4. NOTES
4.1 QA inspection forms. QA inspection forms (QA-1 thru QA-5), required in SFLC Std Spec 6310 to be completed and submitted during preservation of “critical-coated surfaces”, are provided at the end of this document.
4.2 There are multiple work items and activities in this package that will disrupt the crew's berthing and sanitation, as well as lead containing paint work items that pose environmental and industrial hygiene risks to the crew, which will require the closure of the galley. The government will disestablish the galley and move the crew ashore during the disruption of the aforementioned services and during the work activities on lead containing paint work items that elevate risks to personnel. To integrate the temporary crew lodging and messing contract with the aforementioned work activities and to minimize the cost of crew logistics, the performance period for any work item or activity that disrupts berthing, sanitation systems, potable water, air conditioning (heating or cooling), ventilation, elevates industrial or environmental risks to the crew, or requires closure of the galley will start no sooner than 7-days after the start of the availability and end no later than 42-days after the first disruption of crew berthing, sanitation systems, potable water, air-conditioning (heating or cooling), ventilation, or galley closure. The crew will be provided a minimum of 7-days to move back aboard the cutter before the end of the
4 (Rev-0) availability. Any disruption or restoration of services that results in moving the crew ashore or aboard the cutter, closure or reestablishment of the galley, requires a minimum of 96-hour advance notification via a condition found report.
4.2.1 The 42-day period will run continuous and may not be started and stopped, and the period ends when all berthing and sanitation work items are complete, the galley is reestablished and the crew has moved back aboard.
If the disruption of berthing, sanitation or galley services exceeds 42-days, the contractor is responsible for the full cost of the crew lodging, messing, transportation and any related crew logistics costs until these services are fully restored. The government will consider the restoration of air conditioning (heating or cooling) and ventilation via temporary systems if the ambient space conditions can be maintained in the following range (68-72 deg F when heating is required; 70-74 deg F when cooling is required; and a relative humidity less than 70% and achieve a minimum of 1 compartment air volume change 4 times per hour, with 30% of each change consisting of outside air. If temporary air conditioning or ventilation is employed, the contractor may disrupt these services with the crew aboard for no more than 4-hours between 8AM to 4PM to berthing areas and common spaces. The contractor may not disrupt the ventilation or air conditioning systems to the galley or crew messing spaces when the galley is reestablished after the core 42-day performance period.
