Government Clarification of Industry Questions

1. Original solicitation documentation showed 11 different tower configurations.

The PDF attachments that just came out show 11 different tower configurations as well, but the pricing matrix shows 13 (180ft SST and 275ft SST added). Are there 11 or 13 tower configurations?

Answer: There are 13 tower configurations. The SOW Table 2 in Appendix A and Attachment Z have been updated to reflect the two additional configurations.

2. The solicitation indicates that there is a Past Performance Questionnaire but I cannot locate a specific form for Past Performance within the documents posted on FBO. Is there a specific form for Past Performance?

Answer: The Past Performance Questionnaire will be issued as part of this amendment.

3. Should staff resumes’ be included within the proposal response? If so, how many resumes’ should be included?

Answer: No.

4. 8.0 indicates that Place of Performance will be on contractor’s facilities. Does this refer to staging, etc.?

Answer: Yes. The place of performance is the contractor’s facility. The government requirement is equipment delivery to individual towers sites or warehouses in Bangor or Houlton. To the extent staging is necessary, it will occur at the contractor’s facilities.

5. Regarding the submittal of our proposal, section III.3 indicates that the offer should be submitted on SF 1449 letterhead stationary.

a. Can you provide this?

Answer: The SF 1449 refers to the Standard Form 1449 provided in the original issuance of this solicitation. All offerors must sign and complete blocks 12, 17, 23, 24, & 30 with the submission of a proposal for consideration.

b. Would a proposal not on SF 1449 letterhead stationary, but addressing all components of the RFP, be acceptable?

Answer: No. See the information in the Instructions to Offerors regarding Vol. II Section 2.

6. Can the three proposals, Technical & Management, pricing and past performance, be included within one document but with separate headings?

Answer: No. Technical & Management and Past Performance can be in one volume and the Price Sheets should be in the second volume.

7. Will there be a separate RFP for the engineering and/or installation scopes for the Modernization of the CBP LMR system in the Houlton focus area?

Answer: No other RFP will be issued.

8. If a contractor bids on this RFP, does it disqualify them from bidding and being awarded the engineering and/or installation scopes? Dependent upon the first: if this is the Motorola contract for questions 1, then this question is not applicable.

Answer: As previously stated, no other RFP will be issued.

9. How does the Customs and Border Protection plan on providing helicopters for the remote access sites? PMO answer.

Answer: Helicopter lift is not required for remote access sites. If a site is remote, and requires helicopter access, a designated staging area that is accessible by truck will be identified within the vicinity of the site. These staging area locations will be the delivery points for those sites.

10. Are potential bidders expected to include in their Supply Chain Management Pricing the required labor to visit these sites prior to delivery of materials to the site?

Answer: Yes.

11. What are the milestones for acceptance by the Government of the materials delivered?

Answer: The milestones will be the delivery of the materials at the delivery sites or warehouses.

12. Will there be acceptance testing at the manufacturer’s facility?

Answer: Acceptance testing at the manufacturers' facilities is not required. The items required are considered as commercial-off-the-shelf, and should be manufactured/tested within the quality processes of the manufacturers. The items must be delivered in new condition, in working order, within the specifications stated, without damage, and with the required warranties in effect.

13. Will the CBP provide information on access roads to potential bidders?

Answer: No additional information will be provided on access roads for identified sites. Site coordinates have been provided in Appendix A of the SOW. This information should be used to determine the availability and condition of access roads. Mapping tools can be used to assess the conditions of the roads.

14. If not, will the contractor awarded the contract be allowed to visit and/or warehouse locations sites prior to shipping materials?

Answer: Visits to site and warehouse locations can be arranged after award, at no additional cost to the Government, in order to allow for efficient logistic planning with regard to items such as means of transportation or classes of equipment needed for delivery/unloading.

15. As noted in Attachment X.2- Battery Specifications, will there need to be a controlled warehouse location to meet manufacturer’s specifications for battery storage to ensure peak performance?

Answer: The batteries will be delivered elsewhere for storage or maintained at the contractor’s premises at no additional cost prior to delivery.

16. Does an enclosure need to be specified for the batteries?

Answer: Yes.

17. What precautions would the CBP like prospective bidders to take when shipping delicate items like solar panels?

Answer: CBP would like the contractor to use best commercial practices. If any item is delivered with damage, the Government will not accept delivery of the item.

18. Does the CBP have any equipment (i.e. forklifts, all-terrain vehicles,etc..) that may be used for delivery of materials to the Sites by the contractor?

Answer: Any equipment utilized for the delivery of equipment is solely the responsibility of the contractor.

19. What lead times will be provided prior to the “Just-in-time” delivery of long lead items such as towers, shelters and generators?

Answer: Lead times are spelled out in attachment Y.

20. How does the Customs and Border Patrol intend on taking into account changes in lead times of long lead items during the project?

Answer: CBP will discuss changes in lead times of long lead time items on a case by case basis.

21. Will there be adjustments to the schedule?

Answer: Yes

22. Are potential bidders to assume that equipment and sites may be removed or added from the contract after award?

Answer: The sites and equipment are firm. However, changes in the already completed system design are possible, and could subsequently lead to changes in sites and equipment, and would require a modification to the contract.
