C. The following Questions and Government Responses are provided for informational purposes.

All “References” below refer to the documents applicable to HSCG44-17-R-170002, Amendment 0004.

1.

Reference: HSCG44-17-R-170002/Amendment 0004, Attachment 2 (PWS), PWS Addendum D

Contractor Question: As per the CL-CS Industrial Security Addendum (PWS Addendum D), item (1) states that "…key personnel must hold US citizenship and are required to posses, at a minimum, valid in-scope national security clearance at the secret level". Further, item 5 indicates that a waiver for the citizenship requirement is possible. As we are a Canadian company, our key personnel hold Canadian citizenship and secret level clearance with the Canadian government.

Do we require this waiver for US citizenship PRIOR to submitting a proposal, or can it be done after award? I also make note of the Amendment 003 Q&A #88, where it states that obtaining security clearance can be done after contract award.

Government Response: A waiver does not apply; see Limited Access Authorization below.

U.S. Citizenship Requirement for a Security Clearance: Only U.S. citizens are eligible for and may be granted a U.S. security clearance.

Limited Access Authorization (LAA): Non-U.S. citizens that require access to U.S. classified information and meet the requirements of paragraph 2-209 and 2-210 of the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220.22-M) and Industrial Security Letter (ISL) 2006-02, may be granted a Limited Access Authorization (LAA), no higher than the Secret level, after contract award. LAAs may be granted in those rare circumstances where the non- U.S. citizen possesses a unique or unusual skill or expertise that is urgently needed to support a specific U.S. Government contract involving access to specified classified information (no higher than Secret) and a cleared or clearable U.S. citizen is not readily available.

Security Clearance: Contractor personnel that are required to have security clearances to perform work for this contract must either (1) already have the appropriate level security clearance or (2) be eligible to receive a security clearance (U.S. citizens that are clearable), if sponsored by the Government after contract award. If contractor personnel that require security clearances either loss their clearance or are unable to obtain a clearance, the contractor is still required to employ qualified personnel working on this contract (and any resulting Task Orders) with the appropriate security clearance.

Facility Clearance (FCL): A FCL is an administrative determination that a company is eligible for access to classified information or award of a classified contract. Contract award may be made prior to the issuance of an FCL. In those cases, the contractor will be processed for an FCL at the appropriate level and must meet eligibility requirements (see NISPOM paragraph 2-102) for access to classified information. However, the contractor will not be afforded access to classified information until the FCL has been granted. A contractor or prospective contractor cannot apply for its own FCL. The contractor is required to obtain and maintain a FCL throughout performance of the contract and any resulting Task Orders.

A company must meet the following eligibility requirements before it can be processed for an

FCL:

a. The company must need access to the classified information in connection with a legitimate U.S. Government or foreign government requirement.

b. The company must be organized and existing under the laws of any of the fifty states, the District of Columbia, or Puerto Rico, and be located in the United States or its territorial areas.

c. The company must have a reputation for integrity and lawful conduct in its business dealings.

The company and its key managers must not be barred from participating in U.S. Government contracts.

d. The company must not be under Foreign Ownership, Control or Influence (FOCI) to such a degree that the granting of the FCL would be inconsistent with the national interest.

Contractor Question: Our firm has a Top-Secret Facility Clearance. My question is can personnel with an interim-secret qualify for this effort?

Government Response: Yes; an interim SECRET personal clearance is valid for access to classified information at the level of the eligibility granted, except for RD, COMSEC Information, and NATO information.

Contractor Question: Is it envisioned that every VHF and UHF radio deployed within a Region will be capable of encrypted digital radio service? How many simultaneous encrypted digital radio paths will be in use within a Region?

Government Response: Rescue 21 RFF VHF and UHF base stations may be used for analog, digital, or encrypted digital communications. Use is dependent upon operator channel selection.

Determining the number of simultaneous encrypted digital radio paths is not possible, as it may vary. VTS base stations only use analog communications.

4.

Reference: HSCG44-17-R-170002/Amendment 0004, Attachment 2 (PWS), pages 42-46 and

Contractor Question: We wanted to bring to your attention what appears to be an inconsistency in the PWS regarding equipment numbers for Sectors and Stations UHF Base Stations and VHF Base Stations (mainly in the Southeast Region, PWS page 42-46 and then in the Gulf Coast Region, PWS page 59). These sections are not consistent with the others and we request clarification as this is a cost driver for the proposal submission. I have highlighted the areas on the PWS where the inconsistency is shown.

Government Response: The number of base stations in the Southeast Region has been corrected in the PWS. An error was also found for RFFs Leesburg, Dagsboro, Marshfield, Oneida Lake, Lake Winnebago, Incline Village, and Stateline. Those sites have no UHF base stations and only 2 VHF base stations. This correction has also been included in the PWS.

The number of base stations listed for VTS in the Gulf Coast Region is correct. Base stations are collocated with the Vessel Traffic Center for Berwick Bay and Houston-Galveston.

Contractor Question/Concern: There is an error in the USCG's pricing CLIN spreadsheet.

CLIN0092 (cell F101) is not summing into the total price. We are having to manually add into the USCG summing formula.

Government Response: This has been corrected in the Amendment 0006 version of Attachment 1; cell F101 (CLIN 0092) in the Excel spreadsheet has been added to the summing formula for cell F126 (TOTAL).

PERFORMANCE WORK STATEMENT (PWS)

FOR UNITED STATES COAST GUARD RESCUE 21 COASTAL AND VESSEL

TRAFFIC SERVICE (VTS) RADIO CONTROL SYSTEM (RCS)

1.0 BACKGROUND

This Performance Work Statement (PWS) provides for the procurement, integration with government-furnished base stations, delivery, configuration, installation, and operational testing of a Radio Control System for the Rescue 21 Coastal and Vessel Traffic Service systems.

