L.3 GENERAL INSTRUCTIONS
1. Point of Contact
All questions and/or requests for clarification concerning this solicitation shall be submitted in writing (may be transmitted electronically) and addressed solely to the Contracting Officer.
Each question shall include the referenced document name, specific page, paragraph, and/or clause requiring clarification. The Government will provide all answers in writing.
2. Proposal Instructions
(a) The Government intends to evaluate the proposals submitted and select one contractor for award of a firm fixed price, time and materials IDIQ contract.
(b) Portions of the Offeror’s proposal may be incorporated by reference into any resultant contract at award. If discussions are conducted, specific areas to be incorporated will be identified. If discussions are not conducted and award is made based upon the initial proposal, the Government reserves the right to incorporate specific areas without consent of the Offeror.
(c) The Offeror is responsible for providing its best submission on its initial offer.
(d) These instructions prescribe the format of proposals and describe the approach to be used in the development and presentation of proposal information. Proposals must be prepared in accordance with these instructions, providing all required information in the format specified.
Failure of a proposal to comply with these instructions may be grounds for exclusion of the proposal from further consideration.
(e) The information must be presented in sufficient detail to allow a comprehensive evaluation of the Offeror’s ability to deliver the services. The proposal shall clearly demonstrate these in a concise, logical manner, which is easy to read and understand. Proposal development should emphasize brevity, clarity and organization. Excess verbiage, unnecessarily elaborate brochures, or lengthy, repetitious, disorganized presentations beyond those sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the Offeror’s lack of understanding of the requirements or lack of cost consciousness. Elaborate artwork, expensive paper and binding, and expensive visual or other presentation aids are neither necessary nor desired. The Government reminds Offerors that unsupported promises to comply with the contractual requirements will not be sufficient.
(f) Proposals shall completely address the required information in the order in which it appears in these instructions. Wherever information is required to be in a matrix, table or other prescribed format, such information shall be provided in the exact specified matrix, table, or format.
(e) The CD-ROM copy of each proposal volume shall be formatted the same as the paper/hard-copy, with appropriate folders/directories corresponding to each divider tab. Each CD-ROM shall be labeled on the disc and on the jewel case or protective cover to include: the Offeror’s Name; the solicitation name and number; and, as applicable, the volume, set number, disk number and number of disks in set (e.g., Price Volume – Set One - Disk 1 of 2).
(f) All electronic submissions shall be source files 100% operable/compatible with and in native formats for one of the following software: Microsoft Office 2007 or higher versions, and AutoCAD® Version 2005. When creating electronic copies of licenses, certificates, and documents, containing a signature or hand written data, the image shall be recorded into “.PDF” format compatible with Adobe Acrobat 8.0.
(g) Offerors are strongly discouraged from submitting proposals using the US Postal Service due to extensive delays and possible damage associated with security requirements involving irradiation of all incoming mail.
(h) The required number of copies of the proposal must be received by the Contracting Officer at U.S. Coast Guard Headquarters prior to the date and time specified in Section L.3.4 above.
This requirement applies also to those Offeror’s intending to hand carry proposals. No changes or additions to a volume will be permitted after this date, except as provided in Section L.4, “RFP Clarifications and Amendments.” An Offeror that fails to meet any due date will be considered “late” in accordance with FAR 52.215-1 - Instructions to Offerors - Competitive Acquisition, incorporated in L.1.
(i) All Offerors are responsible for including sufficient details to permit a complete, accurate evaluation of each proposal. Each Volume of the proposal shall consist of a Table of Contents, Summary Section, Narrative discussion, and a Glossary of all abbreviations and acronyms used, with an explanation for each. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked.
(j) The Offeror shall prepare a version of the proposal that is releasable under the Freedom of Information Act (FOIA). This version shall be submitted as the Redacted Copy volume two weeks after proposal submission to the POC listed in Section G.1. The Redacted Copy volume shall have all proprietary information either removed or blanked out. The electronic submission may consist of scanned pages in .PDF format.
(k) Notwithstanding FAR Clause 52.215-1 at Paragraph L.1A of this section, the proposal acceptance period is 180 days after the date set for receipt of proposals. The Offeror shall make a clear statement in the proposal cover page that the proposal is valid until this period.
