L.4 SPECIFIC INSTRUCTIONS
A. VOLUME I: PRICE PROPOSAL
1. The price proposal must be a self-contained document not relying on any other volumes for information. It must be mathematically correct and all parts must be numerically consistent. All information pertaining to the dollar value or rate of value of cost or price shall be confined to the Price Volume.
2. This volume shall be organized into the following sections with no page limitations:
SECTION 1: Rates The Offeror shall fill in its proposed fully burdened labor rates and prime’s indirect factors to be applied to direct materials, Industrial & Transportation Labor, and/or other direct costs in accordance with Section L, Attachment 3. The aforementioned labor rates and indirect factors offered in this attachment shall be (1) used to evaluate the Offeror’s price in accordance with the price evaluation criteria in Section M; and (2) incorporated into Section B.3 of any resulting contract award. In order to permit a rapid comparison between the Government’s estimated labor mix and the Offeror’s labor mix, Offeror’s shall include the following in their proposal:

SOLICITATION NUMBER: HSCG23-11-R-PMF001
(c) Following is a description of the evaluation of proposals under each factor.
1. FACTOR 1 – PRICE
The Government will evaluate each Offeror’s price for completeness, unbalanced pricing, and fairness and reasonableness as follows:
(a) Proposal will be evaluated for completeness in terms of being in compliance with the price proposal instructions in Section L.
(b) The Government will review (1) proposed prices to determine whether they are materially unbalanced; and (2) any unbalanced offer to assess the associated risks to the Government in awarding to such an Offeror, and whether award will result in unreasonably high or low price for contract performance. An offer may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
(c) The Government will evaluate each Offeror’s price for fairness and reasonableness. Price reasonableness will be established by competition and determined primarily by comparison with other offers submitted. The Government reserves the right at its discretion to evaluate the proposed rates to determine if the prices are realistic using proposal analysis techniques consistent with FAR 15.404-1, Proposal Analysis Techniques.
(d) The pricing model in Section L, Attachment 3, Pricing Worksheet, will be used for price evaluation purposes. The price evaluation will use the Government estimated labor hours, Government estimated Other Direct Cost (ODC), Material, and Industrial & Transportation Labor dollars, and Offeror’s indirect factors to be applied by the prime to the government’s estimated ODC, Material, and Industrial & Transportation Labor included in Section L, Attachment 3, Pricing Worksheet.
(e) The Government will determine each offer’s total evaluated price by (1) multiplying the respective proposed labor rates for each labor category by the Government-estimated labor hours for each corresponding labor category (see Section L, Attachment 3, Pricing Worksheet); (2) multiplying any applied indirect factors of the prime to the Government-estimated ODC, Materials, and Industrial & Transportation Labor dollars, respectively, and adding those amounts to the Government-estimated ODC, Materials, and Industrial & Transportation dollars, respectively; and
(3) summing the resultant values for the base period as well as all option periods.
(f) The Government will evaluate offers for award purposes by evaluating prices for the base period, as well as all options. Evaluating options will not obligate the Government to exercise the options. Offers containing any charges for failure to exercise any option will be rejected.