Rescue 21 (R21) Coastal provides Very High Frequency (VHF) and Ultra High Frequency (UHF) communications, Digital Selective Calling (DSC), and Direction Finding (DF) capabilities for the United States Coast Guard (USCG) in the continental United States, Hawaii, Guam, Saipan, Rota, Puerto Rico, and the US Virgin Islands. The system is installed at 32 Coast Guard sectors and 168 stations, with sensors and related equipment at 258 remote fixed facilities (RFFs) (a mix of commercial leased and Coast Guard-owned remote sensor sites). Operating on a 24/7 schedule, the system has been designed to provide an availability of 99.5% for approximately 1,200 operators.

The Vessel Traffic Service (VTS) system provides active monitoring and navigational advice for vessels in ten particularly confined and busy waterways. Its sensors include voice communications (VHF FM, 25 kHz wide band), radar, AIS, and cameras installed at 49 remote sites. The VTS Radio Subsystem, deployed at eight of ten VTS sites, provides overlapping coverage and capabilities with Rescue 21 at many of its ports; consolidation of the two systems will reduce sustainment and Information Assurance costs.

Designed and continually improved over more than ten years of operation, R21 Coastal is tailored to meet Coast Guard requirements and enable security and search and rescue missions.

Customization and a lengthy design period, however, have produced a highly integrated system that is unique to the Coast Guard, making a desired move toward competitive sustainment problematic.

To address this problem, the Coast Guard has developed a transition-to-competition strategy, which takes advantage of required adaptive maintenance activities. The strategy divides R21 Coastal into two parts: a Radio Subsystem, with requirements that can be met by many commercial systems, and a DF/DSC Subsystem that meets unique Coast Guard requirements.

Both subsystems may be further broken down into control systems and radios. Of the three radio types shown in Figure 1, only base stations are directly controlled by the Radio Control System (RCS). However, the RCS must be able to communicate with existing portable and mobile radios and provide Over-The-Air Rekeying capabilities for them. A high level overview of system elements is provided in the following diagram:

Attachment 2 - PWS 2

Figure 1: R21 Coastal System Elements

2.0 SCOPE

The Radio Control System for both R21 Coastal and VTS shall consist of Operator Consoles, a Radio/Console Control and Audio Route/Record/Replay System, status monitoring, and remote maintenance, diagnostic, and correction capabilities. The Radio Control System shall provide record/replay capabilities that will be accessed by the R21 Coastal DF/DSC Subsystem to correlate direction finding lines of bearing with received audio.

The Radio Control System (RCS) shall be capable of integrating wideband analog VHF base stations (R21 and VTS), mixed mode (analog wideband and digital narrowband) VHF base stations (R21 only), and narrowband UHF digital base stations (R21 only). All R21 Coastal base stations will conform to the TIA-102.BAHA standard and the BAHA-A draft extension supporting OTAR capabilities. An Interface Control Document will be provided to support integration of the RCS with R21 Coastal ICOM Eclipse 2 base stations. VTS Quantar T5365A base stations, T5367A receivers, and T5589A AstroTac receivers are currently interfaced via 4-wire audio with tone-control. The Contractor shall provide an adapter for VTS base stations converting analog voice and control to a BAHA-compliant interface, enabling integration with the Radio/Console Control and Audio Route/Record/Replay System.

The Coast Guard is moving away from the Sector-centric Radio/Console Control and Audio Route/Record/Replay Systems installed at each of the 32 Sectors for R21 Coastal. Rather than having individual “back room” setups, the Coast Guard is moving to a “Regional” paradigm, which will include two or more Sectors, and their associated RFFs, within a given region. Each region will include fully redundant, geographically separate back room systems. This will mitigate the risk of down time due to network or infrastructure failures and allow sectors within a given region the ability to shift RFF radio watch/control amongst each other. The Coast Guard is also migrating to virtualized rather than dedicated servers and thin rather than thick client

Attachment 2 - PWS 3 operator consoles running browser-based applications. Thin client consoles and virtualized servers, which simplify support and Information Assurance, are objectives for the Radio Control System.

Radio Control Systems and base stations shall be deployed using a strategy that minimizes effects on critical operations, since a loss of capabilities can result in loss of life or vessel collisions on crowded waterways. Roll out of RCS will be managed over multiple years, with the goal of a soft cutover at each sector or VTS.

To achieve soft cutover, ICOM Eclipse 2 base stations are being integrated with the existing R21 Coastal system. All RFFs are planned to be fully transitioned to ICOM Eclipse 2 base stations that have been configured, tested, and certified as fully operational prior to deployment of RCS.

Installation of RCS at the sector will involve cutover of remote sites to the new RCS while minimizing disruptions to operations. If problems arise, remote sites will be quickly returned to the existing system (a soft cutover). A similar strategy will be used for deployment of VTS consoles (already in place at all sites) and base station adapters.

The Contractor shall conduct a Factory Acceptance Test verifying all required functionality. The Contractor shall install a RCS and perform a System Operation Verification Test (SOVT) at General Dynamics Mission Systems in Scottsdale, AZ (location of the current support baselines) and at C3CEN in Portsmouth, VA (future Radio Subsystem baseline). The Contractor shall assist General Dynamics in Scottsdale with integration of the DF/DSC Subsystem with RCS’s record/replay capabilities. Upon completion of all system integration and testing, the Contractor, working with General Dynamics, shall install the divided system at three sectors as part of initial deployment efforts. Upon successful Initial Deployment, the Contractor, working with General Dynamics, shall complete deployment to all Coastal sectors. VTS installations shall be coordinated with VTS support personnel and C3CEN’s Command Center product line.
