed in Table 1 of work item has “0 LF” listed as the approximate length of piping insulation to be renewed. Is there updated data available for these locations or is the contractor to bid to this table as shown?
Answer to Question 3: Data is up-to-date. The contractor should bid according to lengths shown in the table.
Question 4: This is in reference to the Specifications, Work Item D-05; Compressed Air Receivers Clean, Inspect and Hydrotest; Paragraph 3.5 & Table 2: When contacting the manufacturers of the relief valves, Dante & Farris, we discovered that all the valves are long lead items, with the shortest lead time of 8-10 weeks and the longest lead time of 120 days. Per the revised, anticipated award date and period of performance, there is not enough time for the contractor to procure this specified material let alone install. Please advise as to how the USCG would like proceed.
Answer to Question 4: Work Item D-05, paragraph 3.5 of the specifications will be revised as follows:
3.5 Inspect and Test Relief Valves. Contractor shall inspect and test relief valves listed in the Table 2.
Paragraphs 3.5.1 through 3.5.4, referring to renewal of relief valves, will be deleted.
