About this file

The file "DRFP-01 Questions Matrix.xlsx" is an Excel template with detailed instructions for potential offerors to submit questions about the Missile Defense Agency's (MDA) SHIELD IDIQ contract solicitation. The template requires offerors to provide specific details for each question, including the file name being referenced, page number, section, paragraph, and the actual question/comment, while ensuring no proprietary information is included. The government intends to strip identifying information before publicly releasing the questions and answers.

The associated federal contract opportunity is a pre-solicitation for a $151 Billion Multiple Award Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The 10-year contract will support advanced multi-domain defense systems for detecting, tracking, and neutralizing threats across various domains, with work areas including R&D, prototyping, systems engineering, weapon development, cybersecurity, and technology experimentation. The draft solicitation is expected to be issued in late May or early June 2025, with a final solicitation anticipated in 4QFY2025, and all potential offerors must be registered in SAM.gov to be eligible.
