2. Reply to the following Requests for Clarification:
Question 1: This is in reference to work item D-17; Cofferdam, Install; Paragraph 1.1: This paragraph includes cofferdam requirement for work item D-9: SSDG #3 Exhaust Valve Renew and Exhaust Deck, Repair. Amendment 1 to solicitation removes this requirement as the opening is above the waterline. In previous experience with this work item, the contractor utilized diver installed open box top cofferdam around work area to eliminate the threat of water intrusion due to possibility of inclement weather/rough seas as the work area opening is close to waterline.
Contractor recommends duplicating this safety measure. If not, and the Coast Guard deems this safety measure necessary at a later date, will the government issue a job order modification to cover this situation?
Answer to Question 1: The requirement for a cofferdam was removed from this work item, but it was combined with other items which required a cofferdam and placed in Work Item 17. The requirement for the cofferdam is included in the spec package.
Question 2: This in reference to work item D-09; Ship Service Diesel Generator No. 3, Exhaust Valve Renew & Exhaust Deck, Repair; Paragraph 3.1.4: Will contractor be responsible for the removal & storage of all listed interferences or will ship’s force be responsible for items such as desks, Vidmar cabinets, spare parts, and personal/ship’s electronic equipment such as computers, TV’s, etc.?
Answer to Question 2: Ship’s force will remove all personal items and loose spare parts from the work area. Ship’s force will disconnect and relocate any TV sets or computers. Vidmar cabinets and desks, if needed to move may be unbolted and set aside onboard the cutter. No requirement to move any Vidmar cabinets or desks out of the work area for this work item.
Question 3: This is in reference to Work Item D-01; Main Gas Turbine (MGT) Water Wash Tank, Clean, Inspect and Hydro: In paragraph 3.5, please confirm the Danco Relief Valve Part Number, DWG Reference P/N is D1000-ESP, however Dante cannot identify that number. In paragraph 3.7.1, all the hardware is Copper Nickel, Monel or SS and in excellent condition.
Contractor recommends new hardware be subject to CFR as needed.
Answer to Question 3: For paragraph 3.5, the Coast Guard does not have information on the valve except as listed in the referenced drawing. For paragraph 3.7.1, the Contractor shall reuse existing hardware. Renew any damaged hardware. For bidding purposes, assume that 10% of the hardware will need to be renewed.
Question 4: This is in reference to Work Item D-03; Propulsion Gas Turbine, Exhaust Piping, Commercial Clean: We are interpreting the start / stop points to be from the Turbine Access Hatch located in the Turbine Room top of the housing, foot of the plenum tower, and to terminate at the top of the exhaust. Is that correct?
Answer to Question 4: The contractor will clean the turbine exhaust from the expansion joint on top of the turbine module to the top of the stack. This includes the area above break in the stack on the 02 Level to the top of the stack. The contractor shall protect the turbine module from debris falling from the stack during cleaning by covering the expansion joint or removing it and covering the module inlet.
Question 5: This is in reference to Work Item D-02; Main Propulsion Diesel Engine, Exhaust Piping, Commercial Clean; Paragraph 3.5: This paragraph includes cleaning the exhaust piping and stack uptakes to the MDE. During the ship check, we noted a significant amount dust/dirt has collected on the horizontal stiffening due to the extensive current Drydock Structural Modifications. We would assume this will get cleaned up at least once by the current contractor before the DS. Contractor suggests Stack Uptake Cleaning to be subject to a CFR if needed.
Answer to Question 5: The intent of the work item is to clean the exhaust piping internal surfaces. The contractor is not responsible for cleaning the uptake areas.
Question 6: This is in reference to Work Item D-02; Main Propulsion Diesel Engine, Exhaust Piping, Commercial Clean; Paragraph 3.5.1: This paragraph states to disconnect exhaust piping necessary to facilitate cleaning.
Situation: There is only 1 expansion joint per MDE that can be unbolted and removed for access, which is the first joint off the MDE exhaust manifold, the lower section can be entered and cleaned safely up to the bottom of the silencer.
