DIVISION 01 – GENERAL CONDITIONS

1. Scope of Work:

1.1 Perform work in accordance with this Scope and the attached specifications and drawings.

Work includes: removal of clerestories and replacement with glazed windows, siding removal and replacement, roof replacement, and associated construction and abatement activities.

1.1.1 Due to the existence of lead paint on surfaces and potential for Asbestos containing materials being encountered in the construction activities, the contractor will need to provide environmental plans/controls for this project. Sampling and analysis of HAZWASTE is required.

HAZWASTE will be disposed of by the Coast Guard. Asbestos containing materials will be disposed of by the contractor.

2. HAZMAT Considerations

2.1 The below is a summary of the Hazmat issues in the hangar.

2.1.1 Metal components coated with lead paint, which require attachments, cutting or welding.

Remove lead paint and dispose of as HAZWASTE. Methyl Ethyl Ketone (MEK) or other similar type halogenated solvents are not allowed.

2.1.2 Dust and loose paint flakes on all surfaces, including structural steel, has the potential to contain lead or ACM. The inside of the Hangar has been cleaned in prior years, however dust and debris could still be present. Prior cleanings were only performed to facilitate the work to be performed under the prior construction contract, and never were anticipated to provide a dust free surface. The contractor shall perform a site assessment, sampling or other means as needed to determine the procedures, level of worker protection, and building occupant protection required in the performance of the work. General cleaning or abatement of the building is not required.

The only abatement required is that necessary to facilitate the work.

2.1.3 For surfaces requiring painting or welding (structural steel, bracings, etc), and concrete walls: these surfaces could currently be covered with dust or existing paint that may contain lead.

2.1.4 The substrate materials behind the existing metal siding may contain asbestos containing materials. The metal siding may have been placed over the top of preexisting ACM siding.

Disturbance by siding removal and fastening activities, may create an asbestos hazard.

2.1.5 HAZWASTE will be delivered to CG for disposal.

2.1.6 Asbestos containing debris shall be disposed of off-base by the contractor.

2.1.7 Floor debris; the floor below the work area is to be swept upon completion of the work.

2.1.8 Metals shall be recycled.

2.1.9 See also the Sections pertaining to Lead and Asbestos, and the Paragraphs on Environmental Plans in this Specification Division.

3. Notes on work items:

a. At completion of work, all affected areas shall be cleaned and swept. The roof shall be swept, and any gutters cleaned.

b. The area below the clerestories has live electrical equipment. Weather precautions are required.

c. The contractor’s laydown area is the South face of Hangar 3. This area may be used by the contractor. Do not block entrances. Provide traffic/pedestrian lanes to/from the building and the aircraft ramp. The contractor shall erect a temporary barrier to demark their work area.

d. The Hangar is an active aircraft hangar. All adjacent spaces are occupied, and aircraft/people move past the work area frequently. Specific procedures are required for access, hotwork, and building occupant protection that will impact the contractor’s ability to perform the work. For instance; typically no hotwork can be performed in the hangar, unless all aircraft are moved outside. This will affect the contractor’s ability to schedule the work.

e. Temporary shed covers shall be constructed at the entry points to the Hangar deck, from the office/shop areas. Covers shall protect pedestrians from falling objects, and shall be rigid construction.

f. The interior wall of the Hangar has additional overhead doors and equipment requiring continued use during construction. Provide appropriate overhead protection for these openings and equipment.

g. The aircraft bays adjacent to the work area are not available for dedicated contractor use.

h. During hot work which may result in sparks falling on the Hangar deck; provide a live fire watch on the hangar deck during welding activities.

j. The Task Order work includes relocating several antennae wires. The contractor should plan for a “hot” cutover, and no more than a one work day outage. Due to operational nature of Hangar, specific written advance approval for any antenna outage is to be obtained from the COTR in advance.

4. SUBMITTALS

a. Sequencing of Construction Plan. Submit a sequencing plan for construction activities. Plan shall show sequence of work, any required relocation of Coast Guard owned equipment, and how the various trades will be coordinated. Include a detailed schedule and a specific sequence of work for the coordination of all trades involved in the work. Schedule shall indicate restrictions to building occupants, and shall specifically show how the contractor intends to provide weather protection for the inside of the Hangar during the work.

Accommodate construction constraints as described below.

1) The physical work on the building is constrained to the time period 1 June to 1 Sep.

