1. In regard to the justification of the use of Maximo, there are estimates given that show an estimate of the following:
IBM Maximo Asset Management Use Authorized User License + SW Subscription & Support 12 Months (D0GY8LL) $2,760
IBM Maximo Asset Management Authorized User License + SW Subscription & Support 12 Months (D0GYALL) $5,500
IBM Maximo Asset Management Express Use Authorized User License + SW Subscription & Support 12 Months (D0S8KLL) $1,040
IBM Maximo Asset Management Express Use zEnterprise BladeCenter Extension and Linux on System z Authorized User License + SW Subscription & Support 12 Months (D0GYALL) $1,040
The estimated total value is $145,000. This includes six licenses for CBP use and eight licenses for the contractor.
Are the contractors to assume that there will be an annual user fee of either $2,760, $5,500, or $1,040 depending upon which user license is selected? See Government response below.
Assuming that the annual fee assumption is correct will this annual user fee be in addition to the total estimated value of the $145,000? See Government response below.
Assuming that the contractor is to assume the total value cost of $145,000, is this to be paid lump sum at the beginning of the contract? Or is this to be paid out monthly over the course of the contract? Quarterly? Or is this a cost that is to be paid by CBP? See Government response below.
Please clarify these costs, who is to pay for these costs, and the timing of the costs.
Government Response – All Offerors shall price the Maximo requirements in accordance with the PWS. The Brand Name Justification was posted only to justify the use of the Maximo Software and provide the Government’s estimated cost for Maximo. All Offerors shall propose in accordance with the Maximo requirements in the PWS and not in accordance with the Brand Name Justification and shall include their proposed Maximo cost in the Firm Fixed Price portion of their proposal. The contractor shall submit monthly invoices for services rendered during the execution of the contract. Any costs related to Maximo shall be billed on those monthly invoices to CBP, consistent with its Firm Fixed Price, and paid accordingly.
1. In the revised PWS and specifically in C.6.1. There is a requirement that states “The Contract Manager or Service Manager must be able to attend weekly coordination meetings with CBP at the Spokane, Washington maintenance facility.” Does the Contract Manager or Service Manager have to physically be present to attend the weekly coordination meetings with CBO at the Spokane, Washington maintenance facility? Or may this attendance requirement be met by use of the telephone?
Government Response - Either the service manager or contract manager must be present at the weekly coordination meetings.