FACTOR 2 – TECHNICAL APPROACH
The Offeror’s Technical proposal will be evaluated for risk. The risk rating assigned will reflect the Government’s confidence in the Offeror’s ability to successfully perform the technical effort described in it its proposal for the Sample Task.
The technical evaluation team will evaluate the practicality of the Offeror’s approach and methodology, understanding of the requirements, viability and comprehensiveness of the technical approach to the Sample Task.
The technical approach will enable the Technical Evaluation Team to assess each Offeror’s level of familiarity with, and understanding of, the work to be performed under the Sample Task. Technical approach will be evaluated to obtain capability information and assess the effectiveness of the Offeror’s response to the Sample Task in the RFP.
The Offeror’s Technical proposal will also be evaluated as a measure of merit and the Government’s confidence in the Offeror’s ability to meet the RFP requirements.
General Evaluation Guidelines: The evaluation of the technical proposal will use the following four
(4) general evaluation guidelines:
1. Approach- The degree to which the technical approach demonstrates a process or methodology to successfully perform the requirements in the Sample Task .
2. Understanding- The degree to which the technical approach for performing the requirements is logical and feasible given the requirements. The degree to which the risks to technical performance are identified and mitigated.
3. Viability- The degree to which the proposed technical approach is realistic, achievable, in meeting the requirements of the Sample Task within the specified constraints and environment.
4. Comprehensiveness- The degree to which the technical approach addresses the requirements of the Sample Task of the RFP and all facets of the factor in a complete manner.
Evaluation Criteria: Based on the above General Evaluation Guidelines, the Government will assess the degree to which the Offeror:
(1) demonstrates an approach to performing dry dock repairs on the USCGC HAMILTON, a
378-foor High Endurance Cutter, subsequent to EDA transfer, that meets all the requirements [See Section L, Attachment 2 - SPECIFICATION FOR SAMPLE TASK] and provides for delivery of the USCGC HAMILTON.
Question #1 Reference: Page 19, Section C, Paragraph C.5.3.3 states, “The Contractor shall provide transportation and shipping services for delivery of vessels …to final destination in the foreign customer’s country.”
Please confirm that that is intended to provide for the towing of vessels to overseas destinations, and not the sailing of the vessel by a contractor crew.
Answer:
Providing transportation and shipping services does not include sailing of the vessel by a contractor crew.
Question #2 Reference: Page 13, Section C.5.1.1, states “At minimum, the Contractor shall provide access to updated, real‐time information for each task…”
Can you please clarify what is meant by “real‐time” in this context?
Real‐time in this context refers to real‐time access to task order information that is updated, at a minimum, daily.
Question #3 Reference: Page 13, Section C.5.1.2.
Please clarify more fully the meaning of “secure” in sentence 2.
The meaning is to have a website with username and password controlled access.
Question #4 Reference: Page 35, Section H.3 states “The Government expects a one‐year task order for planning and management of overall contract as outlined in C.5.1.”
What is the expected time frame of issuing this task order; shortly after contract award or not until the U.S. Government has reached an agreement with a foreign government to transfer an asset.
Answer:
The Government anticipates issuing a request for proposal (RFP) on the one‐year task order for planning and management shortly after contract award.
Question #5 Reference: Section J, Attachment 2, Assistant Program Manager Labor Category requires five years experience serving aboard a surface combatant or USCG vessel. US Navy Engineering Duty Officers would be highly qualified for such a position, spending up to 30 years in shipbuilding and repair, but may only have one 3‐year tour serving at sea on a naval vessel, which might not be a surface combatant, but just as complex.
Would the Government change this 5 year requirement to "preferred"?
Answer:
Yes, the Government would accept 5 years experience serving aboard a surface combatant or USCG vessel as preferred.
Section J, Attachment 2 has been revised. The revision is incorporated in the change page of Amendment 0004 to the solicitation.
Question #6 Reference: Page 69, Section L.4.B Volume II: Technical Proposal, Background: Bullet 5.
Given the timeline proposed by the RFP (i.e it is already mid‐FY11) is it the intent of the RFP to represent a scenario of an urgent availability with little time for advance planning for training, drydock availability contracting, logistics planning, and so on, or should the Offeror ignore the date and provide a plan that includes sufficient time for advance planning?