2) Work Hours: Start no earlier than 0700. Complete no later than 1900.

3) Outages: none anticipated.

4) Days where no work should be planned: Federal Holidays, CG Day Picnic (around Aug, 4th).

5) The hangar deck is occupied. Coordinate such that no more than a 25 foot corridor below the clerestories is obstructed.

6) Show the contractor’s planned manufacturer’s representative visits, and the pre-work meeting on the schedule.

Note: a pre-work meeting is required for coordination of window, siding, sealant, flashing and weather resistive barrier installation details. See Technical specifications for additional requirements.

7) Each activity shown on the contractor’s schedule shall be controlled by joint government and contractor inspections to verify completion of the activity. See also paragraph 10.

b. Environmental Plan: Plan shall be prepared by a CIH or other competent person.

Lead paint and Asbestos containing material hazards exist. A job specific environmental compliance plan is required. Describe all activities, including: sampling procedures, testing, waste accumulation and disposal procedures, record keeping, and protection of adjacent occupants of the building. Each work activity to be performed under this contract that could encounter hazmat or asbestos shall be itemized as follows:

Work activity (drilling, welding, siding demo, cleaning, paint removal, etc)

1) Who performs it.

2) What training /certification is required for individuals performing the work.

3) Work Procedures and PPE.

4) Waste collection procedures.

5) Waste testing and disposal procedures.

6) Who supervises this work from an environmental and worker safety viewpoint; ie: who is the Competent Person.

Describe hazardous waste and asbestos accumulation procedures. Include Drum log procedures, etc. Note: that any full drum shall be delivered to the CG at BLDG N48 within 24 hours of being full.

Describe Hazardous Waste Management procedures to comply with applicable requirements of federal, State, and local hazardous waste regulations and address:

- Identification and classification of hazardous wastes associated with the work.

- Estimated quantities of wastes to be generated and disposed of.

- Names and qualifications of each contractor that will be transporting, storing, and disposing of the wastes.

- Include the facility location and operator and a 24-hour point of contact. Furnish USEPA Identification numbers.

- Spill prevention, containment, and cleanup contingency measures including a health and safety plan to be implemented in accordance with 29 CFR 1926.65.

Daily records shall be maintained at the site. Record: daily activities, waste removed, waste generated, disposition of waste. i.e.: every container of waste shall be tracked and logged from initial demo, to containerization, to final disposition of the container (receipt at N48).

The contractor's plan shall include appropriate training for all workers (not limited to the abatement subcontractor) who are involved in the task order work.

Air monitoring shall be considered at intervals during the activities to validate and confirm level of protection for workers.

Include submittals required by Section 13282 and 13281.

c. Site Specific Safety Plan. Submit a job specific safety compliance plan to specifically include the following, in addition to the requirements specified in General Requirements:

- Personnel protection for working overhead, including provisions for notifying and protecting pedestrians and building occupants below.

- Welding Arc protection for building occupants.

- Scaffolding and material handling at heights.

- Identify procedures for preventing debris from impacting aircraft and aircraft operations.

d. Preconstruction Submittals: Sequencing of construction plan, safety plan, and environmental plan.

e. During Construction Submittals:

- Characterization test results for each component of the HAZWASTE stream.

- Technical submittals and shop drawings for installation details not described on the drawings or in the specifications. Where the contractor encounters situations that need additional flashing or attachments, not shown on the drawings, the contractor shall prepare a shop drawing and submit for approval. Includes: roof attachment/flashings, etc.

- Field visit and test reports as specified.

f. After Construction Submittals:

1) As-builts: Provide red line as-built drawings of all work completed.

2) Survey: A detailed topographic survey of the completed work is not required.

3) Reports: Provide a report compiling all daily records, drum logs and waste disposal transaction records; manifests, delivery receipts, etc. to document the proper handling and disposal of the waste streams.

4) Provide copies of field reports generated by manufacturer’s representatives.

5) O&M Manuals. Provide O&M manuals for windows and roof.

5. Code Compliance: Existing buildings are not necessarily code compliant. If the new work proposed under this project creates situations which do not comply with code then identify any issues discovered on a list and deliver to the COTR as part of the as-built process. These situations are not to be corrected by the contractor.

