There are conflicting due dates for the proposal. Page 1 has

August 13th and Page 8 has August 15th. Can the government provide the due date for the proposal?

Correction. Two different deadlines were featured in the

MSE&I Proposal Instructions. Please adhere to the deadline of August 13, 2020 1200 ET. This has been addressed in Amendment 0001 of the solicitation.

Key Personnel Resumes are to be a max of 16 pages. However, there are 6 Key Personnel mentioned; if each resume is to be 2 pages each, that would be 12 pages for resumes. Can we use the additional 4 pages for intro and discussion of staffing plan?

Offerors may designate additional key personnel as long as no resume exceeds 2 pages in length and the total page count for all resumes does not exceed 16 pages.

Unused page allocation for resumes shall not be used for an intro and discussion of a staffing plan.

Specifically, the Offeror shall analyze the planned acquisition for actual or potential OCI situations associated with its, or any of its teammate’s or subcontractor’s, performance under any contract it, or any of its teammates or subcontractors, has been or may be awarded by any federal agency or other entity". It appears the Government is requiring to have the

Offeror submit a OCI Management plan or OCI Mitigation Plan.

In order to address how an Offeror will manage OCI during performance of this contract will the Government consider an unlimited page count?

The Organizational Conflict of Interest mitigation strategy is limited to 4 pages.

Attachment 7 For Period of Performance do we assume a start date prior to end of 30 Sep 2020 through 30 Sep 2025?

The Government reserves the right to award a contract as soon as negotiations conclude.

Does the Government require each Offeror to include a completed Model Contract and fill in the required Section K?

We assume this would be included in Volume II

Atch 2, Proposal Instructions states, for Past Performance, "...up to five (5) recent (within the last five (5) years), relevant examples of delivery of MSE&I services for complex systems, subsystems, or components. Offerors may also include up to three (3) past performance examples for each team member, subcontractor, partner, intra‐company provider and/or vendor the Offeror considers significant in the accomplishment of the requirements contained in the PWS."

Is there a page count for each of the individual past performance citations?

No page count is specified.

RFP states, "Proposed staff members not currently employed by the Offeror may be included as appropriate. In those cases, the

Offeror shall include signed contingent offer letters." Can the government confirm that any signed contingent offer letters are not included in page count?

Government, validated, compatible with Government tools, and that allow for the smooth transition of data to the next MSE&I

Contractor. " and "5.4 Government Furnished Equipment, Property and Information (a) It is not anticipated that there will be Government Furnished Equipment or Property associated with the MSE&I contract; (b) Government Furnished

Information will take two forms: first, as information provided as part of this solicitation found in the MSE&I Bidders Library and second, SV Contractor(s) reports and other data. SDA will provide access to this information to perform the MSE&I activities described in this PWS."

As the Bidder's Library has not been provided, can the government please provide a listing of all tools that will be provided to the offeror?

No Government‐provided tools have been identified.

Attachment 7 Please confirm the IDIQ rates proposed in Attachment 7 are not ceiling rates for use on future FFP TOs.

Rates to be proposed under Attachment 7 ARE ceiling rates to be utilized for proposal and execution on future

FFP Task Orders. For CPFF Task Orders, rates in

Attachment 7 shall be used for proposal purposes only.

Please clarify the relationship between Table 3 relevancy rating and Table 4 past performance confidence rating.

Relevancy, Table 3, gauges how similar, prior work conducted by the Contractor is to the MSE&I scope or work. Confidence, Table 4, gages how Contractor success on prior work is likely to predict success on the MSE&I scope of work. [Contracting please confirm you like these words.]

Sec 5. Task Order KO refers to PWS 4.1.1 which does not exist Please ignore reference to that section.

PWS pg 21‐22 Sec 5.3

Network Connectivity. All PWS required connectivity. How do we price and what are we connecting to. SIPR, NIPR, JWICS, etc?

In addition, the updated DD254, block 10k requires us to have

JWICS, but not NIPR or SIPR.

Can the Government please confirm NIPR, SIPR and JWICS connectivity requirements?

The MSE&I DD Form 254 requires Contractors to be able to receive, store and generate unclassified, controlled unclassified information and classified information.

Please see Question 24 for more information.

DD 254, Block Attachment for Block 13 requires all personnel to maintain a minimum of Top Secret Clearance. Block 10.e(1) has

SCI checked "Yes". Can the Government please confirm the clearance requirements for key personnel being bid?

Clearance requirements for key personnel will be at the level of work performed by the Contractor.

It is expected that the majority of communications will be unclassified, with occasional SIPR and JWICS communications. Contractor shall be able to support the networks applicable to the Contractor level of performance.

Please advise if a complete DD254 is required with proposal submission. And if so, please advise where to find submittal instructions.

A final DD Form 254 will be generated by SDA once a contract has been awarded. No DD Form 254 needs to be submitted with the proposal.

Are the slides due on 13 August, 1200 EST or when the schedule for orals is established? (2) Are the slides to be submitted as part of Volume 1 or separately?

The briefing slides for Volume Ia – Oral Presentation are due at the same time the proposals are due, August 13, 2020 at 1200 ET. The briefing slides are submitted as part of Volume 1.

• Attachment 2, Proposal Content Instructions for Volume III, Para 2 (page 6) states, “The Offeror should clearly demonstrate its ability to satisfy the totality of SDA’s T0 MSEI requirements, for no less than two (2) and up to five (5) separate efforts by the prime and at least one (1) and up to three (3) separate efforts for each major subcontractor.”

• The proposal content overview section does not address minimum number of citations while the Proposal Content

Instructions for Volume III does.

• Neither paragraph lists a maximum number of citations.

Question(s): (1) Is there a maximum number of citations in the volume? (2) Is two the minimum number of prime citations? (3)

Is there a minimum number of major subcontract citations required?

For the minimum number of citations, please refer to

In Attachment 1, the PWS paragraph numbering has a break between page 23 and 24. Page 24 starts a list with item (g) but there is no corresponding (a) to (f) list on page 23.

Question: Is there a missing page and/or content?

There are no missing pages or content. The System Launch Operations Lead/ Support paragraph has three subparagraphs which should be numbered a), b) and c); and the System Flight Operations Lead/Support paragraph has three subparagraphs which should also be numbered a), b) and c).

(1) Are the one page of notes to be provided: a) within a notes section of each PowerPoint slide or b) as a separate word document?

(2) Is the intent to have one page overall or one page per slide?

(3) Are the notes to be submitted with the slides for evaluation?

Including notes alongside briefing slides is up to the discretion of the Contractor. If briefing notes are provided it is the intent that one page of notes would fit on a single page if PowerPoint’s “Notes Page” view is displayed or printed. Anything provided by the

Offeror noticed that the proposal documentation lacks a reference to DFARS 252.219‐7004, which would allow all offerors to provide a Comprehensive Subcontracting Plan.

Would SDA be willing to add this provision to the contract?

Labor Categories and corresponding hourly rates shall be used for pricing purposes against Task Orders. ¹ The Offeror shall complete the Labor Categories‐Labor Rates table provided with this RFP (Attachment 7). The labor categories and rates contained in the table will be incorporated into the contract and shall be used to price Task 0001 and all future task orders.

Due to FFP Task Orders being higher risk, can the Offeror provide two Attachment 7's: one for Task Order 0001/Future

The teleconference platform has not been decided at this time. The Government intends to notify prospective offerors of the platform in a timely manner prior to presentations.
