PPI 0005
Prevailing Wage Rates – We have some confusion over which rates we should be using. a. OR160033 – OR33 (Davis Bacon / Clatsop Co / Building) seems to fit the Maintenance Building; b. OR160033 – OR3 (David Bacon / Clatsop Co / Residential) seems to fit the Apartment Units; c. However, Section C of the RFP includes wages rates used for Astoria Family Housing Phase One contract (below) seem to contradict some of the rates found in these publications.; d. We understand that when a lack of classification is shown, we are to either propose rates and get them approved through Davis-Bacon, or fall back to BOLI rates. We are assuming the rates in Section 3 (listed above) were proposed and used for Phase 1. It’s clear that we should assume the wages in Section 3 where these classifications don’t show up in OR3 and OR33. Can you clarify how these rates were applied in Phase 1?
ANSWER: All work shall be performed in accordance with Wage Determination General Decision Number: OR160003 and OR160033.
Yes, missing labor classifications in OR3 were added to the previous Astoria Housing Project (HSCG50-14-C-PAH001) by the U.S. Department of Labor in accordance with 29 CFR 5.5(a)(1)(ii).
PPI 0006
Were the rates in Section C (above) applied to STRICTLY RESIDENTIAL work, or were they used on both RESIDENTIAL and BUILDING structures?
ANSWER: This applied to OR3 “RESIDENTIAL”. OR33 is for “BUILDING” and not applicable for Residential Construction. OR33 was included in the Solicitation for the previous Astoria Housing Construction project (HSCG50-14-C-PAH001) as it included option items for Construction Type:
“Building”, which was not exercised. The Labor Conformance rates in Solicitation, Section C are from the Astoria Family Housing Phase 1 project and are for informational/estimating purposes only.
PPI 0007
There’s some confusion on the (3) wages rates on the classifications below, please clarify:
a. A Common General Laborer breaks down in these (3) publications as follows: i. OR3 $11.00/hr + $0.00/hr in fringes; ii. OR33 $18.57/hr + $6.24/hr in fringes; iii. Sect 3 $24.84/hr + $10.86/hr in fringes Since there’s a classification for Common Laborer in both OR’s, why was there an additional pay rate issued?
ANSWER: This particular classification was for “Batt Insulation Installer”, which was identified as “Common General Laborer” in the U.S. Department of Labor’s wage decision. Please use the Wage Determination OR3 and OR33 and appropriate classification for pricing purposes.
b. A Plumber breaks down in these (3) publications as follows: i. OR3 no classification; ii. OR33 $27.32/hr + $ 9.86/hr in fringes iii. Sect C $39.71/hr + $19.44/hr in fringes Was the Section 3 rate applied to OR3, and if so, why is it more than the rate in OR33?
ANSWER: This applied to OR3 “RESIDENTIAL”. OR33 is for “BUILDING” and not applicable for Residential Construction. OR33 was included in the Solicitation for the previous Astoria Housing Construction project (HSCG50-14-C-PAH001) as it included option items for Construction Type:
“Building”, which was not exercised. The Labor Conformance rates in Solicitation, Section C are from the Astoria Family Housing Phase 1 project and are for informational/estimating purposes only.
c. A Painter breaks down in these (3) publications as follows: i. OR3 no classification; ii. OR33 $21.01/hr + $8.83/hr in fringes iii. Sect C $24.84/hr + $10.86/hr in fringes Was the Section 3 rate applied to OR3, and if so, why is it more than the rate in OR33?
ANSWER: This applied to OR3 “RESIDENTIAL”. OR33 is for “BUILDING” and not applicable for Residential Construction. OR33 was included in the Solicitation for the previous Astoria Housing Construction project (HSCG50-14-C-PAH001) as it included option items for Construction Type:

Since we know that there are a number of trees that will need to be removed on the north side of the existing gravel access road and substantial clearing of underbrush on the south side of the existing gravel access road, the ideal situation for providing a more accurate and efficient Topographic Survey would be to remove the trees and underbrush before performing the field work for the Topographic Survey.