6. Training: Training on the windows and roof is required.

7. Warranty: Extended warranties on siding, roof and windows are required. See Technical Sections.

8. Cleaning: All in-use areas shall be cleaned daily. Clean spaces and work areas on completion of the work. The new windows shall be cleaned on both sides at completion of construction.

9. Government Furnished Equipment: None.

10. Contractor Quality: Note the special requirements regarding manufacturer site visits for Glazing and roof systems. In addition:

a. A Pre-work meeting is required for coordination of window, siding, sealant, flashing, weather resistive barrier, and roof installation details. See Technical specifications for additional requirements. This meeting is to be attended by the contractor’s key personnel, the glazing system manufacturer representative, roofing representative and technicians involved in installation of the glazing, weather resistive membrane, sealants, and flashings. The purpose of the meeting is to communicate clearly the precise details for ensuring a complete and integrated weather-tight system results from the performance of the work.

This meeting will be scheduled prior to installation of any critical weather resisting building components, or window assembly.

b. Mockup: An existing mockup from prior work is located in Hangar 2. As part of this Task Order the contractor shall validate and modify this mock up to resemble the anticipated job conditions. A water test will NOT be required. The purpose of the mockup is to create the details of construction on the ground, prior to installation. Siding, flashings, representative windows, caulking, and representative roof materials shall be installed in the mockup.

c. Progress Meetings: Commencing the first week of physical work on the building, a project meeting will be held. Meetings will then be held weekly until final inspection. Meetings are to be attended by the contractor’s key personnel and the on-site Government representative. The contractor’s superintendent will chair the meeting, and prepare meeting minutes. Topics include:

schedule up date, 2 week look ahead, safety issues, environmental issues, technical issues, hindrances to the work including any government actions which may be pending. Submit the minutes for review and approval within one day of the meeting.

2 Week look ahead: at each progress meeting, the contractor shall provide a 2 week look ahead of the work. The approved and as-built schedule shall be the basis for this look ahead.

c. PHOTO DOCUMENTATION: The contractor shall provide photo documentation of the task order work. Provide a photo record of the existing conditions prior to start of the work and then weekly while work is being performed. Weekly records shall consist of a minimum of 20 photos.

Each photo shall be dated, and contain an explanation of the subject matter and location of picture. Submit with each Friday’s daily reports. At the completion of the project, this entire file shall be accumulated and submitted with the final as-built record.

1.2 GENERAL REQUIREMENTS

Do not begin demolition until authorization is received from the COTR. Remove rubbish and debris from the project site; do not allow accumulations inside or outside the building. The work includes demolition, salvage/preservation of adjacent structures and removal of resulting rubbish and debris. Remove rubbish and debris from Government property daily. Materials that cannot be removed daily shall be stored in areas specified by the COTR. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections.

1.3 SUBMITTALS

The following shall be submitted:

Receipts or bills of laden, as specified in this or other Sections.

1.4 REGULATORY AND SAFETY REQUIREMENTS

Comply with federal, state, and local hauling and disposal regulations. In addition to the requirements of the "Contract Clauses," conform to the safety requirements contained in ANSI A10.6.1

1.4.1 Notifications

1.4.1.1 General Requirements

Furnish timely notification of demolition and renovation projects to Federal, State, regional, and local authorities in accordance with 40 CFR 61-SUBPART M. Notify the Regional Office of the United States Environmental Protection Agency (USEPA)State's environmental protection agency and the COTR in writing in accordance with 40 CFR 61-SUBPART M.

1.5 DUST AND DEBRIS CONTROL

Prevent the spread of dust and debris to occupied portions of the building and/or on airfield pavements and avoid the creation of a nuisance or hazard in the surrounding area. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, ice, flooding, or pollution. Sweep pavements as often as necessary to control the spread of debris that may result in foreign object damage potential to aircraft.

1.6 PROTECTION

1.6.1 Traffic Control Signs

Where pedestrian or aircraft safety is endangered in the area of removal work, use traffic barricades with flashing lights. Anchor barricades in a manner to prevent displacement by wind, jet or prop blast.

1.6.2 Existing Work

Before beginning any demolition work, survey the site and examine the drawings and specifications to determine the extent of the work. Record existing work in the presence of the COTR showing the condition of structures and other facilities adjacent to areas of alteration or removal. Photographs will be acceptable as a record of existing conditions.

The COTR shall provide existing Robertson Panel shop drawings for contractor’s use and information prior to removing existing Robertson panels.

