Clarifications to Government Responses to Contractor Questions
1. Government stated in its Response that The Statement of Work requires the Program Manager have PgMP certification; the Project Manger to have a PMP certification; contractor(s) requested that the Government Program Manager (PM) and Project Manager only be required to have the PMP certification. Please clarify Government’s Position.
Govt Response: The Program Manager shall be required to have only PMP certification.
2. As the travel is specified in the Sample Task order, what are the locations of the trips and is it anticipated in the Sample Task Order, what are locations of the trips and is it anticipated that these trips are for prototype installations during the Period of Performance? Are the trips during the Option years for Technical Support of the installed prototype EMC2-Seawatch systems?
Govt Response: Please see Sample Task Order revisions.
3. In Attachment E, Sample Task Order Work Statement, Section 5 virtually every subsection begins with the phrase: “ the Contractor shall support”. In order to determine the appropriate level of staffing for each requirement in Section 5, can the Government provide an anticipated level of effort required for each subsection?
Govt Response: The Government does not want to dictate the staffing/labor hour mix for the Sample Task Order Performance Work Statement.
4. Attachment E, Sample Task Order Statement of Work, Section 5.6, states that the contractor shall support C2CEN in performing prototype installations to integrate EMC2-Seawatch on CG assets as directed by C2CEN. How may prototype installations are anticipated?
Govt Response: Undetermined; however the number of trips has been specified in the Sample Task order Performance Work Statement Some of these trips may include prototype installation; other trips may include system support, trouble shooting, software patch updates or hardware corrections, etc.
5. Attachment E, Sample Task Order Statement of Work, Section 5.7 states: the contractor shall support C2CEN in trouble shooting and resolving problems on cutters in which EMC2-Seawatch is installed. As the Sample Task Order does not indicated full system installation across all cutter classes, is it correct to assume that this subsection only requires technical support for cutters with installed prototypes?
Govt Response: The contractor shall be responsible for all installed versions of Seawatch. Some of these installations will be installed by the vendor directly; others may be installed by either government personnel or other contract personnel. The contractor shall support C2CEN in trouble-shooting and resolving problems on cutters in which EMC2-Seawatch is installed.
6. Will the Government accept electronic versions of the Past Performance?
Govt Response: Yes
7. Attachment B, Statement of Work, Paragraph 1.3.2, page 3 requires that contractor provided facilities “ possess adequate shop, office, and warehouse space…” Additionally B, paragraph B.7 refers to “ Office-site rates”. The revisions incorporated in Amendment P0003 in Section E, paragraph E.15-4 require offeror’s to submit a blended rate on Attachment A for each labor category. Will the Government amend the solicitation to allow offeror’s to propose both Contractor-Site and Government-Site rates on Attachment A?
Govt Response: No. Please submit a blended rate on Attachment A.
8. Should Offerors assume that any reference to C2CEN in the RFP and other solicitation documents be changed to C3CEN?
Govt Response: Yes, effective September 15, 2010, C2CEN will become C3CEN. The name change does not affect the scope of the work.
9. The amendment three of the RFP has changed the focus of the RFP to address the Sample Task Order PWS which is a fictional task comprised of a subset of C3CEN’s broader mission. Is it the Government’s intention to award this IDIQ bases on Contractor’s response to the Sample Task Order which only encompasses one of the core technologies? Should we address the other product lines, core technologies, etc, described in the original statement of work?
Govt Response: Nothing prohibits the contractor from adding supporting information related to other product lines or core technologies. However, the evaluation process outline in the solicitation will be used to evaluate all contractor responses.
10. Is it the Government’s intent to have the cover letter, Reps & Certs, Solicitation amendment acknowledgement submitted in the Cost volume? Typically, these items are submitted up front in Volume I of the proposal?
Govt Response: Cover Letters and Reps & Certifications should be part of Volume I but the Cover letter does not count as part of the page number limitation for Volume I.
11. Is it the intent of the Government for the prime to submit 2 past performance for each 1st Tier sub, i.e if the prime has five subcontractors they would need to submit 3 for the prime and 2 each for the each subcontractors? Or can the prime chose to submit 2 each for significant subcontractors?
Govt Response: Three past performance statements for the prime and two subcontractor statements for a total of five. The prime should only chose to 2 each for significant subcontractors.
12. Page 54 paragraph 5 of the RFP states that “the offeror must fill in their percentages % for both ODC, travel and Per Diem. Actual amounts of the ODC and Travel and Per Diem will be established on individual task Orders. Specifically what is the Government looking for the offeror to propose for CLINS X040, X042, X042 and X043 in Attachment A? Is the contractor to propose a percentage % of burden (i.e G&A or M&S) or is the offeror to propose a fully burdened NTE for each give CLIN/Lot?
Govt Response: The contractor should propose a percentage % of burden for these CLINS in Attachment A.
13. What does the acronym KO stand for in responses #16 and #20 in Contractor Questions and Answers document?
Govt Response: Contracting Officer.
14. Will the Government allow 10 point font for other diagrams (e.g., organizational charts, flow diagrams, etc.)?
Govt Response: Yes
15. Given that this solicitation requires a single T&M ceiling rate to be submitted for each labor category/CLIN for the entire proposal team (prime and subcontractor), are the contractors required to submit/upload Attachment A? If the subcontractors are required to submit Attachment A, will they upload Attachment A with the exact same rates as the prime? If the subcontractors are not required to submit Attachment A, what if anything, are they expected to upload to the Government?
Govt Response: The contractor’s proposal should make it clear that the Attachment A rate schedule is the rate for the entire proposal team (prime and subcontractor) or (mentor/protégé) etc.
16. How much LOE should be bid onsite and offsite?
Govt Response: See question response to question #7.
17. Is the Government requiring the offeror to provide resumes for all proposed labor categories?
Govt Response: Only the Program Manager is deemed “key” personnel under Task Order. Resumes are only required for that labor category.
18. What is LOE anticipated for each location of the Sample Task order? Where is the work to be performed (location) for each labor category? If there are multiple locations for each labor category, how many hours are anticipated to be worked at each location?
Govt Response: The revised sample Task order addresses locations for travel and amount of travel.. However, it is up to the contractor to decide which labor categories to use and the level of effort for each category.
19. Are letters of commitment required for resumes submitted solely in response to the Sample Task order?
Govt Response: Please see revised Sample Task Order Performance Work Statement and solicitation.
20. Will the Government incorporate a new wage determination if the location of the work changes from the Hampton Roads area.
Govt Response: The Government uses the Wage Rate for the Hampton Roads Virginia area because most of the work will be done in support of C2CEN projects. The Wage Rate for the Norfolk/Hampton Roads area will be used for evaluation purposes. A separate wage determination may be used for some individual task orders depending on the performance work statement.
