FROM: 07 January 2013 at 2:00 P.M., Pacific Standard Time
TO: 14 January 2013 at 2:00 P.M., Pacific Standard Time b.
Work Item D-07, Fan Coil Unit Renewal, and its associated specification is deleted from this requirement. Therefore, Schedule of Items – Supplies/Services – Prices, Attachment 1 is revised. All offerors are advised to utilize the revised Schedule of Items for submission of proposal under this solicitation. c.
The answers to the following Request for Clarifications are as follows:
QUESTION NO. 1: Work Item D-15, UNREP Weight Handling Fittings Test/Inspection, paragraphs 3.3.3 and 4.0; Paragraph 3.3.3 states that “No other part of the cutter’s structure shall be used as tie-downs for any part of the test.” Is it acceptable to use a test fixture to push against the vessel to test the pad eyes? Paragraph 4.0 states “not applicable to this work item.” What are the required test load values for the pull test?
ANSWER: It may be acceptable to use a test fixture to push against the vessel to test the pad eyes, but the specific testing apparatus would need to be approved by the Coast Guard Inspector, so as to ensure no damage is done to the cutter’s structure. The required test load values are provided in the Padeye UNREP Gear Static Load Test Data Sheet on page 72, which corresponds to the “enclosed Figure” referenced in 3.4.4.
QUESTION NO. 2: Work Item D-03, Commissary Hoist Level 2, paragraph 3.6.6.1; Contractor request details sufficient for door fabrication.
ANSWER: Non-tight door details are provided in CG Drawing 378-FRAM-W 624-1, “Joiner Doors”. This drawing will be provided to all prospective offerors upon request. Request for the drawing must be submitted to the Contract Specialist via e-mail. Work Item D-03 of the specification will be revised to reference CG Drawing 378-FRAM-W 624-1 in paragraphs 2 & 3.6.6.1.
QUESTION NO. 3: Work Item D-15, UNREP Weight Handling Fittings, paragraph 4; Does the Load Test Data Sheet on page 72 match the 3.4.4 “Enclosed Figure”.
ANSWER: Yes, the Load Test Data Sheet on page 72 matches the “Enclosed Figure” referenced in 3.4.4. The Load Test Data Sheet will be more clearly marked as the enclosure.
QUESTION NO. 4: Work Item D-19, Renew Fuel Oil Transfer Piping, paragraph 3.4 and 3.5; The specification 3.4 is requiring the contractor to UT the transfer piping to determine how much piping needs to be renewed. Paragraph 3.5 then requires the pipe to be renewed. The contractor cannot predict the outcome of the UTs or exact location of the renewal. Contractor recommends CFR to identify the repairs for Change Request (CR).
ANSWER: A requirement for the contractor to submit a Condition Found Report identifying the section of piping to be removed, and including all nondestructive test findings, will be added to paragraph 3.4.2. Also, paragraphs 3.4.2 and 3.4.3 will be consolidated, and paragraphs 3.5.1 will be revised to more clearly indicate that the section of piping to be repaired must match that which was identified via CFR and verified by the Coast Guard Inspector.
QUESTION NO. 5: Work Item D-16, Sewage Piping Renewal, paragraph 3.1.3: SFLC 0000 will require sanitation facilities while the sewage system is down. There are no rental services available on the Island, shipping such services to Kodiak, AK is not practical. Contractor request the Gymnasium located at the head of the pier to be utilized for the Temporary Sanitation required by SFLC 0000.
ANSWER: The Contractor will not be required to provide sanitation facilities. It is expected that the cutter will secure aft sewage for a limited period of time while repairs are being made, but that forward sewage will remain functional. If necessary, cutter personnel may use sanitation facilities at the nearby Cutterman’s Club.
d.