1.6.3 Items to Remain in Place

Take necessary precautions to avoid damage to existing items to remain in place, to be reused. Repair or replace damaged items as approved by the COTR. Coordinate the work of this section with all other work indicated. Construct and maintain shoring, bracing, lay-down roof protection and supports as required. Ensure that structural elements are not overloaded. Increase structural supports or add new supports as may be required as a result of any cutting, removal, or demolition work performed under this contract. Do not overload structural elements or pavements.

Provide new supports and reinforcement for existing construction weakened by demolition or removal work. Repairs, reinforcement, or structural replacement require approval by the COTR.

1.6.4 Existing Construction

Do not disturb existing construction beyond the extent indicated or necessary for installation of new construction. Provide temporary shoring and bracing for support of building components to prevent settlement or other movement. Provide protective measures to control accumulation and migration of dust and dirt in all work areas.

1.6.5 Weather Protection

For portions of the building to remain, protect building interior and materials and equipment from the weather at all times. Where removal of existing roofing is necessary to accomplish work, have materials and workmen ready to provide adequate and temporary covering of exposed areas.

1.6.6 Utility Service

Not used.

1.6.7 Facilities

Protect electrical and mechanical services and utilities. Floors, roofs, walls, columns, pilasters, and other structural components that are designed and constructed to stand without lateral support or shoring, and are determined to be in stable condition, must remain standing without additional bracing, shoring, or lateral support until demolished, unless directed otherwise by the COTR. Ensure that no elements determined to be unstable are left unsupported and place and secure bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.

1.6.8 Protection of Personnel

Before, during and after the demolition work the Contractor shall continuously evaluate the condition of the structure being demolished and take immediate action to protect all personnel working in and around the demolition site. No area, section, or component of floors, roofs, walls, columns, pilasters, or other structural element will be allowed to be left standing without sufficient bracing, shoring, or lateral support to prevent collapse or failure while workmen remove debris or perform other work in the immediate area.

1.7 BURNING: BURNING IS NOT PERMITTED.

1.8 FOREIGN OBJECT DAMAGE (FOD)

Aircraft and aircraft engines are subject to FOD from debris and waste material lying on airfield pavements. Remove all such materials that may appear on operational aircraft pavements due to the Contractor's operations. If necessary, the COTR may require the Contractor to install a temporary barricade at the Contractor's expense to control the spread of FOD potential debris. The barricade must include a fence covered with a fabric designed to stop the spread of debris. Anchor the fence and fabric to prevent displacement by winds or jet/prop blasts. Remove barricade when no longer required.

1.9 RELOCATIONS

Perform the removal and reinstallation of relocated items as indicated with workmen skilled in the trades involved. Items to be relocated which are damaged by the Contractor shall be repaired or replaced with new undamaged items.

PART 2 PRODUCTS

Not applicable.

PART 3 EXECUTION

3.1 EXISTING FACILITIES TO BE REMOVED

3.1.1 Selective Demolition Structures

a. Remove existing structure indicated to be removed on drawings.

b. Demolish structure(s) in a systematic manner. Complete demolition work above before the supporting members on the lower level are disturbed.

c. Locate demolition equipment throughout the structure and remove materials so as to not impose excessive loads to supporting walls or framing.

3.1.2 Utilities and Related Equipment

3.1.2.1 General Requirements

Do not interrupt existing utilities serving occupied or used facilities, except when authorized in writing.

3.1.3 Temporary Weather Protection

Install temporary weather protection as necessary to maintain a watertight condition throughout the course of the work. Remove temporary work prior to installation of permanent system materials unless approved otherwise.

3.1.4. Roofing

When removing the existing weatherproof systems, remove only as much as can be recovered by the end of the work day, unless approved otherwise. Do not attempt to open the covering system in threatening weather. Reseal all openings prior to suspension of work the same day.

3.1.5 Structural Steel

Dismantle structural steel at field connections and in a manner that will prevent bending or damage. Salvage and recycle structural steel, steel joists, girders, angles, plates, and shapes. Flame-cutting torches are permitted when other methods of dismantling are not practical. Transport steel joists and girders as whole units and not dismantled.

3.1.6 Miscellaneous Metal

Salvage /Scrap metal shall become the Contractor's property. Recycle scrap metal to the greatest extent possible as part of demolition operations. Provide separate containers to collect scrap metal and transport to a scrap metal collection or recycle facility.

