The purpose of this amendment is as follows:

a.

The due date and time for submission of proposals for this requirement is extended until 12 November 2014 at 1:30 P.M., Pacific Standard Time. Proposals may be submitted by mailed to the address cited on the solicitation or by e-mail to Valerie.S.Riverachase@uscg.mil. Submission of proposals via facsimile is not allowed.

b.

To address the following clarification questions O-58, Para 3.3.2 (BPU Fairing Repair)

Q: Work scope appears to be a realignment of the hull fairing plate, but Figure 1 and 2 were not provided with the solicitation. Please provide required figures 1 & 2 and confirm there is no plate renewal, just realignment.

A: The spec is for a realignment of the fairing. Contractors must submit a request for copies of Figures 1 & 2 to Valerie.S.Riverachase@uscg.mil. Copies will be provided via e-mail upon receipt of Contractor’s request.

O-58, (BPU Fairing Repair)

Q:

· Paragraph 3.1 of the specification states “contractor shall remove the bow propulsion motor from the BPU fairing cover”

· Referenced drawing “378-FRAM-W 568-8 rev -, Bow Thruster Arrangement and Details” does not name any component part as “BPU fairing cover”

· Paragraph 3.3.2 references “Figure 1 and 2”, where are Figure 1 and 2 to be found?

Is it the intent of this item to remove and replace the hull fairing plate that is attached to the bottom of the bow thruster nozzle?

A: The BPU fairing cover is the piece attached to the bottom of the bow thruster nozzle. Figure 1 & 2 will be provided. Contractors must submit a request for copies of Figures 1 & 2 to Valerie.S.Riverachase@uscg.mil. Copies will be provided via e-mail upon receipt of Contractor’s request.

Amendment 1 Q: in amendment 1 question 6 for the freeboard the Coast Guard response is they will provide

Sketches for the freeboard areas and superstructure. Please supply sketches.

A: Contractors must submit a request for copies of the sketches to Valerie.S.Riverachase@uscg.mil. Copies will be provided via e-mail to the contractor.

D-22, (Hubs General Maintenance)

Q: Table 1.2 lists GFE; there is no mention of blade bolt washers

Table 3.6.18.1 Lists blade bolt washers as contractor furnished material

Para 3.6.20 States that the blade bolt washers are GFE

Please clarify this discrepancy A: The blade bolt washers shall be contractor furnished material.

D-35, (Thruster Unit, Overhaul and Repairs)

Q: Paragraph 1.2 states there is no GFM

Paragraph 3.5.10 states to reassemble the bow thruster using the GFM parts.

Can the contractor assume that all parts associated with the rebuilding of the bow thruster are GFM? If not, please state which parts are provided, and also what parts are the contractor’s responsibility. It is apparent that any long lead parts would not be available between the proposed contract award date and the vessel arrival date which straddles a general industry wide holiday shut down.

A: The Coast Guard will provide parts listed at the bottom of the work item as GFE.

O-16, (Propulsion Shaft Coating, Renew)

Q: Paragraph 3.1 of O-16 directs the contractor to “pull the shaft and perform the FRP covering renewal….”

Optional work item 20 also directs the contractor to “remove, inspect and reinstall a designated propeller shaft.”

Is it the intent of the government to duplicate the shaft pulling effort? If not, should the contractor assume that the effort to remove the shaft is priced as part of O-20?

A: The shaft will be pulled only once. The contactor should remove the shaft as part of work item O-20.

c.

All other terms and conditions cited on the solicitation will remain the same.
