Question #1:

Reference: Page 8, Paragraph C.1.3.3.1 states; “The Contractor shall be required to provide supporting documentation as proof of all personnel qualifications, including subcontractor employees.”

Would the Government be able to more definitely articulate the kinds and type of supporting documentation they would require in response to this requirement, especially as it pertains to hiring local resources in foreign overseas locations?

Answer:

During Contract Administration, supporting documentation for local personnel should reflect levels of training from recognized maritime training and certification authorities (i.e. Lloyd's, ISO 9001, AISC, ASME STAMPS, PP‐PRESSURE PIPING, S‐POWER BOILERS, U‐PRESSURE VESSELS, ABS‐ASBESTOS, ETC. These are only examples; each trade and skill set will have its own certification and training structure.)

Question #2:

Reference: Page 9, Paragraph C.1.4 states; “Contractor access to classified information, up to Secret may be required under this contract. Contractor employees that require access to classified information shall have proper security clearances in place, as required, at task order award at the time of contract award.”

Which Key and Specific Personnel need to be cleared? Does the Government intend to award an initial Task Order concurrent with the award of this contract that would require Contractor personnel to have the required security clearances identified immediately upon award of the Contract?

Answer:

The Program Manager shall have a minimum Secret Clearance at the time of award. At this juncture, it is yet to be determined if the initial task order will or will not include material of a classified nature.

Question #3:

Reference: Page 12, Paragraph C.5.0 is labeled "Additional Requirements”

In several places within the RFP the Government makes reference to a Statement of Work (SOW). Request the Government confirm paragraph C.5.0 is the SOW referenced within the RFP.

Answer:

Section C titled Description/Specifications is considered the SOW referenced within the RFP for the IDIQ contract.

Paragraph C.5.0 is part of the SOW and includes additional requirements for the IDIQ contract. However, each task order envisioned under this contract will originate with its own SOW.

Question #4:

Reference: Page 16, Paragraph C.5.2.8.3, and page 21, paragraph C.5.4.6.3 states; “The Contractor shall establish and maintain a climate controlled technical documentation library to maintain Government Furnished Information (GFI) consisting of, but not limited to, selected records, drawings, technical manuals, Preventive Maintenance System (PMS), maintenance standards, Ship/Ordnance/Machinery Alterations (SHIPALT/ ORDALT/MACHALT) records, Military Standards and Specifications (MIL‐STDS and MIL‐SPECS), etc. The contractor shall receipt, catalog, insert updates, and index for easy retrieval and future use all technical data received. The Contractor shall maintain a secured area to store classified (SECRET) information.”

Can the Government define the space requirements the Contractor must provide to house the library materials specified in this paragraph?

Answer:

The space requirements that the contractor shall provide to house the library materials shall be at the discretion of the offeror so long as the space requirements meet the requirements specified in paragraph C.5.2.8.3 and C.5.4.6.3.

Typically, the Technical Library for a 378 WHEC is a compartment approximately 12' x 12' with open bookshelves capable of holding standard 3‐ring binders, standard 5 drawer file cabinets capable of holding letter size classification folders.

Each specialized shop has its own Technical Library consisting of open shelves, files and drawers as required. Ship's drawings require storage in a Flat File Cabinet (i.e. Store Logic 2CLC5 Cabinet Flat File 10 Drawer Black). Each cutter maintains its own drawings in such a storage device. However, a project may require the vendor to obtain temporary custody of such drawings to complete a project.

Question #5:

Reference: Page 69, Section L.4 Specific Instructions, Section B Sample Task under the Background information it states; “HAMILTON will be transferred to the country of Bandaria as an Excess Defense Article (EDA) in mid‐FY11 in San Diego, CA. Prior to transfer, all ammunition will be offloaded. The cutter will have 50% fuel load.”

Under the requirements of this task, would the Contractor be responsible of storing the ammunition offloaded or would the USCG have the ammunition removed prior to transfer and therefore not be included as part of the EDA transfer to Bandaria?

Answer:

All ammunition will be offloaded by the USCG. Ammunition handling and storage will not be included as part of the EDA transfer to Bandaria.

Question #6:
