RFP | Contract Management | Can each vendor submit more than one proposal use several planes, or propose different pricing strategies on a single plane? | Yes.
However, in LPTA, only the lowest cost technically acceptable proposal will be considered. The Govt highly recommends to those vendors that want to get their initial proposal "accepted", to use the assumptions we provided per the RFP and SOW of June 1st award and completion of all GFE installs/paint inclusive of the Gulfstream engineering study by Sept 15, 2016. We understand that this is a truly agressive schedule but is necessary for bidding purposes so that ALL VENDORS follow the same assumption. We also understand that there may be price impacts to this assumption. The proposal costs are necessary so that certain decisions can be made. For those vendors that would like to submit an "ALTERNATE" proposal, the Govt does not preclude this option.
Generic | Aircraft Usage | What kind of landings are performed by USCG? | Landings are expected to be at various airports under suitable runway conditions. Includes Touch and Go.
SOW | Maintenance | Are IA or Part 145 certified Maintenance facilities acceptable? Is the use of vendors like Duncan, Westar, Appleton, or does it need the GD stamp? | The Government requires Gulfstream approved Maintenance facilities.

Flight time is from Engine Start to 5 minutes after landing.
SOW | 2.2.9.5 | Data Plan | Would the Government consider requiring Iridium SATCOM over cellular telephone and using an INMARSAT telephone as a backup since Iridium service is essentially available to the Government at no cost. | Yes, the Govt SOW requires cell phone service in the cockpit/cabin. The Govt is not going to subscribe to any particular account. See subscription additional guidance. | SOW |
SOW | 2.3.6 | Maintenance | Will the Government supply only the parts for the tires and brakes or is the Government also responsible for the labor associated with the tires and brakes as well? | Yes. | |
| The Government will perform all labor on wheel, tires and brakes, no labor expense will be incurred upon the contractor. | SOW | ||||||
SOW | 2.4.1.1 | Data Plan | What is the usage level / quantity required for the data plan? Is the contractor required to provide an unlimited data plan? | See ID#3. | |
SOW | 2.4.1.2 | Data Plan | Paragraph 2.4.1.2 of the SOW specifies Satellite television subscriptions but then adds “Aircell” which does not appear to have anything to do with this requirement. | See Refined SOW | SOW |
DD254 | Secure Data | DD254 requires comsec account but should also authorize/require comsec storage to be consistent? Courier service should also be authorized/required should the contractor need to ship comsec equipment internationally. | An account is needed but there should be no need for the vendor to ship COMSEC equipment. COMSEC gear is GFE and the USCG will take care or any necessary shipments/logistics. There may be instances ie. wiring repair, etc. thus, boxed is checked. | DD254 | |
SOW | Aircraft Usage | Will the USCG provide fuel/oil? | Yes, SOW rev accordingly. | SOW | |
RFP | Aircraft Registration | In addition to the requiring Offerors “to include proof of certificate of registration (if owned) or sales agreement showing commitment to lease (if lease)”, would the Government consider adding the following language: “or some other proof of purchase agreement and deposit in escrow for the proposed aircraft”? | Yes, words "or equivalent" will be added to RFP Sect L | RFP | |
RFP | Contract Management | It would really help a small business if the Coast Guard would participate/perform a pre-buy at the time of contract award so that there will be no surprises after the plane is reconfigured regarding the current configuration / maintenance level of the plane later. We do not have issues with the USCG changing things later, as long as there is no impact on payments. | The gov't does not require a special or official pre-buy at time of award or flight check event. We are satisfied with vendor pre-buy inspection. The govt will perform a site visit to view the aircraft/mod facility (see RFP edit) at technical evaluation phase if necessary. No formal inspection is conducted except prior to aircraft DD250. If your proposal has been accepted, it is assumed your aircraft is accepted. | RFP | |
RFP | Contract Management | Would it be possible to put a statement in there: "The USCG will exercise next year Options two months before the end of the current POP." This will lower your costs. | Edited 30 to 60 days for lease CLIN in 52.217-7 and under Option Exercise, 30 days for all other CLINs. | RFP | |
