Reference: HSCG44-17-R-170002/Amendment 0003, Attachment 2 - PWS, Pages 6, 7, 9, 12

Contractor Question: In regards to PWS Sections 4.6, 4.7, 4.10, and 4.11 for console furniture - What are the requirements for the furniture, such as ANSI standards, BIFMA standards, NIST standards, NFPA standards, ASTM International standards, open desk space requirement, ergonomic requirements, and size: minimum and maximum foot print? Do the monitors need to have a specific adjustable height range? Does this requirement include providing a chair? Is the furniture only the minimal to store the equipment within or is it to have work/operational space for the console? Does the workstation and UPS need to be concealed from view?

Without having knowledge of the workspace prior to site surveys and specific local needs this could be cost prohibitive within the current ceiling amount.

Government Response: The requirement does not include a chair. Minimum/maximum footprints are not known to the Coast Guard and the quality of any data gathered without a survey would be suspect. Requirements will be determined via site surveys. Existing console furniture may provide partial accommodation.

Also, please note that the Government will evaluate all proposals that are received by the offer due date/time in accordance with the evaluation criteria in the solicitation. The Maximum Contract Ceiling (Section 1.3.2 of the Combined Synopsis/Solicitation HSCG44-17-R-170002) has been increased to $20,000,000.00 (estimated).

Reference: HSCG44-17-R-170002, Amendment 0003, Pages 30-31, Contractor Question #77

Contractor Question: Clarification is requested on the Government’s response (to Question #

77) to the word “minimum”. Is it the Government’s position that all systems, inclusive of the GD, C3CEN, Atlantic Islands, and Pacific Islands shall support the “minimum” number of operator consoles (75) and radio interfaces (300) regardless?

Government Response: The system shall be configured to support the consoles and radios required for the installation location or region. The system shall be scalable to the minimum number of operator consoles and base stations. PWS has been modified to include this clarification, see PWS sections 6.3.1 and 6.3.2.

3.

Reference: HSCG44-17-R-170002, Amendment 0003, Page 32, Contractor Question #81

Contractor Question: Clarification requested for the response to Question #81. This response seems to be in conflict with PWS modifications in (PWS Sections) 4.10 and 4.11 that call for UPS backup of consoles. This is also in conflict with all console related CLINs. Does a UPS need to be provided for each RCS console or, as stated in the response does the “existing system include a UPS that protects both the DF/DSC subsystem and the RCS console”?

Government Response: UPSs are not needed for sector consoles at the sectors listed in PWS section 4.11. Section 4.11 of the PWS has been modified to include this clarification.

4.

Reference: HSCG44-17-R-170002/Amendment 0003, Attachment 1-Price Schedule/CLINs, CLIN 0002

Contractor Question: What is supposed to be bid in CLIN 0002? The amount has the term “NSP” filled into the amount area.

Government Response: “NSP” is an abbreviation for “not separately priced”. The costs for CLIN 0002 can be captured within other CLINs as deemed appropriate by the contractor.

5.

Reference: HSCG44-17-R-170002/Amendment 0003, Attachment 2-PWS, PWS Addendum C, Contractor Question: PWS Addendum C does not contain a reference to an existing Intrusion Detection sensor at the RFF to meet PWS Section 6.9.1. Does this sensor exist in the current system and, if so, can the interface information for this sensor be provided? If not, then does the Contractor need to provide an Intrusion Detection sensor?

What is the input/output or interface of Intrusion Detection sensor, is it SNMP based, current RMS, or voltage excitation? Is the input/output or interface different between the shelter door sensor and cabinet access door?

Government Response: Intrusion detection is indicated via a door contact sensor. Full details will be obtained during site surveys. Intrusion detection has been added to PWS Addendum C.

6.

Reference: HSCG44-17-R-170002/Amendment 0003, Attachment 2-PWS, PWS Addendum C, Contractor Question: Do the RFF Sensor and Sensor Interfaces listed in Addendum C include VTS sites sensors as well as RFFs? There is a clear distinction between “RFF” and “VTS” remote sites in Addendum A, yet Addendum C is titled “RFF Sensor…”. Does this mean that the same set of sensors are already in place at VTS sites or does the Contractor need to supply these sensors as well as the remote monitoring device at the VTS sites?

