Solicitation No: HSCG40-16-R-60021 Amendment No: A00003

14A. Amendment A00003 is issued to respond to the following questions submitted in response to this solicitation:

QUESTION: Are the mounting interfaces the same on the A and B series? Specifically tube OD, wall thickness and material composition.

ANSWER: Refer to Interface Sketch SK-TB150512.

QUESTION: 3.1.2 “The crane shall have a single load rating over its entire operational area.”

Does this apply to the dynamic load and side load?

ANSWER: Refer to Specification Table 3.1-1.

QUESTION: 3.2.2 ”The crane shall meet API-2C standards for “off-board lift” and “on-board lift” of rated loads at sea” The current API-2C 7th Edition requirements for the Luffing Cylinders 7.3.2.2.1.b states “ Luffing cylinders shall be capable of elevation the boom in all recommended boom configurations when the forces induced by the factored loads in section 5 are applied”.

This will require the luffing cylinders to elevate the boom with > than 130% rated load for the on-board lifts and possible greater than 200% of the rated load for the off-board lifts at 2500 psi.

This is a change from the 5th Edition which the previous cranes were built under. Is it the intent of the USCG to meet this standard? In your testing section the boom is only required to elevate 125% of rated load but hold 220% of rated load. Since the flow and pressure are set, meeting API would increase the size of the boom luffing cylinders

ANSWER: The USCG requirement is correct as written.

QUESTION: 3.3.2.b Operational: The crane and ICCS shall be designed to operate up to Sea State 4 acceleration conditions IAW DOD-STD-1399C Section 301A, with the boom tip ten (10) feet outboard of the centerline of the buoy port (frame 37.5), and the crane luffed so that the crane hook is thirty (30) feet above the water. Is this the max reach required for the side load towed and the off-board dynamic lifts? (No 20T dynamic sea state 4 at 60ft radius) Is there a limit on the off-lead angle of the load (outboard away from the crane) in this load case? Do you have any data on the motion of the buoys in sea state 4 in order to calculate the appropriate Cv?

ANSWER: The USCG requirement is correct as written. DOD-STD-1399C shall be applied to determine worst case relative motions of the bodies.

Ship Information for input in DOD 1399 Beam: 46 ft Length (LWL): 206 ft GM: 5.03 ft Roll Constant: .444 sec/ft^(1/2) Ship LCG: 106.96 ft aft FP Ship VCG: 18.09 ft ABL

** Current ship LCG’s, and VCG’s assume existing crane installed in full load condition

QUESTION: 3.4.3.b Is the 1.0 RPM speed, to be met loaded at the maximum radius? A 60 foot outreach slewing at 1/0 RPM would produce a tip speed of ~ 6.3 ft/sec.

ANSWER: The USCG requirement is correct as written.

QUESTION: 3.5.5. b 6x36 is not very rotation resistant and is not ideal for unguided single part lifts. Can Dyform 18 or some other rotation resistant rope be considered for the fast line as well?

ANSWER: Yes, the USCG will consider other alternatives that improve functionality and maintenance if it is advantageous to the US Coast Guard.

QUESTION: 3.5.8. c Non-metallic wear pads are relatively soft and provide excellent support and minimal friction. We have not noticed the wear pads removing paint on marine cranes and are questioning the need for the SS strips when non-metallic wear pads are used. Can you provide a brief explanation of the intent of the SS strips?

ANSWER: Non-Metallic pads may be considered if it is advantageous to the US Coast Guard.

QUESTION: If SS strips are required, are they only required on the sides of the booms or on all surfaces that the boom wear pads contact?

ANSWER: All wear Surfaces.

QUESTION: 3.5.9.e Why are counterbalance valves required on the stern side of the boom luffing cylinders? Would a blocked port on the control valve be sufficient for this direction on the luffing cylinders?

ANSWER: The USCG requirement is correct as written.

