About this file

This document is an abstract instructions template for a Broad Agency Announcement (BAA) solicitation from the Defense Advanced Research Projects Agency (DARPA) titled "Heterogenous Adaptively Produced Photonic Interfaces (HAPPI) BAA". The template outlines the requirements for submitting an abstract, including page limits, formatting guidelines, and mandatory content sections such as innovative claims, technical approach, capabilities/management plan, cost and schedule, and an optional bibliography. The solicitation is seeking proposals for advanced concepts in high-density three-dimensional chip-to-chip and intra-chip optical routing in integrated photonic microsystems. Proposers are required to submit an abstract before submitting a full proposal, and DARPA will provide a response indicating whether they recommend the proposer submit a full proposal. The abstract cover sheet requests information such as the proposer's organization, points of contact, estimated total cost, and whether the proposed work involves human subjects research or animal use.

Summary Slide

Proposers are required to submit an abstract before submitting a full proposal. DARPA will respond to abstracts with a statement as to whether DARPA:

a. recommends the proposer submit a full proposal or,

b. does not recommend the proposer submit a full proposal with a rationale for this decision.

Regardless of DARPA’s response to an abstract, proposers may submit a full proposal. DARPA will review all conforming full proposals using the published evaluation criteria and without regard to any comments resulting from the review of an abstract. Proposers should note that a favorable response to an abstract is not a guarantee that a proposal based on the abstract will ultimately be selected for award negotiation. It is DARPA policy to attempt to reply to abstracts within thirty calendar days. These official notifications will be sent via email to the Technical POC and/or Administrative POC identified on the abstract cover sheet.

Abstracts must be submitted per the instructions outlined herein and received by DARPA no later than the due date and time listed in the BAA Overview Information. Abstracts received after this time and date may not be reviewed. Please visit Proposer Instructions and General Terms and Conditions and mirror the proposal submission instructions provided in the section titled Unclassified Submission Instructions for your abstract. These instructions will explain how to submit your abstract through the Broad Agency Announcement Tool.

Innovative Claims (1 page maximum) Summarize the innovative claims for the proposed research. This section is the centerpiece of the abstract and should succinctly describe the uniqueness and benefits of the proposed approach.

Technical Approach Key elements in this section include:

· Outline the main goals of the proposed project. Clearly describe the program outcome and capabilities that will be established by the end of the HAPPI program. Outline the proposal plans to provide broad access to these capabilities for government users, defense industrial base, and for domestic research and development programs.

· Provide detailed description of the proposed technical solution. Discuss how the proposed concept addresses the key technical challenges outlined in the BAA. Include description of the photonic platform(s) that the proposed solution is based on. Include analysis on achieving and demonstrating low optical losses. Describe the proposed strategy for scaling from a single link to large, close-packed arrays. Provide supporting evidence for all assertions, based on analytical and/or experimental work.

· Discuss how the proposed solution will achieve the program metrics. Provide quantitative analysis and supporting evidence derived from modeling, simulation, and/or prior experimental work.

· Identify the technical risks of the approach. The HAPPI program schedule allows for multiple design-fabrication-characterization cycles in both phases of the program. Outline a strategy and a technical plan to systematically mitigate these risks.

Capabilities/Management Plan (approximately 0.5 page) Provide a summary of the team’s expertise, including subawardees and key personnel. While teaming arrangements do not need to be finalized at the time of abstract submission, mention of potential teaming/collaboration arrangements is highly encouraged. Identify a principal investigator for the project and include a description of the team’s organization, including roles and responsibilities. Describe relevant design, fabrication, assembly, and characterization capabilities that will be used to achieve the technical approach.

Cost and Schedule (approximately 0.5 page) Provide a preliminary cost estimate for resources (e.g. labor, materials) and any subcontractors over the proposed timeline of the project, broken down by Phase and Government fiscal year. Timeline shall note relevant tasks and milestones required to achieve the technical approach. Specifically, the timeline should detail a schedule for all anticipated tapeouts.

(Optional) Bibliography (limit to 1 page) Provide bibliography to relevant papers, references, reports, etc. All relevant source information should be included. Do not provide links to external sources as such will not be reviewed.

Summary Slide Provide a summary slide in Power Point format as outlined in the template (Attachment A).
