It is unclear how the Orals section will be evaluated. (1)

When executing orals, do the briefers have to brief the entire slide or some of the slide in order to get credit for all the content on the slide? [or] (2) Do offerors get credit for all content on the slide upon submission?

Offerors will be evaluated on written and spoken content. Orals are an opportunity to explain or clarify topics that can be hard to fully understand with just written content. Orals are not an opportunity, however, to introduce topics found nowhere else in the proposal.

RFP calls out four CDRLS's, "CDRL List ‐ Small Business

Can the government provide details of what is required within these CDRL's, specifically the Contract Status

It is unclear if the customer expects the rates on

Attachment 7 to be a) Fixed price ceiling rates used for future FFP Task orders, or b) cost plus fixed fee rates to be used only for TO1. Fixed price ceiling rates are typically different from cost plus fixed fee rates due to delivery risk vendors must consider due to future, undefinitized FFP task requirements.

Our recommendation is the rates provided in Attachment

7 are segregated between Fixed price ceiling rates and cost plus fixed fee rates on two (2) separate tabs. Tab 1 includes Fixed price ceiling rates that will be used for future FFP Task orders. Tab 2 is used for cost plus fixed fee rates in development of prices for TO1. The labor category titles will align between the two to enable confirmation that the cost plus fixed rates do not exceed the fixed price ceiling rates.

This question has been answered in Amendment 0002

Q&As. Each vendor shall submit one (1) set of Labor

Rates (Attachment 7) as part of proposal submission.

Attachment 2 Detailed Price Proposal

It is unclear if the customer expects subcontractor rates to be separately identified from Prime contractor rates.

The direction to Question B is dependent on the direction provided in response to Question A.

If our recommendation to Question A is acceptable, our further recommendation is 1) the prime contractor shall provide a single set of fixed price ceiling rates that do not differentiate between Prime contractor and subcontractor staff and represent maximum chargeable rates regardless of employer; 2) for cost plus fixed rates supporting Task order 1, rates are identified as either prime or subcontractor since the cost basis and indirect loads will be different.

If our recommendations above are not acceptable please provide clearer direction on how vendors are to compliantly respond to the RFP’s current, conflicting instructions.

It is expected that all labor categories (prime or sub), to be furnished as part of Task Order 1, will be disclosed in Attachment 7. For subcontractors, fully burdened hourly rates are acceptable within Attachment 7.

However, it is still expected that subcontractors conform to the requirements in Volume II.

Offerors may also include up to three (3) past performance examples for each team member, subcontractor..."

Within the 40 pages of Volume III ... Will the government confirm that the prime contractor can submit up to five

(5) relevant past performance examples? And, Will the government confirm that each subcontractor can also submit up to three (3) past performance examples?

Attachment 2 Sec L Proposal Content

The RFP has instructions to provide Volume I, and then there is a Ia ‐ Orals Presentation and Ib ‐ Draft Plans and

Personnel Documents.

Can these two documents be submitted as separate files, or are they to be submitted as one Volume I?

Volume Ia is for Oral Presentations. It is highly recommended that the proposer provide copies of slides (up to 40) prior to the scheduled Oral

Presentation. However, it is not required as part of the proposal submission deadline.

Would the customer agree that the use of government organizational seals/logos are approved for use in the

Tranche proposal to show relationships of location, missions, and relationships (i.e, DoD, SDA, MDA, OPNAV

N2/N6, US Army TITAN, NRL, Blossom Point, etc.)

While this practice is deemed acceptable while a contract is underway the Government requests

Offerors refrain from using this practice in their proposals.

SF 33 Section B and K Section B and Section K fill‐ins

The fill‐ins need to be completed and included in the submission back to the government, but there is no indication of which volume this goes into. Could the government please clarify where these should be included?

The completed model contract should be submitted along with the other proposal volumes as a separate file.

Attachment 2 ‐ Proposal Instructions Volume Ia ‐ Oral Presentation 2

For the oral presentation it says slide format is at the discretion of the offeror. Can the government please clarify or give guidance to what is meant by there being no margin limitations but slides needing to adhere to an

8.5x11 size limitation in standard or 16:9 format? Is the recommendation to use one of the built‐in slide sizes – widescreen or standard?

“No margin limitations” means charts can be built that use the entire space on the slide, compared to a word processing document where margins are typically used to restrict usable space on a page. Slides can use the standard (4:3) or wide screen (16:9) format however they must fit onto an 8.5” x 11” piece of paper for printing.

SDA will assume all offers are valid for 180 days from the date of submission unless the Offeror indicates otherwise in its proposal.

From July 24 Q&A: Title Pages, Table of Contents, and List of Figures or Tables are included in the page counts listed.

Can the government please confirm the intent to count title/cover pages, table of contents, and list of figures or tables as part of the allowed page or slide count? If yes, we would like to recommend the government reconsider this and allow for these items to not be included in the page counts listed, regardless of artifact.

Contents, and List of Figures and Tables to not count towards the page maximum.