Answer:
The intent of the RFP is to represent a current day scenario of an availability to potentially occur within 60 days of task order award.
Question #7 Reference: Page 69, Section L.4.B.1 Volume II: Technical Proposal, Background.
Given that the RFP makes a statement regarding the HAMILTON is in a “safe‐to‐sail” condition, is it the intent of the RFP to represent a “hot” transfer scenario and is thus not a reactivation availability?
Correct, the intent is to represent a “hot” transfer.
Question #8 Reference: Page 69, Section L.4.B.1 Volume II: Technical Proposal.
Since the vessel is already under the command of the Bandarian navy and none of the work items deal with the removal of any specific technology, should the Offorer assume all the technology onboard the vessel is being transferred to the foreign county and any sensitive technology has been removed and already been replaced?
Answer:
Yes, assume all technology onboard has transferred to the foreign country with the vessel and any technology that is not releasable has been removed.
Question #9 Reference: Page 8, Section C, Paragraph C.1.4 Security, states, "Contractor employees that require access to classified information shall have proper security clearances in place, as required, at task order award at the time of contract award."
Since a specific task order that requires access to classified information may not be put into place until long after "contract award", the requirement for when the access must be in place is unclear. Please clarify.
Answer:
The requirement for access to classified information will be defined at the time of task order award, not contract award.
Paragraph C.1.4 has been revised. The revision is incorporated in the change page of Amendment 0003 to the solicitation.
Question #10 Reference: Part 1, Section E.4 page 27.
This section appears to apply to “data deliverables” but that is not clear. If a deliverable consists of material goods, such as covered by SOW Section C.5.2.8.7 “Direct Requisitioning and Material Support” or C.5.2.8.9 “Provisions”, does the same thirty day Government Acceptance Period specified in E.4(b) apply?.
Answer:
The Government has removed paragraph E.4. Additionally, E.7.1 will be required for deliverables. The revision is incorporated in the change page of Amendment 0003 to the solicitation.
Question #11 Reference: Page 5, Section B, Paragraph B.3 (d) Labor rates; states that the “Offeror may add to the crosswalk other recommended labor categories or supplement existing labor categories to more accurately reflect the Offeror’s proposed labor mix.”
If the Offeror adds such labor categories, are labor rates also to be provided and if so, how are they to be factored into the total labor price? Should hours be assigned to the added labor categories and if so, do we subtract those from one of the other labor categories on the Price Worksheet of Section L, Attachment 3?
See Amendment 0002, Question #34, change page #5.
Question #12 Reference: Pages 4‐5, Section B.3, Paragraphs a, b, and c.
The words "the following..." are used, however a table is only provided for the labor categories. Also, the table on page 5 titled "Fixed Price Rates" is redundant with "Section J, Attachment 3, Price Sheet". Finally, the words "Fixed‐Price Rates" used in e. and for the title of the table on page 5 are confusing in that paragraph a. indicates there will be "firm‐fixed price and time‐and‐material task orders". For clarity, the following changes are suggested:
∙ 1st sentence paragraph a. ‐ delete the word "following". After "labor rates" add "shown in Section J, Attachment 3 ‐ Price Worksheet".
∙ 1st sentence paragraph b. ‐ delete the word "following". After "direct material and/or subcontracts" add "and shown in Section J, Attachment 3 ‐ Price Worksheet".
∙ 1st sentence paragraph c. ‐ delete the word "following". After "other direct costs" add "and shown in Section J, Attachment 3 ‐ Price Worksheet".
∙ Delete paragraph e. and the Table “Fixed Price Rates” in their entirety Answer:
Per Section L.4.1 (a) the labor rates and indirect rates offered in Section L, attachment 3 will be incorporated into Section B.3 of any resultant contract. The Government has removed paragraph B.3.e. The revision is incorporated in the change page of Amendment 0003 to the solicitation.
Question #13 Reference: Page 8, Section C, Paragraph C.1.3.2.1 on states that, “At a minimum the Government envisions the following personnel, but not limited to, designated as “Specific” personnel” and it lists four Specific Personnel labor categories. Section L, Part L.4.C, TAB B – Specific and Key Personnel on page 71, states that, “Offerors shall submit detailed resumes for the specified Specific and Key Personnel” but the 5th bullet states that, “The Government will evaluate resumes only for the specified Key Personnel.”
