Solicitation No. HSCG85-15-R-MELL15 CGC MELLON (WHEC 717) Drydock Repairs FY15 FQ2 Amendment No. 0001
The purpose of this amendment is as follows:
1. To address the following clarification questions
Attachment 2 (Solicitation Continuation) – Schedule of Supplies/Services Q: Prices does not match the specification items to be priced. The following specification items are missing, mislabeled or numbered incorrectly:
Item 61 Chill Water System Flush Item 62 Fan Room 2-32-1-Q Duct Renewal and preservation Item 63 Incinerator Special Maintenance and refractory Item 64 Bilges (Commissary Stores), Preserve Item 65 Sea Trial Performance, Provide Support
A: Attachment 2 will be updated to match the specification. (Please see attached)
D-01, Para 3.3 (Drydocking) Q: In item D01 parg.3.3 immediate work and routine inspection it tell the contractor to pressure wash the underbody. In items D05 parg. 3.2.1 and option item O-06 it also tells the contractor to pressure wash the underwater body. The question is the contractor to pressure wash the underwater body 2 times?
A: The requirement is for the Contractor to pressure wash the underwater body only once.
O-20, Para 3.4 (Propulsion Shafting, Remove, Inspect, and Reinstall) Q: The propulsion shaft system consists of three shaft components. Please clarify which shaft segment(s) are to be removed on this work item and that it is for only one side. Paragraph 3.4 discusses a GFE shaft. Will the handling, uncrating, recreating and an other set of inspections be the subject of a contract change?
A: This optional item covers the removal of the tail, intermediate and stern tube shaft. The scope of this item is for the removal of one shaft, designated by the Coast Guard inspector. The item may be activated up to two times.
The Contractor is responsible for handling, uncrating, re-crating and additional inspections of the GFE shaft.
O-25, (Propulsion Stern Tube Shaft Sleeves, Skim Cut) Q: Please clarify status of shaft. Will work item 20 already be invoked for this shaft segment?
Therefore work item 25 would be invoked only after the inspection of the shaft, accomplished in a shop, would already have been performed?
A: Yes, optional work item 20 will be activated prior to activating optional work item 25.
O-27, (Propulsion Shaft Bearing (Aft Strut) Stave, Renew)
Amendment No. 0001
Q: This specification indicates that the removal of the shaft stern tube bearing shells (paragraph 3.1.5) is covered in definite item propulsion shaft stern tube bearings check clearances. There is no such item issued in this specification and the title of this item does not address the stern tube bearings, please clarify? What item would you like the aft strut bearing shells removed, cleaned, dimensionally inspected, and reinstalled in?
A: Paragraph 3.1.5 should read, “the Contractor shall remove, thoroughly clean, and visually inspect the shaft stern tube shells and stave bearing retainer rings.”
O-29, (Stern Tube Interior Surfaces, Preserve 100%) Q: This optional work item presupposes that both the port and starboard tail shaft and stern tube shafts have been removed for. Please clarify what optional work items are a prerequisite for the accomplishment of Optional Item 29.
A: Optional work item 20: Propulsion Shafting, Remove, Inspect, and Reinstall will be the prerequisite for optional work item 29.
D-53, Para 4.1 (Hull Plating Freeboard, Preserve – 100%) Q: Paragraph 4.1 is ambiguous regarding which surfaces to preserve. Are the vertical surfaces associated with the main deck house and the overhead horizontal surfaces beneath the 01 weather deck (but inboard of the main deck toe rail) included? It would be helpful if a general arrangement were provided that shaded in those surfaces designated for preservation.
A: Paragraph 4.1 of work item 53 should read, “Definition of superstructure. For the purposes of this item, superstructure surfaces are defined as exterior of the vessel, from bow to stern, vertical surfaces and overheads, from the 01 level up, excluding any stack, mast or weather deck work., but including any bulwarks (inboard and outboard surfaces), fixed handrails, helicopter hangers (exterior only), lockers (all exterior), vents, or cofferdams (interior and exterior) above this level.
Also included are identification markings, machinery appendages and piping, which extend from any of the vertical or overhead surfaces as well as all attachments secured, bracketed or adjacent to the previously defined superstructure. See the sketch below for clarification. The six-inch dado where the superstructure joins the deck is not included in the definition of superstructure; it is normally preserved with the deck surfaces.”
Paragraph 4.1 of work item 54 should read, “Definition of freeboard. For the purposes of this item, freeboard surfaces are defined as the exterior of the vessel, from bow to stern, vertical surfaces and overheads, from the upper level of the boot top to the top of the 01 Deck as show on Coast Guard Drawing 378 FRAM-W801-1, excluding any weather deck work, but including any bulwarks (inboard and outboard surfaces), fixed handrails, lockers (all exterior), vents, or cofferdams (interior and exterior), sea spools (see WI 38 and 39, at this level. Also included are identification markings, machinery appendages and piping, which extend from any of the vertical or overhead surfaces as well as all attachments secured, bracketed or adjacent to the previously defined freeboard. See the sketch below for clarification. The six-inch dado where the superstructure joins the deck is not included in the definition of superstructure; it is normally preserved with the deck surfaces.”
Amendment No. 0001
D-22, Para 3.3.2 (Hubs General Maintenance) & D-32, Para 3.4.3 (Rudder Assembly, Remove, Inspect and Reinstall) Q: Work item 22, para 3.3.2 and 32 para 3.4.3 both state that fuel tanks 3-328-1&2 will require cleaning and they are cleaned and gas freed on a separate work item. A search of the specification can not find where those two tanks are cleaned and gas freed.
A: Work item 40, table 1.1.A, line item 5 under location should read, “3-328-1/2-F”
D-38 (Sea Valve (2.5 Inches and Smaller) Renewal) Q: In item 38 sea valve 2.5 and smaller renewal it give the contractor the fram number not the valve number and the drawings supplied go by the valve number. In order for the contractor to order the right valve we need more information. Can the Coast Guard supply the connections for each of the valves listed ie. Flanged ,sb , union ?
A: The list of valves and drawings provided should provide enough information. The valve number in the specification’s table corresponds to the location on the schematic drawing and associated item number. The item number provides details about each valve in the drawing’s table.
The solicitation closing date is not extended due to this amendment. Receipt of proposals are still due no later than 07NOV14 @ 1300 Pacific time.