3.1.7 Carpentry

Salvage and recycle lumber, millwork items, and finished boards except those that are unfit for reuse.

3.1.8 Translucent Window Units

Remove windows and their frames and associated items/ accessories and dispose.

3.1.9 Patching

Where removals leave holes and damaged surfaces exposed in the finished work, patch and repair these holes and damaged surfaces to match adjacent finished surfaces. Where new work is to be applied to existing surfaces, perform removals and patching in a manner to produce surfaces suitable for receiving new work. Finished surfaces of patched area shall be flush with the adjacent existing surface and shall match the existing adjacent surface as closely as possible as to texture and finish.

3.1.10 Conduit and Miscellaneous Items

Remove conduit and miscellaneous items where practicable. Remove, protect and reinstall as necessary.

3.2 DISPOSITION OF MATERIAL

3.2.1 Title to Materials

All materials and equipment removed and not reused or salvaged, shall become the property of the Contractor and shall be removed from Government property. The Government will not be responsible for the condition or loss of, or damage to, such property after contract award. Materials and equipment shall not be viewed by prospective purchasers or sold on the site.

3.2.2 Reuse of Materials and Equipment

Remove and store materials indicated to be reused or relocated to prevent damage, and reinstall as the work progresses.

3.2.3 Hazardous Material

Dispose of Asbestos and Lead-containing material as directed in the specifications.

3.3 CLEANUP

Debris shall be removed and transported in a manner that prevents spillage on streets or adjacent areas. Apply local regulations regarding hauling and disposal.

3.4 RECYCLING

Transport recyclable materials removed from demolished structures such as aluminum paneling, structural & scrap metal, piping, etc. from Government property for legal recycling. Report type and quantity of recycled material removed from the site.

1.2 SUBMITTALS

Certificates:

Mill certificates or test reports from independent testing agency, qualified in accordance with ASTM E 329, showing that the steel sheet used in the manufacture of each cold-formed component complies with the minimum yield strengths and uncoated steel thickness specified. Test reports shall be based on the results of three coupon tests in accordance with ASTM A 370.

Welds:

Certified copies of welder qualifications test records showing qualification in accordance with AWS D1.3.

1.3 DELIVERY, STORAGE, AND HANDLING

Deliver materials to job site and store in adequately ventilated, dry locations. Storage area shall permit easy access for inspection and handling. If necessary to store materials outside, stack off the ground, support on a level platform, and protect from the weather as approved. Handle materials to prevent damage. Finish of the framing members shall be maintained at all times, using an approved high zinc dust content, galvanizing repair paint whenever necessary to prevent the formation of rust. Replace damaged items with new.

1.4 COLD-FORMED METAL FRAMING

Include top and bottom tracks, bracing, fastenings, and other accessories necessary for complete installation. Framing members shall have the structural properties indicated in this specification. Where physical structural properties are not indicated, they shall be as necessary to withstand all imposed loads. Design framing in accordance with AISI SG-973 for framing items not specifically noted in the Contract Documents.

1.5 MAXIMUM DEFLECTION

a. Exterior Studs:

Deflection Criteria Exterior Finish

L/240 Metal Panels over Plywood based on the tributary area and 85 PSF wind pressure acting in both directions.

Wall deflections shall be computed on the basis that studs withstand all lateral forces independent of any composite action from sheathing materials. Studs abutting windows or louvers shall also be designed not to exceed 1/4 inch maximum deflection.

1.6 QUALITY ASSURANCE

1.6.1 Drawing Requirements

Metal framing shop drawings are not required.

1.6.2 Design Data Required

Submit metal framing calculations to verify sizes, gages, and spacing of members and connections for framing members which are not specifically noted on the Construction Documents but are required for complete installation.

2.1 STEEL STUDS, JOISTS, TRACKS, BRACING, BRIDGING AND

ACCESSORIES

Framing components shall comply with ASTM C 955 and the following.

2.1.1 Studs and Joists of 16 Gage (0.0598 Inch) and Heavier Carbon steel, ASTM A

1011/A 1011M, Grade 50, painted.

2.1.2 Studs and Joists of 18 Gage (0.0478 Inch) and Lighter Carbon steel, ASTM A

1008/A 1008M, Grade C, painted.