The balance of the system in not accessible and poses significant risk/danger for personnel to enter from the top, a hazardous confined space with very poor and dangerous access/egress.
The top of the exhaust to the top of the silencer will need to be cleaned remotely. Should that cleaning fall short to CG expectations, contractor would recommend a CFR/CR to modify the exhaust to add cleanouts to support current and future cleaning. Would this be acceptable?
Answer to Question 6: The Contractor is expected to break the existing flange connection to the expansion joint at mating flange 15, see CG Dwg 750 WMSL 259-11, Sheet 3 of 7 Elevation 3-B.
This flange shall be blanked, then using the 12 inch dia. clean-out connection, clean the exhaust system. If the system cannot be adequately cleaned due to missing an access cover on the muffler or missing a higher level clean out connection, the contractor shall clean the system as well as possible. The Coast Guard may authorize a change order to cut an access or may elect to perform this at a later time.
Question 7: This is in reference to Work Item D-25; Flex Hose Assemblies, Renew: Due to the lack of information contained in specification Tables 3 through 6, in particular fitting identification (82 of 82 SSDG & 46 of 96 MPDE hoses missing fitting identification data), and the burdensome nature of performing a hand-over-hand count and analysis of all hoses on all engines, will the Coast Guard be providing a comprehensive reference providing current hose material specifications (fitting type, fitting material, design pressure, etc.), for the contractors to base their estimates on?
Answer to Question 7: The information provided to date is the information which the Coast Guard has available. The Contractor may be able to get further information from the Technical Manuals for the MPDEs and the SSDGs. The manuals will be provided upon request if the Contractor does not already have them.
Question 8: This is in reference to Work Item D-22; Salt Water Cooling Pipe, Renew: Paragraph 3.3: This paragraph states to renew approximately 5’ of pipe section on inlet side of valve 1-SW- V-041. Please clarify the anticipated location/fitting end point of the renewal and whether this includes the Tee.
Answer to Question 8: Renewal of the “T” section is not required by the specification item.
The intent of the specification item is to renew the holed section of piping.
Question 9: This is in reference to Work Item 10; Reverse Osmosis, Overhaul; Paragraphs 3.1.5 and 3.5: These paragraphs call out for initial and post repair operational tests, respectively. OEM states that a dockside operational test is not recommended and requests to perform a partial test and interview with Coast Guard personnel for initial testing and limited low pressure operational testing with freshwater for the final op test. Will these testing recommendations be acceptable to the Coast Guard?
Answer to Question 9: OEM testing recommendations are satisfactory for the Coast Guard.
Question 10: This is in reference to Work Item D-07; Air Conditioning Plants, System Groom, Perform: Paragraph 3.4: This paragraph and note calls out that Ship’s Force has identified leak on A/C Plant 1B and to submit CFR for additional repairs. Please clarify that the “additional repairs” includes all repairs including the leak noted by Ship’s Force and will be result of a CFR/contract modification.
Answer to Question 10: The work of repairing the leak in the No. 1B A/C plant will be covered via a contract modification. This includes work to evacuate the plant, repair the leak, test the repairs and refill the plant.
Question 11: This is in reference to Work Item D-24; Refrigeration Plants, System Repairs;
Paragraphs 1.1, 3.6.2 and 3.7.2: Paragraph 1.1 describes leak that Ship’s Force has identified leak on Reefer Plant 1B. Paragraph 3.6.2 calls out to submit CFR for additional repair recommendations, while paragraph 3.7.2 calls out to identify the leak on reefer plant 1B. Please clarify that the “additional repairs” includes all repairs including the leak noted by Ship’s Force, which will be addressed via a CFR/contract modification.
Answer to Question 11: No. The repairs of the leak on the No. 1B refrigeration plant are already documented and the contractor is to bid on making these repairs as a part of the contract.
Additional repairs referred to in Para 3.6.2 are in addition to the leak repairs on the No. 1B plant.
