c. Navigation Systems: The contractor shall develop, maintain, enhance, and support implementation and maintenance of C2CEN Navigation Systems and Navigation Sensors core technologies for the Coast Guard Surface Logistics Center’s product line assets.
1.2 Background:
1.2.1 The Command and Control Engineering Center’s (C2CEN) primary mission is to develop, integrate, deploy, maintain, and enhance advanced electronic Command and Control (C2) and navigation systems. C2CEN facilitates continuous improvement engineering that focuses on the rapid deployment of essential functionality followed by planned improvements based on enhanced or refined requirements. In addition to providing maintenance and troubleshooting assistance on its assigned systems that are beyond the scope or capability of intermediate level support, C2CEN provides a point of contact for technical liaison and information through a System Management and Engineering Facility Help Desk.
1.2.2 The C2 Systems developed and supported at C2CEN have a multi-mission focus on Law
Enforcement, Search and Rescue, Maritime Mobility, Marine Safety, Defense Readiness, Marine Environmental Protection, and Ports, Waterways and Coastal Security. The systems may be as complex as a multi-tiered network of computers, radars, navigation receivers, satellite and radio based communication links installed throughout a Coast Guard Cutter. Or, the system may be as simple as a single computer connected to a telephone line in an Operations Center. In both instances, the system architecture reflects the C2 process and the system implementation supports the Sense-Assess- Decide-Act cycles occurring now and always within hundreds of Coast Guard Units.
1.2.3 On February 9, 2009, the Coast Guard established the Command, Control, Communications, Computers, and Information Technology (C4IT) Service Center. The establishment of the C4IT Service Center meets one of the Commandant’s Coast Guard Modernization Initiatives to shift to a product line-based command structure that will standardize processes and procedures across all locations, missions, and asset types.
The primary mission of the C4IT Service Center is to unify the Coast Guard’s information technology support structure and business practices into a single mission support model for the entire Coast Guard. C2CEN was incorporated into the C4IT Service Center as a Center of Excellence whose primary mission is to continue to support the wide variety of Coast Guard command, control, and communication systems located at shore facilities, on vessels, and aircraft.
1.3 Place of Performance:
1.3.1 The primary place of performance will be the Coast Guard’s Command and Control
Center (C2CEN) located in Portsmouth, Virginia. The contractor may also be required to travel to other Coast Guard facilities and vessels worldwide. The majority of these facilities are located within the United States and its territories. Places of performances will be specified in each task order awarded under this Indefinite Delivery – Indefinite Quantity (IDIQ) contract.
1.3.2 The contractor shall possess a facility within the Hampton Roads Metropolitan Area, including either Norfolk, Newport News, Portsmouth, Suffolk, or Suffolk, or Virginia Beach. The contractor’s facility shall possess adequate shop, office, and warehouse space to support the scope of the contract and all Task orders place issued the contract.