QUESTION: 3.6.1.d Please confirm that the USCG does not intend to have a platform along the boom. In other words, the platform requirement does not need to provide access to adjust the wear pads near the boom tip or to provide access to the sheaves of flood lights at the boom tip.

Can the USCG use a man basket either hanging from the crane hook or as a separate device to access these items

ANSWER: The USCG requirement is correct as written.

QUESTION: 3.7.1.c The pedestal is not part of the crane and has not been tested at the factory to API standards. It is unclear whether the API monogram can be applied to the pedestal structure. See appendix C of the API 2C 7th edition.

ANSWER: The USCG requirement will be amended such that API-2C shall be the standard used for design and testing of the ATON Crane.

QUESTION: 3.10.3.f The hoses on this crane will be very large and very stiff. Would the USCG consider relaxing the 36” length restriction for hoses over 1’ ID?

Page | 4

ANSWER: The US Coast Guard will consider longer than 36” hose length based on location and service of the hose.

QUESTION: Is there a requirement for the max length from the center of rotation to the tip of the boom in the horizontal position?

ANSWER: No

QUESTION: Is there a maximum overall height limit for the crane in the parked position?

ANSWER: No

QUESTION: API-2C requires all hoist winches to be rated for Personnel Handling. Is this required for this crane?

ANSWER: Yes

QUESTION: Request for Proposal HSCG40-16-R-60021

QUESTION: What is the reason for replacing these cranes? Are these new cranes supposed to replace the current cranes or are they supposed to be an upgrade in lifting capacity? The slew bearing specified may be under-rated for 20t (18.2mT) SWL at a 60ft (18.2m) radius for sea state 4 (8.2ft/2.5m significant wave height). Structural calculations are also indicating that most of the components need to be larger than what is seen in pictures of this crane.

ANSWER: The cranes are being replaced due to various obsolescence and regulatory issues per the original systems end of useful life. The new ATON Crane replaces the original. No new capability is included.

QUESTION: Are there any load curves for this crane that they could send us which would help clarify the lifting capacity of the current crane at various sea states? This would also help clarify question 1.

ANSWER: Refer to table 3.1-1 in the specification.

QUESTION: What are we supposed to classify this ship as in accordance to API 4C? This designation dictates what equations to use for dynamic load calculations in the API specification.

The two options that seem the most logical to choose from is either a drill ship or a floating production storage off loader (FPSO).

ANSWER: The ship classification is “other”. Ship dynamics and accelerations supplied in the specification shall be used in the crane design.

QUESTION: Is there any acceleration data for various sea states at the crane location? DOD- STD-1399-301A details the method for calculating acceleration but the information needed to do so is not stated directly in the specification.

ANSWER: The required accelerations are defined by the specification.

Ship Information for input in DOD 1399

Beam: 46 ft Length (LWL): 206 ft GM: 5.03 ft Roll Constant: .444 sec/ft^(1/2) Ship LCG: 106.96 ft aft FP Ship VCG: 18.09 ft ABL

** Current ship LCG’s, and VCG’s assume existing crane installed in full load condition

QUESTION: What is the mass of the current crane installed?

ANSWER: The mass of the crane is within the weight budget supplied in table 3.1-1 of the specification.

QUESTION: Specification section 3.5.8.d states in part “The boom system shall telescope using an internal hydraulic. Will the Coast Guard consider amending the J-1 paragraph 3.5.8.d requirement to consider alternate solutions such as a telescopic-rack and pinion drive system?

ANSWER: The proposal must demonstrate that the proposed solution meets the requirements of the specification. Alternate solutions will be considered.

QUESTION: Is there any possibility of getting a week extension? If we find something in the ship check that requires a major revision, we will be hard pressed to submit in time

ANSWER: The due date for receipt of proposals will be extended one week.

14B. Offerors are required to sign and return one copy of this Amendment with their proposal.

Failure to return a signed copy may render the proposal unacceptable and the proposal may be eliminated from further consideration.

14C. The due date for receipt of proposals will be April 12, 2016 at 2:00 PM EST.
