c.

e.
The following are the responses to the Request for Clarifications:
QUESTIONS NO. 14: Work Item D-04, Crews Head 2-19-1-L, Refurbish, paragraph 3.13; Paragraphs 3.13 reads “Install each of the new GFM toilet assemblies”. Paragraph 1.2 Government Furnished property shows 8 each Toilet Assembly, the reference drawings show 4 each Toilets in Crews Head 2-19-1-L. for estimating purposes please clarify the actual count of toilet installs?
ANSWER: Initial response on 02 February 2016 was “Estimate for installation of 4 toilets total.” Received further feedback, there are six (6) toilets in the head space. Offerors are to estimate to replace six (6) toilets. Actual compartment arrangement does not match drawing.
QUESTION NO. 15:
Work Item O-11, Steel Plate Repair, paragraph 1.1 & 3.2; 1.1 intent states to renew approx 5 sqft of plating but does not mention the weight per square foot of plate to be renewed. What is the weight per square foot of the plating to be renewed?
ANSWER: For bidding purposes assume weight is 15.5 lbs. Actual weight will vary based on location found to require repair.
QUESTION NO. 16:
Work Item D-24, Welin-Lambie Davit Installation; Contractor has received an e-mail from Welin-Lambie stating they will not submit a proposal for the Coast Guard specification. Contractor states that for the most part the install is pretty straight forward and based on Welin-Lambie statement, contractor suggested to make the Tech support subject to Condition Found report (CFR) for just start up & testing as it will give a contractor time to generate a detailed scope and dates actually needed.
ANSWER: Coast Guard is in concurrence with contractor’s recommendation of scheduling Welin-Lambie technical representative via a CFR and a modification to the resulting contract.
QUESTION NO. 17: Work Item D-03, 42 Man Berthing, Refurbish; Contractor requests drawings, by the manufacturer of the custom built three man berth by Turnbull Enterprises, and of GFM lockers.
ANSWER: Turnbull Enterprises no longer have working phone lines and are believed to be out of business. Emails were sent but no responses at this time. Outline drawings are not available from the Coast Guard. These berthing materials are listed as Government Furnished Materials.
QUESTION NO. 18: Work Item D-24, Welin-Lambie Davit Installation; On Drawing No. 282-WMEC-583-004 Rev D. In the materials list; Gripe Assemblies, piece no. 33, 35, 36; it tells us to see reference #9. Reference #9 is a FL-8201-107 Drawing. Will you supply us with this drawing to price the pieces?
On sheet 2 of 9, Plan View 11-C and sheet 7 of 9, Elevation 56-D, it tells us to see General Notes #10. In #10, it tells us to check the W.T.D. in 01 Level Deckhouse for clearance with the forward davit arm when it is in the stowed position. Move door aft if necessary. If the door has to be moved, the contractor doesn’t know at this time and won’t know till after the davit is installed. Would this be a change order? If not, do you know how far aft it would have to move? By the print, it shows a bulkhead frame just aft of the W.T.D. frame that could interfere with the movement. Is there more drawings to show the engineering of this door movement?
ANSWER: Yes. Coast Guard will supply. At this time Coast Guard does not believe the door require relocation. Measurements of the CGC MUNRO’s Welin-Lambie door, door will have adequate clearance when the davit is in its resting position. Changes to configuration will be handled through condition found report and contract modification.
QUESTION NO. 19: Work Item D-24, Welin-Lambie Davit Installation, paragraph 3.1.2; the following is the response from Welin-Lambie regarding Technical Support:
“Welin Lambie has received your request for quote for the davit to be installed on the USCGC ALEX HALEY, unfortunately we will not be able to provide a quote until a specific detailed Tech Rep Work Scope is provided to include the specific dates and time period the Tech Rep will be required on site, providing the Specification Work Scope is too broad and well beyond Tech Rep support.
It shall be noted that Welin Lambie nor the Tech Rep will “NOT” provide any manufacture’s Proprietary Information, Software, and tools pertinent to the equipment/system. Welin Lambie will not quote if any such verbiage is stated in the Coast Guard Specification or detailed Tech Rep Work Scope.”
Contractor recommends the Technical Support be subject to CFR, with the target being start up and operational/weight testing. This allow for time to develop a more “Detailed SOW and Schedule” for Welin-Lambie.
ANSWER: Response to Question #16 above will apply to this question.
QUESTION NO. 20: Work Item O-23, Boiler Exhaust Pipe, Renew Section; during the ship check, a designated area of exhaust piping was shown to the contractor that may need to be replaced. This section of exhaust has been replaced on the other boiler. This designated setion is located in the upper level area of the stack, not in the lower level of the AMR. Staging will be required in the upper level of the stack to renew designated exhaust piping, but 3.3.1.1 says if staging is required, these areas will be inspected at a later date. Please designate area of exhaust piping to be replaced in the lower AMR, or modify specification of work to be accomplished.
ANSWER: Disregard paragraph 3.3.1.1.
QUESTION NO. 21: Work Item O-23, Boiler Exhaust Pipe Renew, paragraph 3.3.6; during ship check, the exhaust piping targeted for renewal in the upper AMR, however, paragraph 3.3.6 states lover AMR. Is there any replacement in the lower AMR?
ANSWER: Disregard upper verses lower designation. If repairs are deemed required for upper section of the exhaust, submit report for activation of Optional Item O-23.
QUESTION NO. 22: Work Item D-24, Welin-Lambie Davit Installation, paragraph 3.2.1; what are weight restrictions for the pier that the vessel will be moored to during the Kodiak, AK repair availability?
ANSWER: A drawing entitled “KodiakCargo wharf Composite FIG 1_6-28-13 is available upon receipt of a request from a prospective offeror. Offeror must submit their request via e-mail to Valerie.S.Riverachase@uscg.mil. At this time mooring position is not known. ANSWER: Yes davit foundations are included in the GFE. They are noted as Item A on page 2.1 of CG Tech Pub 3943.
QUESTION NO. 25: Work Item D-24, Welin-Lambie Davit Installation; during ship check, it was not easily accessible to have the LE locker 1-25-3-Q unlocked, for visual inspection. Contractor requests pictures of bulkheads, deck, overhead, and any interferences within this space.
ANSWER: Due to current cutter’s status, unable to receive pictures due to bandwidth. Upon receipt, will distribute as necessary. For dockside, cutter will remove all clutter and gear from the space.
QUESTION NO. 26, Work Item D-24, Welin-Lambie Davit Installation, paragraph 3.13 Boat Chocks; what size chocks should be installed?
