1. Question: We had already submitted our proposal when the protest was filed. If we do not need to change anything in our proposal, are we still required to resubmit the entire proposal, or can we submit a letter acknowledging the Amendments and stating we do not wish to change anything else in our proposal?
Answer: If you did not change anything in your proposal, no, you are not required to resubmit the entire proposal. If the Offeror wants the Government to consider their proposal that has already been submitted, the Offeror shall provide the following:
-A letter from your company, signed by the individual who signed your offer (SF1449), confirming that your company’s proposal, submitted on 23 November 2016, is the proposal that you are submitting in response to this procurement.
-Signed amendments 07, 08, and 09, which your company is required to sign and submit with the above referenced letter.
-Letter and signed amendments should be submitted in the same fashion, in electronic format to Jonathan Diggs at jonathan.w.diggs@cbp.dhs.gov and to Kerri Bishop at kerri.a.bishop@cbp.dhs.gov and in hard copy format sent to Jonathan Diggs and Kerri Bishop at:
1331 Pennsylvania Ave, NW National Place; Suite 1355 Mailstop 1107 Washington, DC 20229
2. Question: Has a contractor performed similar work to this for the Government in the past?
If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answer: This is a re-competition of a CBP requirement, previously awarded under contract number HSBP1012D00009.
3. Question: We submitted our proposal for the subject solicitation electronically on 22 November 2016 and hard copy by Federal Express on 23 November 2016. The solicitation due date was extended, per Amendment 7, on 23 November 2016 due to a protest. We are currently reviewing our proposal based on the revised SOW issued, per amendment 8, 9 December 2016. The current proposal due date is 22 December 2016. If we determine no changes are required to our proposal as submitted on 22 and 23 November 2016, do you require any additional actions on our part other than acknowledgement of Amendments 7 and 8?
4. Question: Is there an estimated date for the award of the new contract? Or, has this solicitation been cancelled?
Answer: The solicitation has not been cancelled. We do not have an estimated date for the award at this time.
5. Question: We have submitted the proposal for the CBP Northwest twice now. Is there a way for you guys to keep our current proposal (no changes are contemplated, at this time – unless questions raised between now and the new deadline date would require significant changes) and simply let us acknowledge, sign and send in the most recent amendments to our proposal that is currently in your possession? You could simply add the acknowledged amendments to our proposal. I really do not want to re-submit, especially during Christmas week, for the third time unless we absolutely have to?
Answer: If you did not change anything in your proposal, no, you are not required to resubmit the entire proposal. If the Offeror wants the Government to consider their proposal that has already been submitted, the Offeror shall provide the following:
-A letter from your company, signed by the individual who signed your offer (SF1449), confirming that your company’s proposal, submitted on 23 November 2016, is the proposal that you are submitting in response to this procurement.

1331 Pennsylvania Ave, NW National Place; Suite 1355 Mailstop 1107 Washington, DC 20229
6. Question: If we have already submitted a proposal and it was received by your office on the original due date of 11/23/16, will be need to re-submit the entire proposal or just the Volume (s) we want to change?
Answer: If any changes are made to the content of your proposal, you will need to resubmit your proposal in its entirety, which would include all Volumes.
7. Question: Are we still required to submit 2 hard copies (plus a version to be e-mailed) and if so, could you please provide a specific address, including floor number or office number where a courier may deliver the proposal and get a signature? The address reflected in the solicitation was used previously and the courier was sent to three different buildings before someone recognized the name Jonathan Diggs.
Answer: Yes, the proposal instructions remain the same. Two hard copies and one electronic/emailed copy shall be submitted in response to this solicitation. Hard copies shall be submitted to the following address:
1331 Pennsylvania Ave, NW National Place; Suite 1355 Mailstop 1107 Washington, DC 20229
