SECTION M
EVALUATION FACTORS FOR AWARD
M.1 NOTICE TO OFFERORS
The Government intends to make award without discussions. Therefore, proposals should be initially submitted on the most favorable terms, from a price and technical standpoint. However, the government reserves the right to open up discussions should it be determined to be in the best interest of the government.
M.2 EVALUATION FACTORS FOR AWARD
The Proposed contract will be awarded to the responsible Offeror offering the best value to the Government. It is in the best interest of the Government to consider tradeoffs between price and non-price related factors. The Government reserves the right to award to other than the lowest priced Offeror. The total evaluated price shall consist of the Base Items, and Option Item. In selecting the best overall offer, the Government will consider the value of each offer terms of the evaluated technical quality offered for the price. Offerors are cautioned that the government intends to elect to award the contract without discussions; therefore, initial proposals should represent the best possible effort. To make a determination, the Government shall evaluate each offeror on the following criteria:
Factor 1, Means and Methods is more important than Factor 2, Project Organization and Management Capabilities which is more important than Factor 3, Past Performance. All evaluation factors other than Price, when combined, are approximately equal to Price.
1. Technical
M.4 EVALUATION OF ORGANIZATIONAL CONFLICT OF INTEREST AND ORGANIZATIONAL
CONFLICT OF INTEREST MITIGATION PLANS.
In determining whether this contract can be awarded to an offeror, the Government will determine whether an Organizational Conflict of Interest exists and, if so, whether it has been or can be successfully mitigated. In making this determination, the Government will consider the offeror’s submissions, its analysis of the design-build contract requirements, and its knowledge of the subcontractors’ input into this solicitation. The Mitigation Plan will be evaluated for its practicality and reasonableness in mitigating the OCI. The Government will make its determination in accordance with the standard stated in FAR Subpart 9.5 Organizational and Consultant Conflicts of Interest, HSAR Subpart 3009.5, Organizational Conflicts of Interest, and applicable case law.
Factor 1: Means and Methods
Evaluation Method:
Overall, this factor shall be evaluated based on a subjective assessment of the ability of the Offeror to provide an integrated approach to project execution. Evaluation of the Means and Methods Factor will be based on the Offeror’s:
Narrative:
• Understanding of the project scope.
• Understanding of design complexity.
• Understanding of construction activities and their logistics relative to the project site.
• CapaAbility to monitor, control, and communicate the schedule the and complete the project within the proposed contract duration, recognizing seasonal constraints and permit requirements. The Government will award the contract based on contract completion within 730 calendar days after award of the contract.

• Description of how the Offeror intends to identify and manage risks associated with the project, including recognition of site constraints and weather concerns, and the proposed mitigation strategies for each risk.
• Plans to protect residents from the construction activities, and minimize the impact of noise, dust, erosion and disruption to residents.
• Technical Approach will be evaluated for o Description of features related to performance elements to include sustainability, energy conservation, durability, maintenance, LEED approach and resistance to extreme weather.
•o Higher ratings may be given for innovative, creative, or cost saving technical proposals.
• Drawings of the proposed building floor plans, elevations, and exterior wall sections, including durability of design and materials, and understanding of key performance elements required to achieve high-performing housing in Astoria.
Drawings:
• Proposed building floor plans and front elevations will be evaluated to ensure that they reflect the minimum and maximum standards as established in the specifications (Section 01800, 1.1.1.1 Space Requirements, and Appendix A). Elevations will also be compared to the existing Astoria Housing exteriors).
• The drawing for exterior wall section will be evaluated for durability and demonstration of understanding of the requirement in accordance with the specifications/drawings; including head, jamb, and sill details of window opening, and weather resistant components and final trim/siding interface.
Factor 2: Project Organization and Management Capabilities
• Overall in this factor the Government will evaluate the Offeror’s proposal related to the quality and depth of project organizational experience, and on the ability of the Offeror to provide an integrated approach to project execution.
• The narrative will be evaluated on the quality and depth of experience, as it relates to the size, scope, and complexity of this project, as well as against industry practice and RFP requirements. Relevant projects will be evaluated based on their similarity to the proposed work.
• The organizational chart will be evaluated for lines of authority, span of control, and risk.
Factor 3: Past Performance
• The Government will evaluate the quality and extent of the Offeror’s past performance as it relates to this project in similar size, scope and complexity performed within the last six (6) years. Similar size, scope and complexity means projects of similar area/volume, construction type, functional use, and/or logistically challenging. Projects submitted outside these parameters, may be assigned lower ratings. The Government will use information submitted by the Offeror and other sources such as PPIRS and/or other Federal Government offices and commercial sources, to assess past performance. A higher rating may be given for projects performed that received a LEED silver rating or higher. Past performance will be evaluated in accordance with FAR 15.305(a)(2). 2. Price
Price Evaluation:
The total evaluated price shall consist of the Base Items plus Option Item as shown in Section B, Supplies or Services and Price/Costs.
The Government may use various price analysis techniques and procedures to evaluate the overall price. Examples of such techniques include, but are not limited to the following:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with independent Government cost estimates.
3. Comparison of proposed prices with prices obtained through market research for the same or similar items.
4. Analysis of data other than certified cost or pricing data provided by the Offeror if requested by the
Government.
M.3 EVALUATION OF ORGANIZATIONAL CONFLICT OF INTEREST AND ORGANIZATIONAL
