GS-1811 CRIMINAL INVESTIGATOR MEDICAL STANDARD

Under Immigration and Customs Enforcement (ICE)

DESCRIPTION OF WORK AND ENVIRONMENTAL CONDITIONS

The criminal investigator conducts investigations relative to the prevention and detection of alleged or suspected violations against the laws and regulations of the U.S. Bureau of Customs and Border Protection. This position requires innovative investigative techniques and sophisticated electronic gear in the mission to protect U.S.

revenue and the American public. Authority is granted to search and seize, make arrests, and confiscate smuggled articles or contraband. Often the criminal investigator appears in court as an expert witness.

The criminal investigator must have physical strength and stamina to perform such activities as running, bending, climbing, lifting and carrying heavy equipment, enduring long periods of time doing surveillance work, as well as pursuing and restraining suspects. The work is performed indoors and outdoors in all types of environments. The investigator is expected to work long, irregular hours, work weekends, rotate shifts and duty stations. The investigator is subjected to dangerous and stressful situations that may involve the use of legal weapons.

MEDICAL REQUIREMENTS

General: The duties of these positions require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrists, elbows, shoulders, hips and knee joints is required. Arms, hands, legs, and feet must function sufficiently in order for applicants to perform the duties satisfactorily.

Vision: For all positions, near vision, corrected or uncorrected, must be sufficient to read Jaeger type 2 at 14 inches. Normal depth perception, peripheral vision and color vision are required. Visual acuity requirements as listed below are expressed in terms of the Snellen vision test: Uncorrected distance vision must test 20/200, and corrected distant vision must test 20/20 in one eye, and 20/30 in the other. Individuals who have undergone refractive surgery to improve distant vision acuity must meet the Treasury approved requirements (i.,e., including specific exams and protocol testing).

Hearing: Hearing loss, as measured by an audiometer, must not exceed 30 decibels (A.S.A. or equivalent I.S.O.)

in either ear in the 500, 1000, and 2000 HZ ranges. Applicants must be able to hear the whispered voice at 15 feet with each ear without the use of a hearing aid.

Special Medical Requirements

1. Since the duties of these positions are exacting and involve the responsibility for the safety of others under trying conditions, applicants must posses emotional and mental stability. Any condition that would hinder full, efficient performance of the duties of these positions or that would cause the individual to be a hazard to himself/herself or to others is disqualifying.

2. Appointment will be contingent upon a candidate's passing a pre-employment medical examination and drug test to ascertain possession of the physical and emotional requirements for the position.

3. Certain diseases or conditions resulting in indistinct speech may be disqualifying.

4. Any chronic disease or condition affecting the respiratory system, the cardiovascular system, the gastrointestinal, musculoskeletal, digestive, nervous, endocrine or genitourinary systems that would impair full performance of the duties of the position is disqualifying.

5. The presence of medical conditions that would be aggravated by the environmental conditions of these positions will ordinarily disqualify an applicant for appointment.

Medical requirements must be met for inservice placement actions, including reinstatement of former employees and transfers from positions not covered by this standard.