Question #1 Reference: Page 73, Section L. D. 4 a) states “The Offeror shall initiate the Past Performance Questionnaires (Section L, Attachment 1) for up to five (5) projects performed or completed within the last three (3) years.”
Do all (up to) 5 projects for which PPQs are initiated need to be performed by the prime Offeror, or can some of them be performed by one or more of the primary subcontractors?
Answer:
No, all projects for which PPQs are initiated do not need to be performed by the prime Offeror, if the subcontractor will perform major or critical aspects of the requirement and if the past performance is relevant to the current requirement.
Question #2 Reference: Section L, Attachment 3 – Price Worksheet. The Government has provided “Other Direct Cost” cost categories for ODC, Subcontract and Material.
Since there are no shipyard labor categories, would the shipyard work on Task Orders be expected to fall into one of these categories? If so, which one?
Answer:
Yes, shipyard labor is expected to fall under Industrial and Transportation Labor, as applicable.
Additionally, the Government has revised Section L, Attachment 3 – Price Worksheet. The revision is incorporated in the change pages of Amendment 0006 to the solicitation.
Question #3 Reference: Page 70, Section L. 3.B. Requirement #3.
Is a detailed breakdown of the labor hours required for the shipyard workers to complete the actual shipyard repair work for each work item, or can a fixed price estimate be provided for this effort. Note that there are no shipyard worker type labor categories in the Government’s provided list.
Answer:
The Government is not expecting fixed price estimates for the work items listed in the Sample Task. The Government is requiring a detailed breakdown to include Labor Hours and Labor Categories to perform each work item from planning to execution to include any estimated labor hours and labor categories utilized by the prime and all subcontractors as well as interdivisional work transfer agreement (ITWA). Note: No shipyard labor categories are listed because they will not be used for price evaluation. Offerors should include expected shipyard labor categories for evaluation of technical capability in the sample task.
Question #4 Reference: Page 82, Section M.2, Factor 2, Evaluation Criteria (4).
Is the Government expecting a detailed breakdown of shipyard worker hours for part of this evaluation? If so, what labor categories are we supposed to use?
Answer:
Yes, the Government is expecting a detailed breakdown of all labor hours by labor category to complete the work items. Please see the answer to Q#2 above.
Question #5 Reference: Page 73, Section D Volume IV: Past Performance Proposal, subparagraph a) states:
“The Offeror shall request the customer’s representative most knowledgeable of the project to complete Section 2 and 3 of the form and submit the Past Performance Questionnaire directly to the U.S. Coast Guard POC identified on the form no later than one week following the proposal due date.”
If the customer’s representative most knowledgeable of the project will not submit the questionnaire as directed in the solicitation, will the Government accept CPARS input provided by the Contracting Officer on the related project as a substitute for the questionnaire?
Answer:
Yes. Additionally, Section D Volume IV: Past Performance Proposal, subparagraph a), states:
“The Government may consider past performance obtained from sources outside an Offeror’s proposal, to include the United States Coast Guard.”
Question #6 Reference: Page 13, Section C.5.1.3.
Is the Contractor expected to name and include information on all specific subcontractors such as repair shipyards, equipment OEM support etc. as dedicated members of the team in their proposal, or is it acceptable to provide proof of interest from organizations not covered by the labor categories of B.3 that they would expect to bid on requests for work covered by the SOW issued by the Offeror under this FMS contract?

handling the vessel to nearest waterway. This clause talks about contractor responsibility and cost for tugs and pilot to shift the vessel and other costs relating to vessel, all “without charge to the government.”
How could this clause be used in the awarded contract? Is the intent of including this clause to hold the contractor responsible for some of the delivery and shifting costs? Please clarify.
Answer:
The Government has removed HSAR 3052.217‐90 Delivery and Shifting of Vessel. Page 29, Section F.1.B has been revised. The revision is incorporated in the change page of Amendment 0006 to the solicitation.
Question #9
Reference: Page 17, Paragraph C.5.2.8.8 states; “The Contractor shall provide storage, administration, and procurement services for material and repair parts for U.S Government owned or foreign client owned assets such as material, repair parts, maintenance devices, training devices, ammunition (7.62mm to 76mm), documentation and equipments for subsequent use in providing the services required by this contract both in the U.S .and in foreign client’s country.”
Can the Government confirm the Contractor is required to procure, transport and store ammunition? If yes, can the Government estimate the quantities, types and net explosive weight of the ammunition the Contractor must warehouse? Can the Government cite precedence for private shipyards storing ammunition larger than small arms?
Answer:
The Government has confirmed that the Contractor may be required to procure, transport, and store ammunition. Any storage would be temporary in nature and required only if the manufacturer delivered the ammunition before it could be loaded on the vessel (e.g., because of pending hot work on a vessel in dry‐dock). The estimated annual requirement for ammunition larger than .50 caliber is: 2500 rounds of 25mm and 500 rounds of 76mm ammunition. Data regarding the physical characteristics of this ammunition is publically available. The USCG program office is not aware whether or not a precedent exists for private shipyards storing ammunition of this type.
