1. Please clarify the number and format of copies to be submitted. Do you want 3 hard copies and 1 electronic copy? Or 2 hard copies and 1 electronic copy? Can the electronic submission be in the form of an e-mail to the Contract Officer and the Contract Specialist?
Answer: Please submit 3 hard copies and 1 electronic copy. The electronic submission shall be sent via email to the Contract Specialist, Jonathan Diggs, at jonathan.w.diggs@cbp.dhs.gov and the Contracting Officer, Kerri Bishop, at kerri.a.bishop@cbp.dhs.gov.
2. Can the Quality Control Technician be a collateral position?
Answer: The Quality Control Technician position referred to in section 6.1.2.1 of the PWS is an independent member of the contract team. It is NOT a collateral position.
3. Can a contractor use and submit a previously completed PPQ form or a CPARS in lieu of the PPQ form that was included in this solicitation?
Answer: The Offeror shall use the PPQ that the Government provided in the solicitation. A CPARS report cannot be submitted in lieu of the PPQ.
4. It is unusual for a service contract to allow the use of Davis Beacon wages. Can you please provide an explanation for the use of these DB wages over the SCA WD?
Answer: The Government included both Davis Bacon Wage Rates as well as SCA Wage Rates. While the Government anticipates all requirements to be service based and very few (if any) to be construction, we included the Davis Bacon Wage Rates just in case there are any construction requirements. Again, the Government included both Davis Bacon Wage Rates as well as SCA Wage Rates in the solicitation.
