About this file

The file "C-04 Proposal Submittal Report.xlsx" is a detailed reporting template for contractors to document proposal submissions during a specific reporting period. The instructions specify precise requirements for completing each column, including MDA Control Number, Solicitation Number, Solicitation Date, Original and Revised Proposal Due Dates, Proposal Submission Date, and an automated calculation of whether proposals were early, on-time, or late. The template requires contractors to list each proposal submitted in chronological order, with a maximum of 48 proposals per reporting period, and includes a row that automatically calculates the average proposal response time.

The associated federal contract opportunity is the Missile Defense Agency (MDA) SHIELD Multiple Award IDIQ Contract, a pre-solicitation opportunity anticipated for release in 4QFY2025 with a maximum value of $151 Billion. The 10-year contract will support multi-domain defense systems for detecting, tracking, and neutralizing threats to the United States, with work areas including Science and Technology R&D, prototyping, systems engineering, weapon development, cybersecurity, and advanced technologies leveraging artificial intelligence and machine learning. The solicitation will use full and open competition, with the government intending to award to all qualifying offerors who are registered in the System for Award Management and can provide technically acceptable proposals.