SOW | Aircraft Registration | On the 3 years old requirement, does the aircraft data plate need to have a date that is less than 3 years old based on the anticipated contract award date or can it be any aircraft that has a date not earlier than 2013? | Jan 1, 2013 and up acceptable | SOW | |
SOW | Aircraft Registration | For clarity on the aircraft age date…….should we be going by the airworthiness date (“green aircraft” date, in the assembly line still), or the in service date (the date that the warranties are driven by and the date the aircraft is delivered as complete). | In service date, Govt will clarify the Jan 1, 2013 date and up in SOW | SOW | |
SOW | Data Plan | The Ku band on the BBML Next Gen 3 or equivalent may not be sufficient for USCG purposes. Is the HSD-400 something the Govt would be interested in? | Yes, HSD-400 is still acceptable, however HS-700 is preferred if already incorporated, both will give us the required SOW functionality. We will let the vendor address accordingly based on their chosen aircraft. For either tranceivers, they need to be compatible with FANs overarching comm suite (MCS-7147 or better). | ||
SOW | Secure Data | Does USCG need additional security capability i.e KG250 type? Does USCG need full secure communications? Accelerators? Router/Hub? Encryption? | The SIPRNET/SwiftBB/STE/Fax/APX are priced per SOW. The Govt will work with any pre-existing capabilities on the aircraft already if equal or better than what we are requiring per SOW. Any "additional" security capability should be priced in as options unless critically needed to complete mission. The KG250 is not listed as a SOW requirement. Accelerators i.e CNX-200 or equivalent is preferred if already installed on the proposed aircraft (but not a hard requirement). Additional encryption are not needed other than the crypto cards (USCG provide) utilized for SIPRNet. Special router i.e Satcom Direct SDR or the SDR Wifi Hub is also preferred but only if installed. We do not wish for vendors to incur unnecessary increase in costs. | ||
SOW | Contract Management | In the SOW you reference CLIN 0003. This is the additional FH CLIN. Should it be 0002? | Yes, typo has been corrected for both CLIN 0002/0003 | SOW | |
RFP | Contract Management | For Volume III in the RFP it references a Standard Form 33 will be filled out and then it references the SF 1449. Are both forms required or just the 1449?? | Just SF1449, RFP will be corrected | RFP | |
RFP | Contract Management | Do you intend to change the delivery date requirement, given the requirement for the GS study or are you leaving it the same? | No, we have reached critical path in sked. USCG plans to mitigate sked risk by awarding early, if possible, to allow the awardee additional time to meet the Sept 15 DD250 due date per ID#21 and ID#27. In regards to concerns over the Gulfstream Eng. study, USCG is contracting with YOU, the prime vendor, and NOT with Gulfstream to meet the need dates. The study is just an "estimate" alone. See ID#72 if you have an "alternative" approach, recommend 1 compliant + 1 alternative. | ||
SOW | Aircraft Registration | Would the Govt change the Jan 1, 2013 in service date if there are better older model candidates? | Per ID#72, recommend you use this 1 compliant + 1 alternative pricing approach. At this stage of our procurement we do not plan to shift any requirements except for issuing corrections. | ||
SOW | Contract Management | I did not see the referenced "attached" USCG Paint Scheme in the list of final documents. | It was provided as an Attachment in initial draft RFP release | ||
Generic | Contract Management | Please confirm that the Q&A's do not have any contractual effect unless the/any changes are made to the solicitation &/or SOW. | That is correct, Q&A's are guidance and if actual changes are made, they are denoted in the rightmost column of this excel sheet of the document revised. The same for the "guidance" documents provided, they are just guidance to help set expectations and not contractually binding. | ||
Generic | Contract Management | Would you please share a copy of the current GV lease, or even a redacted version. Just trying to get a heads up on the expected language and clauses. | The current RFP was developed using the current lease contract as a template. So it does incorporate all the clauses and contract language that we have already vetted through legal and senior management. If a vendor needs a redacted copy of the current lease, it will have to be through our FOIA office. We will provide the POC info so that a vendor can contact them directly if the vendor desires to pay for that service. | ||
