USCGC MAPLE (WLB 207)
FY15 DRYDOCK AVAILABILITY
QUESTIONS
1. As solicitation was not released until 23 October vice the pre-solicitation notice anticipated date of approximately 14 October, request 2 week extension of response date (from 10 November to 25 November).
Response:
We cannot extend the quote date because the contract starts in Mid January. We would like to give the awardee as much time as possible to prepare. If we extend the offer due date by 2 weeks, we run the risk of awarding too close to the start date.
2. What does the term “MTI” stand for on the Government Furnished Property List?
Response:
“Mandatory Turn In” defined in SFLC Std Spec 0000 paragraph 3.2.10: 3.2.10 Mandatory turn-in items. For each removed equipment/component that is identified as a MTI item in the specification package, the Contractor shall accomplish the following tasks:
3.2.10.1 Package the item in accordance with ASTM D3951; ensure that all surfaces subject to corrosion, including internal hollow spaces, are coated with a thin film of corrosion preventative compound, as applicable. Install all blanks or securing hardware provided with the replacement item. In addition, wrap and seal all weather-exposed surfaces with heavy duty, weather/water-proofed, barrier material. NOTE
The Contractor may use the original crate or shipping box, if all previous shipping information is permanently covered or removed.
3.2.10.2 Temporarily store the item, to prevent damage, prior to shipping; work with the Coast Guard
PA, to ensure that all necessary turn-in documents are properly completed and enclosed with the item.
Provide heavy lifting services, as applicable, to load item onto a Government-provided vehicle.
3. Are the highlighted items on the list the only items the Coast Guard wants to have supplied?
Response:
The highlighted items are option items. We want a quote for all work definite and option items. Highlights have been removed to avoid further confusion.
4. CLIN 5: Crossdeck Winches, Inspect and Service
What does the term “NDE” mean? Is this a spelling error and the term is NDT?
Response: “NDE” stands for Nondestructive examination, defined in SFLC Std Spec 5000 as: “The act of determining the suitability of some material or component for its intended purpose using techniques that do not affect its serviceability.” When “NDE” is specified in a task description, perform nondestructive examination of the specified component(s) and/or weld(s) in accordance with SFLC Std Spec 0740, Appendix C.
5. CLIN 9: Twin Pivot Arm Davit, Inspect and Service
Paragraph 3.1.4 lists the small boat as an interference. Will the contractor be required to remove the small boat from the water or will this be accomplished by the government/crew?
Additionally, will the government provide a suitable skid/trailer for the small boat or will this be the responsibility of the contractor?
Response:
SLFC STANDARD SPECIFICATION 8635
3.3.14 Small boat storage. When a small boat (Motor Surf Boat (MSB)/Motor Cargo Boat (MCB)/Rigid Hull Inflatable (RHI) boat) is removed as interference to Contractor-work, provide a suitable pier side storage cradle, for safely storing said boat.
3.3.14.1 Cradle design. Ensure that the temporary cradle meets the following criteria:
• Structure is templated from the geometry and arrangement of the contact support areas of the existing cradle onboard the vessel, to provide same or more support area as that which is provided by the existing cradle.
• Arrangement will allow ship’s force to perform maintenance on the small boat, without modification of the cradle.
• Structure is manufactured using the most economical methods and materials available, and is capable of supporting the full weight of the small boat under normal conditions experienced during routine maintenance.
• Contact surfaces are no harder or rougher than the contact surfaces for existing cradle onboard the vessel.
3.3.14.2 Boat accessibility. Ensure the storage is located in the vicinity of the vessel, and is unrestricted, to allow for ship's force to complete maintenance during normal working hours for the entire performance period.
3.3.14.3 Boat protection. Provide full protection that can be safely and completely secured when the small boat is left unattended (e.g. watertight cover, storage in a warehouse or shop, etc.), in addition to isolating the boat from the elements.
3.3.14.4 Boat transportation. Transport each small boat to its storage area within one week of docking the vessel and back to the vessel prior to the end of the performance period.
Are the highlighted items on the list the only items the Coast Guard wants to have supplied?
Response:
The highlighted items are option items. We want a quote for all work definite and option items.
6. It is understood that no line item may be billed until it has reached 25% completion however contractor requests if it is possible to bill for material costs at start of job?
Response:
No. Contractor is expected to start on 12 Jan 16 with all materials fully paid for and ready to go. It is up to the contractor to ascertain the cost of these materials and add them into the total cost of each Work Item. Whatever costs for material should be billed along with the corresponding Work Item at the 25% completion mark.
