Industry Day Questions

The Government’s answers to questions received are in green.

1. What is the future use for Building 10 and its impact on the RFP? This building will be the thirty

(30) bed Krome Transitional Center, which is a mental health transitional unit aimed at providing mental health services to detainees with non-acute mental health issues. The additional posts for this building have already been included in the RFP, specifically the Staffing Plan located in Section

C.11.

2. How many officers are in the Control Room on the evening and morning watch? Please see

Section C.11, Control Posts for this information. The Staffing Plan is the recommended staffing plan. Contractors may incorporate their own proposed staffing plan in their proposal.

3. What is the total staffing compliment for the facility? Please see Section C.11 of the draft solicitation for the recommended staffing plan.

4. What is the assault rate for detainee on detainee for the past twelve (12) months? The rate is eight assaults per month.

5. With regard to the property room, some of the property was in bags and some property was locked in containers. What type of property is in the bags? Property is stored in bags for one of several different reasons. Some of the bags that are luggage are being held for detainees that are being deported and the luggage was brought in my family members for the detainee’s departure.

Other luggage or bags are being held for detainees that are staying at a different facility such as our Glades and Monroe County sites. The Glades and Monroe sites do not store belongings. If belongings are brought to Krome in bags from one of these other sites, these belongings are kept as they are received. Most items that are being stored for detainees staying at the Krome SPC are stored in containers. Occasionally, there are items that do not fit in the containers and these items may be stored in bags, as well.

6. How many detainees per pod are in Building A? The pods average thirty-two (32) bunks each for sixty-four (64) detainees total.

7. How many perimeter security posts are there per shift? One.

8. Explain in detail how “detainees work” compensation works? When a detainee comes to Krome, an internal/tracking account is created for them. For example, if a detainee enters the camp today with $50, this money is taken from him and put in the account. While in the SPC, detainees can carry some cash with them and can request cash from their account. When a detainee volunteers to work in the program, they earn a $1.00 a day and the Contractor generates a report of the detainees and the work performed so that the detainee accounts are credited for this work.

When the detainee leaves the SPC and he is outprocessed, all money in the detainees account is returned to him. The Contractor would send an invoice to the Government for all days worked by detainees. Consequently, there is a contract line item set up to specifically to reimburse the

Contractor for all funds credited to detainees paid under the voluntary work program.

9. Reimbursement of office supplies is not clear. Please explain. The Government does not reimburse the Contractor for office supplies. This cost can be incorporated as a part of a

Contractor’s overhead or G&A costs.

10. What is the deadline for RFP submission? The final RFP has not been posted. Once the final RFP is ready, it will be posted on FedBizOpps.gov and will clearly state the deadline for RFP submission.

We will update the draft RFP that is currently posted and we encourage questions on this draft

RFP.

11. What are the statistics regarding incidents/accidents? There have been an average of twenty-one

(21) incidents/accidents per months over the past twelve (12) months for medical emergencies, suicide attempts, hunger strikes, and injuries due to fights.

12. What is the capacity of detainees? Total staff? The Krome SPC has a 574 person capacity with the possibility of increasing from 574 to 800 detainees. For staffing information, please see the recommended staffing plan in Section C.11.

13. Is current capital activity government or contractor? The Government is not submitting. This is strictly an 8(a) set-aside.

14. During the tour it was mentioned that IT was the contractor’s responsibility. Does this include the entire facility for other than ICE mandated systems? Would a contractor be able or required to establish a separate network within the facility for work efficiency purposes? IT is not entirely the

Contractor’s responsibility. For management and administrative offices, Contractors will have to provide their own IT support. The Government provides computer and IT support for camp operations.