DD254 | Secure Data | Statement of Work, section 2.2.12, requires TEMPEST. Although there is no current DD254 that has been provided as part of the final RFP, the DD254 included in the draft RFP denoted “No” requirement for TEMPEST under Item number 11. Does the USCG require TEMPEST and if so will it be denoted on the DD254 provided by the USCG? | DD254 corrected | DD254 | |
GFE | Government Re Configuration | In Attachment J-2, there is no quantity provided for the Cisco Switch, WS-C3560C-12PC-S. Can the USG provide a quantity for this line item and validate that the quantities of all other GFE line items are correct? | GFE corrected, 2 switches, 1 power supply | GFE | |
SOW | Government Re Configuration | SOW 2.2.4 requires delivery of an aircraft that is compliant to FAA next generation (ADS-B In and Out) mandates. Per discussions with the aircraft OEM, “ADS-B In” is not currently available to be installed on a G550 aircraft nor do we believe it is currently included as part of the FAA next generation mandate. Considering this, would the Government consider removing the “ADS-B In” requirement? | Yes, the minimum mandate is ADS-B out, SOW is corrected; however an aircraft that has ADS-B in already installed and ADS-B out is acceptable | SOW | |
RFP | Contract Management | Section L, B. Specific Instructions, 2. Volume II – Price Proposal states all information pertaining to the dollar value or rate value of cost or price shall be confined to the Price Volume. Section L, B. Specific Instructions, 3. Volume III (b) states RFP Section B, Supplies or Services and Price/Costs to be included in the Excel file provided. Is Section B to be provided in both Volume II, Price Proposal and Volume III, Contract Documentation? | That is correct, Sect B is only exemption and should be provided in Vol II and Vol III. Will clarify RFP. | RFP | |
Contract Management | If no proposal is deemed technically acceptable and compliant (i.e.…no proposal receives an acceptable rating for every non-price factor as required by RFP Section M.3), does the Government plan on making an award based on a non-compliant, alternative offer without providing a revised technical requirement to all parties? | If no one is "acceptable", we will amend RFP accordingly with new due date for relief. We are not allowed to award without compliant proposals. Any actions will be posted to FBO. | |||
Contract Management | If all technically compliant proposals are rejected per FAR 52.212-1, Instructions to Offerors – Commercial Items (g), does the Government plan on making an award based on a technically non-compliant, alternative proposal without providing a a revised technical requirement to all parties? | See answer above. | |||
Maintenance | Will the winning contractor have access to ASW parts pools, either USCG specific and/or other government operators, in order to speed repair times maximize operational availability? As an example, if an aileron actuator breaks and there is already a spare at ASW (which there likely would be as a common part for a GV and G550), will we have access to it (and then we'd replace it later)? | No, you'll have to subscribe to the Gulfstream Plane Parts, use the Gulfstream FAST team, or obtain the Gulfstream part per SOW 2.3.8. Only wheels, tires, and brakes can be used from our ASW inventory if necessary. There is no other parts pools. CG-01 is owned, maintained and funded separately. | |||
Maintenance | The GV and the G550 use many of the same tools and would our PM be able to share any tools the Coast Guard already owns to save the cost of building into the bid purchasing, potentially 2 sets of tools. The idea is that should a tool break, we could | ||||
| borrow a like-kind tool from the hangar supply. | Once the aircraft is DD250, all repairs should be performed at the Gulfstream approved maintenance facility, or if the Vendor is utilizing Gulfstream FAST. USCG ASW personnel will try their best to keep mission active, however we are counting on the vendor to handle all logistics to meet the 95% availability. The vendors are not expected to maintain their own set of tools or share tools w/ ASW. If vendors ship a critical part to us, ASW crew can install as long as we do not void any warranty or maintenance and with PM notification. | ||||||
Contract Management | Is it acceptable to submit the redacted copy of all volumes in PDF format? This is the easiest format to conduct the redaction. | Yes