Does that mean that the Government will not evaluate the resumes for the four specified Specific Personnel although it requires those resumes to be submitted?
See Amendment 0002, Question # 9, change page 71.
Question #14 Reference: Page 8, Section C, Paragraph C.1.3.2.1, states that, “At a minimum the Government envisions the following personnel, but not limited to, designated as “Specific” personnel” and it lists four Specific Personnel labor categories.
Does “but not limited to” mean that the Offeror may identify additional Specific Personnel categories from the ones listed in Section J Attachment 2, and submit resumes for those personnel as part of Volume III? Furthermore, if we add additional labor categories as allowed by Section B.3.d, can we also designate them as Specific Personnel and include a resume?
Answer:
The Government has revised Section C, paragraph C.1.3.2.1. The revision is incorporated in the change page of Amendment 0003 to the solicitation. Additionally, please see page 5, Section B (d).
Question #15 Reference: Page 28, Section E.7.1 states “All contract data deliverables shall be subject to formal review and disposition by the Government within 45 calendar days…”,Section E.4 (b) states ‘The COTR will have thirty (30) days to review deliverables and make comments.”
Please clarify the Government review period in number of days and whether they are calendar days or working days.
See Question #10. E.7.1 will be required for deliverables.
Question #16 Reference: Page 31‐32, Section G.3 does not mention the DHS 700‐21 form described in E.3 (page 26).

Question #17 Reference: Page 35, Section H.5 Travel states The Government will not reimburse the Contractor for travel to the primary place of performance.
If the Prime Contractor and Subcontractors are in different locations, will the Government reimburse for travel required by a Subcontractor to the Contractor primary place of performance, understanding that the travel must be approved by the COTR?
Answer:

Question #18 Reference: Section L.4.B Volume II: Technical Proposal, Requirement: in bold “The U.S. Coast Guard drawings, technical publications, standard specifications will be provided to contractors upon request,…”.
Does this mean this information will be supplied now (for use in preparing proposal)? If so, if we request specific information, will it only be sent to us?
See Amendment 0002, Question # 12.
Question #19 Reference: Page 67, Section L.3 GENERAL INSTRUCTIONS, Subsection 5. Proposal Preparation and Submission states;
“The Offeror shall prepare a version of the proposal that is releasable under the Freedom of Information Act (FOIA).
This version shall be submitted as the Redacted Copy volume and shall have all proprietary information either removed or blanked out. The electronic submission may consist of scanned pages in .PDF format.”
Complying with this requirement will take substantial effort on the part of the Offeror to produce a version of the proposal that is properly vetted and cleared to meet the requirements stated in the solicitation and for the Government to review multiple submittals. In addition, if the proposals are revised before the award, there will be multiple iterations of the redacted proposals. To avoid a burdensome effort for the Contractor (to create) and the Government (to review) possibly multiple versions of the redacted proposals from multiple bidders, would the Government consider changing this requirement to allow the Awardee to submit the FOIA version of the proposal 2 weeks after the award date?
Answer:
The Government has revised Section L.3.5 (j). The revision is incorporated in the change page of Amendment 0003 to the solicitation.

Question #21 Reference: Section J, Attachment 2 defines the requirements for each labor category. For Senior Program Manager, it specifies “Current Program Manager Certification at the equivalent of DHS or DAWIA Level III is required at award and shall be maintained throughout the duration of the contract.” Since the USCG did not begin significant training of its acquisition workforce until the mid‐2000’s, many recently retired USCG officers and civilians do not possess the stated certification yet are otherwise highly qualified for the position of Senior Program Manager.
Would the Government allow a number of years of program management experience in Government acquisition programs to equate to DHS or DAWIA Level III program management certification?
No, Program Manager Certification is required.

Question #24 Reference: Section J Attachment 1.10 (last page). There are five sections requiring a signature. It appears that the first two signatures for “This subcontracting plan was submitted by ...” and “This subcontracting plan was reviewed by ...” should be completed by the offeror, While it seems that the last three signature sections are to be left blank for later completion by others. Is this a correct assumption?
Yes. The last three signature lines are reserved for the appropriate Government review and approvals.
Question #25 Reference: Page 64, Section L.3.2.(a).
