CONTINUED
224. Together with the amended pricing table, a previously non-existent “Price Table” was issued. This new table does not come with instructions. Please provide submission instructions for this table.
225. Posts 2 and 3 in Building # MD1821ZZ are manned 12hours per day, Monday – Friday, 164 days per year. Please confirm that 164 days per year is proper.
226. Posts 1 and 2 in Building # DC0068ZZ are manned 24hours per day, 7 days per week, 243 days per year. Please confirm that 243 days per year is proper.
227. Regarding the response to Q&A No. 8 and Q&A No. 36, Exhibit 4G provides “The Contractor must present and certify eight (8) hours of annual baton and/or OC Spray (as appropriate) refresher training and annual weapons qualification using the course of fire in Exhibit 4E of this Contract.
The Contractor must coordinate with the Contracting Officer for FPS to monitor the course of fire.”
228. Please clarify the “and/or OC Spray (as appropriate)” language. Is OC Spray training a requirement of this contract? Please clarify whether 8 hours of training covers Baton, OC Spray, and Annual Weapons Qualifications or if 8 hours of each type of training is required.
229. Regarding the response to Q&A No. 20, is there a service requirement for a Senior Guard under the contemplated contract? If so, please indicate on the Post Exhibit which posts require a Senior Guard and when.
ANSWERS 224-229: THESE WERE ALREADY ADDRESSED IN THE PREVIOUS
AMENDMENTS.
230. Regarding the response to Q&A No. 32, the Government’s response misses the gist of the question.
Offerors are trying to ascertain whether or not the incumbent guard force is trained to the standards of the contemplated contract or if they will have to receive training during the transition period to meet the contemplated contract requirements. Offerors have no way of knowing the requirements of the current contract to make a comparison with the contemplated contract requirements. Please clarify the mater for Q&A No. 32 and all questions where Q&A No. 32 is referenced as a response, such as Q&A No. 37, Q&A No. 39, etc.
231. Regarding the response to Q&A No. 41 and Q&A No. 78, our concern regarding the Government’s response is similar to the concern regarding Q&A No. 32. We have no way of knowing if the medical/physical examination passed on the current contract satisfies the requirements of the contemplated contract. Offerors are trying to ascertain whether or not the incumbent guards will have to undergo a medical/physical examination because their examination meets or does not meet the contemplated contract. Please clarify.
232. Regarding the response to Q&A No. 74, our concern regarding the Government’s response is similar to the concern regarding Q&A No. 32. We have no way of knowing if the guards meet the general requirements as stated in Paragraph 4.1. Offerors are trying to ascertain whether or not the incumbent guards will meet identified administrative requirements of the contemplated contract.
Please clarify.
ANSWERS 230-232: THE CONTRACTING ACTIVITY DOES NOT HAVE THE RECORDS.
THESE WILL BE GIVEN TO THE SUCCESSFUL OFFEROR. IT WAS ALREADY ADDRESSED
THAT THE INCUMBENT GUARD FORCE MEETS THE CRITERIA UNDER THEIR CONTRACT.
233. Regarding the response to Q&A No. 93 clarifies whether the CBA or WD applies to 4 of the 5 buildings on the post exhibit. Is building DC0175ZZ at 395 E Street SW, Washington DC covered by the CBA or the WD?
ANSWER 233: THIS WAS CLARIFIED IN AMENDMENT 000005.
IMPORTANT NOTE: OFFERORS NEED TO ACKNOWLEDGE RECEIPT OF THIS AMENDMENT.
BLOCK 11 OF THE SF 30 SHOWS THREE OPTIONS TO ACKNOWLEDGE AMENDMENT;
THEREFORE, EMAIL NOTIFICATION OF ACKNOWLEDGEMENT OF AMENDMENT 000006 IS
ACCEPTABLE.
NO ADDITIONAL QUESTIONS WILL BE ANSWERED AND CLOSING DATE REMAINS
UNCHANGED.