Government Response: VTS remote sites do have sensors installed, but they include only a subset of the alarms listed in PWS Addendum C. Sensors will be identified during site surveys.

7.

Reference: HSCG44-17-R-170002/Amendment 0003, Attachment 2-PWS, PWS Addendum C, Contractor Question: PWS Addendum C contains a table that specifies Sensor Type, what does “Integrated” vs. “External” types mean exactly? Does “Integrated” mean internal to the shelter, “External” mean external to the shelter?

Government Response: Yes, “Integrated” mean internal to the shelter, “External” mean external to the shelter. Sensors will be fully identified during surveys.

8.

Reference: HSCG44-17-R-170002/Amendment 0003, Attachment 2-PWS, Section 4.11, Page

Contractor Question: PWS Section 4.11, Bullet #5; Clarification requested for the new language regarding UPS; “UPS back up for all equipment (a minimum of 30 minutes of run time) with the exception of Sectors Boston, Columbia River, Humboldt Bay, New Orleans, Puget Sound, and San Francisco (these sectors have their own UPSs).”

Please clarify that only the Sector Command Center (SCC) buildings that have existing back-up UPS systems installed would be excluded. The remaining facilities/stations within the Sector, and other Sector buildings and all Stations, would require UPS equipment to be installed.

Government Response: Sector consoles at the sectors listed in PWS Section 4.11 will not require a UPS. If Radio/Console Control and Audio Route/Record/Replay Systems are installed at the listed sectors, UPSs will not be required. Station consoles shall include a UPS. Section 4.11 of the PWS has been modified to include this clarification.

PERFORMANCE WORK STATEMENT (PWS)

FOR UNITED STATES COAST GUARD RESCUE 21 COASTAL AND VESSEL

TRAFFIC SERVICE (VTS) RADIO CONTROL SYSTEM (RCS)

1.0 BACKGROUND

This Performance Work Statement (PWS) provides for the procurement, integration with government-furnished base stations, delivery, configuration, installation, and operational testing of a Radio Control System for the Rescue 21 Coastal and Vessel Traffic Service systems.

Rescue 21 (R21) Coastal provides Very High Frequency (VHF) and Ultra High Frequency (UHF) communications, Digital Selective Calling (DSC), and Direction Finding (DF) capabilities for the United States Coast Guard (USCG) in the continental United States, Hawaii, Guam, Saipan, Rota, Puerto Rico, and the US Virgin Islands. The system is installed at 32 Coast Guard sectors and 168 stations, with sensors and related equipment at 258 remote fixed facilities (RFFs) (a mix of commercial leased and Coast Guard-owned remote sensor sites). Operating on a 24/7 schedule, the system has been designed to provide an availability of 99.5% for approximately 1,200 operators.

The Vessel Traffic Service (VTS) system provides active monitoring and navigational advice for vessels in ten particularly confined and busy waterways. Its sensors include voice communications (VHF FM, 25 kHz wide band), radar, AIS, and cameras installed at 49 remote sites. The VTS Radio Subsystem, deployed at eight of ten VTS sites, provides overlapping coverage and capabilities with Rescue 21 at many of its ports; consolidation of the two systems will reduce sustainment and Information Assurance costs.

Designed and continually improved over more than ten years of operation, R21 Coastal is tailored to meet Coast Guard requirements and enable security and search and rescue missions.

Customization and a lengthy design period, however, have produced a highly integrated system that is unique to the Coast Guard, making a desired move toward competitive sustainment problematic.

To address this problem, the Coast Guard has developed a transition-to-competition strategy, which takes advantage of required adaptive maintenance activities. The strategy divides R21 Coastal into two parts: a Radio Subsystem, with requirements that can be met by many commercial systems, and a DF/DSC Subsystem that meets unique Coast Guard requirements.

Both subsystems may be further broken down into control systems and radios. Of the three radio types shown in Figure 1, only base stations are directly controlled by the Radio Control System (RCS). However, the RCS must be able to communicate with existing portable and mobile radios and provide Over-The-Air Rekeying capabilities for them. A high level overview of system elements is provided in the following diagram:

Attachment 2 - PWS 2

Figure 1: R21 Coastal System Elements

2.0 SCOPE

The Radio Control System for both R21 Coastal and VTS shall consist of Operator Consoles, a Radio/Console Control and Audio Route/Record/Replay System, status monitoring, and remote maintenance, diagnostic, and correction capabilities. The Radio Control System shall provide record/replay capabilities that will be accessed by the R21 Coastal DF/DSC Subsystem to correlate direction finding lines of bearing with received audio.

The Radio Control System (RCS) shall be capable of integrating wideband analog VHF base stations (R21 and VTS), mixed mode (analog wideband and digital narrowband) VHF base stations (R21 only), and narrowband UHF digital base stations (R21 only). All R21 Coastal base stations will conform to the TIA-102.BAHA standard and the BAHA-A draft extension supporting OTAR capabilities. An Interface Control Document will be provided to support integration of the RCS with R21 Coastal ICOM Eclipse 2 base stations. VTS Quantar T5365A base stations, T5367A receivers, and T5589A AstroTac receivers are currently interfaced via 4-wire audio with tone-control. The Contractor shall provide an adapter for VTS base stations converting analog voice and control to a BAHA-compliant interface, enabling integration with the Radio/Console Control and Audio Route/Record/Replay System.

The Coast Guard is moving away from the Sector-centric Radio/Console Control and Audio Route/Record/Replay Systems installed at each of the 32 Sectors for R21 Coastal. Rather than having individual “back room” setups, the Coast Guard is moving to a “Regional” paradigm, which will include two or more Sectors, and their associated RFFs, within a given region. Each region will include fully redundant, geographically separate back room systems. This will mitigate the risk of down time due to network or infrastructure failures and allow sectors within a given region the ability to shift RFF radio watch/control amongst each other. The Coast Guard is also migrating to virtualized rather than dedicated servers and thin rather than thick client

Attachment 2 - PWS 3 operator consoles running browser-based applications. Thin client consoles and virtualized servers, which simplify support and Information Assurance, are objectives for the Radio Control System.

Radio Control Systems and base stations shall be deployed using a strategy that minimizes effects on critical operations, since a loss of capabilities can result in loss of life or vessel collisions on crowded waterways. Roll out of RCS will be managed over multiple years, with the goal of a soft cutover at each sector or VTS.

To achieve soft cutover, ICOM Eclipse 2 base stations are being integrated with the existing R21 Coastal system. All RFFs are planned to be fully transitioned to ICOM Eclipse 2 base stations that have been configured, tested, and certified as fully operational prior to deployment of RCS.

Installation of RCS at the sector will involve cutover of remote sites to the new RCS while minimizing disruptions to operations. If problems arise, remote sites will be quickly returned to the existing system (a soft cutover). A similar strategy will be used for deployment of VTS consoles (already in place at all sites) and base station adapters.

The Contractor shall conduct a Factory Acceptance Test verifying all required functionality. The Contractor shall install a RCS and perform a System Operation Verification Test (SOVT) at General Dynamics Mission Systems in Scottsdale, AZ (location of the current support baselines) and at C3CEN in Portsmouth, VA (future Radio Subsystem baseline). The Contractor shall assist General Dynamics in Scottsdale with integration of the DF/DSC Subsystem with RCS’s record/replay capabilities. Upon completion of all system integration and testing, the Contractor, working with General Dynamics, shall install the divided system at three sectors as part of initial deployment efforts. Upon successful Initial Deployment, the Contractor, working with General Dynamics, shall complete deployment to all Coastal sectors. VTS installations shall be coordinated with VTS support personnel and C3CEN’s Command Center product line.