2.1.3 Sizes, Gages, Section Modulus, and Other Structural Properties: Size and gage as indicated.

2.1.4 Stud and track noted on the Contract Plans shall have the following minimum section properties:

2.2 MARKINGS

Studs and track shall have product markings stamped on the web of the section. The markings shall be repeated throughout the length of the member at a maximum spacing of 4 feet on center and shall be legible and easily read. The product marking shall include the following:

a. An ICBO number.

b. Manufacturer's identification.

c. Minimum delivered uncoated steel thickness.

d. Protective coating designator.

e. Minimum yield strength.

2.3 CONNECTIONS

Screws for steel-to-steel connections shall be self-drilling tapping in compliance with SAE J78 of the type, size, and location as shown on the drawings.

Electroplated screws shall have a Type II coating in accordance with ASTM B 633.

Screws, bolts, and anchors shall be hot-dipped galvanized in accordance with ASTM A 123/A 123M or ASTM A 153/A 153M as appropriate. Screws bolts, and anchors shall be hot dipped galvanized in accordance with ASTM A 123/A 123M or ASTM A 153/A 153M as appropriate.

Use Stainless Steel (Type 316) screws for connections when dissimilar metals are being connected and for all exterior steel paneled walls with treated plywood sheathing.

2.4 PAINT

Steel framing members may be un-galvanized or galvanized. Un-galvanized steel, if used, shall be thoroughly cleaned, phosphate treated, and coated with corrosion-inhibiting primer, FS TT-P-664. Un-galvanized steel shall not be used when steel is being attached to aluminum framing shapes. For connections to aluminum use galvanized steel framing sections.

2.5 PLASTIC GROMMETS

Supply plastic grommets, recommended by stud manufacturer.

3.1 FASTENING

Fasten framing members together by welding or by using self-drilling or self-tapping screws. When connection type is not specifically noted, use screws. Minimum screw size unless noted shall be #12 or larger.

3.1.1 Welds

All welding shall be performed in accordance with AWS D1.3, as modified by AISI SG02-1. All welders, welding operations, and welding procedures shall be qualified according to AWS D1.3. All welds shall be cleaned and coated with rust inhibitive galvanizing paint. Do not field weld materials lighter than 18 gage.

3.1.2 Screws

Screws shall be of the self-drilling self-tapping type. Screw penetration through joined materials shall not be less than three exposed threads. Minimum spacing and edge distances for screws shall be as specified in AISI SG02-1. Screws covered by sheathing materials shall have low profile heads.

3.2 INSTALLATION

3.2.1 Tracks

Provide accurately aligned tracks at top and bottom of stud walls. Anchor tracks as indicated in design calculations. Butt weld joints in tracks or splice with stud inserts.

3.2.2 Studs

Studs are to be used for built-up headers/sills and as vertical studs in the stud wall.

Cut studs square and set with firm bearing against webs of top and bottom tracks.

Position studs vertically in tracks and space as indicated in design. Do not splice studs. Provide at least two studs at jambs of doors and other openings 2 feet wide or larger. Provide jack studs over openings, as necessary, to maintain indicated stud spacing. Provide tripled studs at each end of walls and at corners, positioned to receive exterior finishes. Fasten studs to top and bottom tracks by welding or screwing both flanges to the tracks. Framed wall openings shall include headers and supporting components as shown on the drawings.

Studs to be used for the built-up header and sill as shown on the drawings shall be continuous between the building columns. Do not splice the header and sill within the span.

In curtain wall construction, provide for vertical movement where studs connect to the structural frame. Provide horizontal bracing in accordance with the design calculations and AISI SG-973, consisting of, as a minimum, runner channel cut to fit between and welded to the studs or hot- or cold-rolled steel channels inserted through cutouts in web of each stud and secured to studs with welded clip angles. Bracing shall be not less than the following:

1.3 QUALIFICATION OF WELDERS

Qualify welders in accordance with AWS D1.1/D1.1M. Use procedures, materials, and equipment of the type required for the work.

1.4 DELIVERY, STORAGE, AND PROTECTION

Protect from corrosion, deformation, and other types of damage. Store items in an enclosed area free from contact with soil and weather. Remove and replace damaged items with new items.

