Proposals
We are expecting Subcontractors to deem their detail costs and pricing as proprietary. Our Subcontractors plan to transmit their proprietary cost proposal electronically and it may be less than 20MB. Can a Subcontractor submit their proprietary cost proposal via DoD Safe?
Yes. Please follow the instructions for using DoD Safe in Attachment 2 – Proposal Instructions, “Proposal
Delivery Instructions,” page 8.

RFP states, "A. Supporting Pricing Data: 1) Provide the total price and elements of cost, including at a minimum:
a) Price of major tasks by fiscal year by Work Breakdown
Structure (WBS) element (Level 3 or below) …" Would the government provide the opportunity for offerrs to provide provide cost at WBS level 3, or above? Would reporting at level 2 be acceptable?
The guidance provided in Attachment 2 – Proposal
Instructions, Volume 2 is correct. Offerors may provide pricing data at level 3 or below but not at level 2 or above.

If the offeror propsoses additional Key Personnel above the six government directed, can the offeror provide an additional 2 pages per resume, above the original page limit of 16?
Offerors may include more than six resumes however the total number of resume pages may not exceed 16 pages total.

RFP states, "The presentation will be provided using video‐ teleconference methods."
Can the government advise what platform or system they will use for the video‐teleconferencing orals presentation?
SDA has the ability to support Zoom or Skype dial‐in meetings.
Does the government require an Acronym List for each volume? Does the government required acronyms to be spelled out at first use? If required, would the government confirm that the acronym lists do not count against page count?
The Government does not require an acronym lists however it requests Offerors spell out first usage.

Can the government confirm that this email address can be used to transmit TS/SCI materials?
Can the government provide an updated date to notify if delivery is via this means, as August 13th at 12OO EDT is the actual submission date?

The dates for unclassified notification emails for proposals that are classified (Confidential, SECRET, TS, SCI, etc.) are correct as written in Attachment 2 –

The Government is in the process of developing enterprise architecture artifacts for Tranche 0. They will be available immediately after contract award.

External Agencies
Will WindSat software be avaiable to MSE&I contractor staff as Government furnished software?
No, WindSat is program‐specific software, however, scheduling software similar to that used can be provided if SDA determines that it is needed.

How many systems, networks, enclaves, etc. exist within the 1) Space Segment system and the 2) Ground Entry
Points/Communications/Operations IT system? Do these two systems require RMF/Assessment and Authorization
(A&A) and then Authority to Operate (ATO), or have these systems already received ATO?
It is currently envisioned that the SDA enterprise will consist of at least two IT systems, a space system and a ground system. The space system will include
Transport and Tracking satellites and will require a new
ATO(s). The ground system architecture is still in development. While the bulk of the ground system will be a change to a currently accredited IT system approved by NRL, there will be elements which will likely require a new ATO.

In (j), the Government states "Provide for vulnerability mitigation, incident response, and reporting capabilities to limit damage and restore effective service following an incident."
Is the MSE&I contractor responsible for 24x7x365 monitoring, incident response, and restore of the systems, or is another SDA department/team/contract responsible for these activities, and therefore MSE&I is considered to be in a supporting role? Will the
Government provide any required and/or anticipated
Service Level Agreements describing the MSE&I contractor's support for vulnerability mitigation, incident response, reporting, and restoring?
The MSE&I Contractor’s role as ISSO shall be in support of the SDA ISSM to fulfill this requirement. It is envisioned the ISSM‐ISSO team will perform analyses to assess and mitigate potential cyber vulnerabilities, and put policies into place to address incident response, restoral of services, etc.

The fill‐ins need to be completed and included in the submission back to the government, but there is no indication of which volume this goes into. Could the government please clarify where these should be included?
The completed model contract should be submitted along with the other proposal volumes as a separate file.

Volume Ia ‐ Oral Presentation 2
For the oral presentation it says slide format is at the discretion of the offeror. Can the government please clarify or give guidance to what is meant by there being no margin limitations but slides needing to adhere to an
8.5x11 size limitation in standard or 16:9 format? Is the recommendation to use one of the built‐in slide sizes – widescreen or standard?
“No margin limitations” means charts can be built that use the entire space on the slide, compared to a word processing document where margins are typically used to restrict usable space on a page. Slides can use the standard (4:3) or wide screen (16:9) format however they must fit onto an 8.5” x 11” piece of paper for printing.

Can the government please clarify if there will be a validity period statement required as part of our submission?
SDA will assume all offers are valid for 180 days from the date of submission unless the Offeror indicates otherwise in its proposal.