2.1 MATERIALS

2.1.1 Structural Carbon Steel ASTM A 36/A 36M.

2.1.2 Lag Screws and Bolts ASME B18.52.1, type and grade best suited for the purpose.

2.1.3 Bolts, Nuts Nuts; ASME B18.2.2 Bolts; ASTM A 325.

2.1.4 Powder Driven Fasteners Follow safety provisions of ASSE A10.3.

2.1.5 Screws ASME B18.52.1, ASME B18.6.2, and ASME B18.6.3.

2.1.6 Washers

Provide plain washers to conform to ASME B18.22M(ASME B18.22.1). Provide beveled washers for American Standard beams and channels, square or rectangular, tapered in thickness, and smooth. Provide lock washers to conform to ASME

B18.21.2M (ASME B18.21.1).

2.2 FABRICATION FINISHES

2.2.1 Shop Cleaning and Painting

2.2.1.1 Surface Preparation

Blast clean surfaces in accordance with SSPC SP 6. Wash cleaned surfaces which become contaminated with rust, dirt, oil, grease, or other contaminants with solvents until thoroughly clean. Do not paint or galvanize bearing surfaces, including contact surfaces within bolted joints, but coat with rust preventative applied in the shop.

2.2.1.2 Pretreatment, Priming and Painting

Apply pretreatment and primer, in accordance with manufacturer's printed instructions. Apply an additional prime coat to a minimum dry film thickness of 1.0 mil.

2.2.1.3 Field Coating – See Execution, Part 3.

2.3 MISCELLANEOUS PLATES AND SHAPES: Provide angles and plates, ASTM

A 36/A 36M.

3.1 GENERAL INSTALLATION REQUIREMENTS

Install items at locations indicated on Contract Documents. The Contractor shall verify all measurements and shall take all field measurements necessary before fabrication. Exposed fastenings shall be compatible materials, shall generally match in color and finish, and shall harmonize with the material to which fastenings are applied. Materials and parts necessary to complete each item, even though such work is not definitely shown or specified, shall be included. Poor matching of holes for fasteners shall be cause for rejection. Thickness of metal and details of assembly and supports shall provide strength and stiffness. Joints exposed to the weather shall be formed to exclude water.

3.2 WORKMANSHIP

Miscellaneous metalwork shall be well formed to shape and size, with sharp lines and angles and true curves. Drilling and punching shall produce clean true lines and surfaces. Welding shall be continuous along the entire area of contact except where tack welding is permitted. Exposed connections of work in place shall not be tack welded. Exposed surfaces of work in place shall have a smooth finish. Where tight fits are required, joints shall be milled. Corner joints shall be coped or mitered, well formed, and in true alignment. Work shall be accurately set to established lines and elevations and securely fastened in place. Installation shall be in accordance with manufacturer's installation instructions and approved drawings, cuts, and details.

3.3 ANCHORAGE, FASTENINGS, AND CONNECTIONS

Provide anchorage where necessary for fastening miscellaneous metal items securely in place. Include for anchorage not otherwise specified or indicated machine bolts for steel; through bolts, lag bolts, and screws for wood. Do not use wood plugs in any material. Provide non-ferrous attachments for non-ferrous metal. Make exposed fastenings of compatible materials, generally matching in color and finish, to which fastenings are applied. When attaching dissimilar metals, use stainless steel fasteners.

Use stainless steel fasteners at all treated lumber and/or plywood. Galvanized

3.4 WELDING

Perform welding, welding inspection, and corrective welding, in accordance with AWS D1.1/D1.1M. Use continuous welds on all exposed connections.

3.5 FINISHES

3.5.1 Location and Surface Type to be Painted

3.5.1.1 All new structural steel and any existing steel surface damaged during construction shall be primed. Exposed wood and light gauge framing is not to be painted. Provide a white top coat on column surfaces that are visible to the outside of the building.

Painting not included;

(1) New aluminum or window component surfaces;

(2) Surfaces concealed and made inaccessible to view.

(3) Surfaces in concealed spaces.

3.5.2 Dissimilar Materials

Where dissimilar metals are in contact, protect surfaces with a coat conforming to MPI 79 to prevent galvanic or corrosive action. Where aluminum is in contact with wood, or absorptive materials subject to wetting, protect with ASTM D 1187, asphalt-base emulsion.

3.5.3 Environmental Conditions

Do not clean or paint surface when damp or exposed to foggy or rainy weather, when metallic surface temperature is less than( 5 degrees F) above the dew point of the surrounding air, or when surface temperature is below( 45 degrees F or over 95 degrees F), unless approved.

3.5.4 Preparation

Existing and shop coated surfaces and small areas containing rust, millscale and other foreign substances: Solvent clean in accordance with SSPC SP 1 to remove oil and grease. Where shop coat is missing or damaged, clean according to SSPC SP 2 or SSPC SP 3. To reduce distributing dust and to protect personnel, equipment and aircraft, provide integral vacuum suction with hand and power equipment.

c. Final Ferrous Surface Condition: Cleaned surface shall be similar to photographs in SSPC VIS 1 as follows:

PREPARATION OF WOOD; Surface Cleaning: Wood shall be dry. Remove loose dirt and dust by brushing with a soft brush or rubbing with a dry cloth prior to application of the first coat primer.

NOTE: To reduce distributing dust and to protect personnel, equipment and aircraft, provide integral vacuum suction with hand and power equipment.

3.5.5 Application Note

The interior of the Hangar area and deck surfaces may be below optimal temperatures for the application of non-modified paint and coating products. Provide for low temperature applications.

3.5.6 Coating Application

Apply coating materials in accordance with SSPC PA 1. SSPC PA 1 methods are applicable to all substrates, except as modified herein. Thoroughly work coating materials into joints, crevices, and open spaces. Touch up damaged coatings before applying subsequent coats.

a. Drying Time: Allow time between coats, as recommended by the coating manufacturer, to permit thorough drying, but not to present topcoat adhesion problems. Provide each coat in specified condition to receive next coat.

b. Primers, and Intermediate Coats: Do not allow primers or intermediate coats to dry more than 30 days, or longer than recommended by manufacturer, before applying subsequent coats.

Follow manufacturer's recommendations for surface preparation if primers or intermediate coats are allowed to dry longer than recommended by manufacturers of subsequent coatings. Each coat

c. Finished Surfaces: Provide finished surfaces free from runs, drops, ridges, waves, laps, brush marks, and variations in colors.

3.5.7 Equipment

Apply coatings with approved brushes, approved rollers, or approved spray equipment, unless specified otherwise.

3.5.8 Coating Systems

Systems by Substrates: Apply coatings that conform to the respective specifications listed in the following Tables at the end of this specification. Minimum Dry Film Thickness (DFT): Apply paints, primers, enamels, undercoats, and other coatings to a minimum dry film thickness of 1.5 mil each coat unless specified otherwise in the Tables. Coating thickness where specified, refers to the minimum dry film thickness.

The DFT range specified for MIL-C 24667 represents minimum peak and valley measurements.

Coatings for Surfaces Not Specified Otherwise: Coat surfaces which have not been specified, the same as surfaces having similar conditions of exposure.

3.5.8.1 Coating Systems for Metal

a. Primer: Apply specified ferrous metal primer on the same day that surface is cleaned. On heavily rusted ferrous metals power wire brush metal and pre-treat surface with phosphoric acid. If flash rusting occurs, re-clean the surface prior to application of primer

(1) Inaccessible Surfaces: Prior to erection, use specified primer on metal surfaces that will be inaccessible after erection.

(2) Shop-primed Surfaces: Touch up exposed substrates and damaged coatings to protect from rusting prior to applying field primer.

b. Apply coatings as shown. "DFT" means dry film thickness in mils.

1.3 DELIVERY AND STORAGE

Deliver materials to the site in an undamaged condition. Store materials off the ground to provide proper ventilation, with drainage to avoid standing water, and protection against ground moisture and dampness. Store materials with a moisture barrier at both the ground level and as a cover, forming a well ventilated enclosure.

Remove defective and damaged materials and provide new materials.

1.4 GRADING AND MARKING

1.4.1 Lumber

Mark each piece of framing and board lumber or each bundle of small pieces of lumber with the grade mark of a recognized association or independent inspection agency. Such association or agency shall be certified by the Board of Review, American Lumber Standards Committee, to grade the species used.

1.4.2 Plywood

Mark each sheet with the mark of a recognized association or independent inspection agency that maintains continuing control over the quality of the plywood. The mark shall identify the plywood by species group or span rating, exposure durability classification, grade, and compliance with PS1.

1.4.3 Preservative-Treated Lumber

The Contractor shall be responsible for the quality of treated wood products. Each treated piece shall be inspected in accordance with AWPA M2 and permanently marked or branded, by the producer, in accordance with AWPA M6.
