Questions:

1. What is the Financial Improvement Audit Readiness (FIAR) scope and how many DMEA systems are involved?

a. FIAR entails: support services in all areas of financial, accounting, and auditing of complete end-to-end business processes and procedures to ensure DMEA achieves all audit readiness requirements/adheres to the policies/mandates. It also includes financial management processes and sustainment of systems/systems access reviews. It is basically every task requirement mentioned in the PWS.

b. DMEA has one Financial/Accounting ERP, the Defense Agencies Initiative (DAI). There are many systems that interface with DAI (DTS, G-Invoicing, WAWF, Pay.gov, PD2, US Bank, DCPDS, Advana, etc.). In addition, DMEA also performs about ~35+ system access reviews per year.

1. Are all those same systems “financial entities” under 3.3.1 Financial Management Transaction Oversight, Processing, Accounting and Reporting Support?

1. Yes, they should fall under that.

1. Has a FIAR audit been accomplished and were there any findings that still require remediation? If so, how many findings and what are the expectations for the new contractor?

2. DMEA falls under DLA’s Audit with Ernst & Young since we roll under their financial statement. We have participated in Audits. DMEA has a total of 6 Notice of Findings & Recommendations (NFRs) we are working; breakdown is as follows: 4 written directly to DMEA (TFM, CRADA, Inventory, P2P Process Documentation), and 2 where DMEA is mentioned in, but NFRs written to DLA. We have open CAPS to close the NFRs. The expectation is that the new contractor will take on the lead/responsibility for any areas requiring remediation and continue to work on closing the existing NFRs/ CAPs/milestones with DMEA reviewing/approving.

1. Have the DMEA financial policies and procedures undergone a FIAR audit/OMB 123 analysis? Were the Federal Information Systems Control Audit Manual and the NIST 800-53 controls used to audit the systems? And are those actions documented, in a review or being implemented to correct deficiencies?

3. OMB 123 Analysis falls under RMIC. We participate in the RMIC process. No, the Federal Information Systems Control Audit Manual and the NIST 800-53 controls were not used to audit the systems as DMEA doesn’t own any of the financial systems. We do complete system access reviews for systems that interface with our financial system, DAI and other material financial systems.

1. How many deficiencies have been reported regarding the SOC report and compliance with CUEC requirements Do Corrective Action Plans exist for these deficiencies? ?

4. Under the SOC, we have some under Contracting that are potential ones. We do not have any for CUECs. There are no CAPs at this time.

1. Can the government please confirm that Factor 1 (Technical) and Factor 2 (Past Performance) are a single Volume?

5. Evaluation Criteria indicates that 10 pages are allowed for both a technical volume and a past performance volume (though the term “volume” is not specifically used in the past performance explanation). Whether offerors combine the volumes or submit separate volumes, a maximum of 10 pages is allowed for each: Technical and Past Performance. The “combined total of 10 pages” language was used to specify that offerors are NOT allowed 10 pages per past performance contract.

1. Can the government please confirm that Factor 3 (Price) is a separate volume from Factor 1 and 2?

6. See answer above. Whether offerors combine the volumes or submit separate volumes, a maximum of 10 pages is allowed for each: Technical and Past Performance. Pricing is its own factor, and bears no page limitation. However, any technical or past performance information submitted within the pricing information would contribute to the (technical/past performance) page counts and (if over the limit) would be disregarded.

1. Can the government please provide the clearance requirements for the personnel?

7. They should be secret. See 3.39 of the PWS.

1. Can the government please confirm that the Cover Page and Table of Contents is excluded from Page Count?

8. As long as the Cover Page and Table of Contents does not contribute to the evaluation of he proposal it can be excluded, otherwise, it would be included.

1. Does the government have a format (MS Excel or MS Word) for the Price Volume (Factor 3)?

9. The only pricing format specification is outlines within Factor 3 on page 2 of the Evaluation Criteria document.

1. Can the government please identify the "Key Personnel"?

10. Key Personnel are to be proposed, per the Evaluation Criteria.

1. How many resumes is the government asking for as it relates to "Key Personnel"?

11. The FIAR/DAI experience must be addressed per Factor 1, page 2 of the Evaluation Criteria. The number of personnel to propose is up to the technical approach of each contractor, however it is assumed (as indicated by Factor 3(b) (“Hours”) that a standard contributing member of the team is working full time.

1. Can the government confirm resumes are excluded from page count?

12. The technical volume, within which the FIAR/DAI experience is required, is limited to 10 pages. Such information is NOT excluded.

1. We noticed on Sam.gov under “Description” that a DD254 is require which normally signals a FCL requirement. We do not see updates within the Amendment specifying a facility clearance requirement, just the mention of it on sam.gov under Description.

Can the Government identify where the facility requirement is listed within the actual Amendment 1 document?

13. Please see attached draft DD254.

1. Has DMEA completed most of its SOPs as part of Audit Readiness?

0. Yes, most of the SOPs have been completed, as well as Process Narratives. The contractor will review annually along with the Government counterparts for review/approval and as required, they can be amended throughout the year.

1. Is this a new or a continuing requirement?

15. This is a new requirement because the DMEA will be combining both the DAI and the FIAR requirement into one contract for Phase 3.

1. If this is a continuing requirement, who is the incumbent contractor?

16. The previous individual contracts where awarded to CSCI, Inc.

1. If there is an incumbent, can the government provide a contract number?

17. The current FIAR contract is HQ072717C0003; DAI HQ072718C0006.

1. What is the anticipated transition time from contract award to full operational responsibility?

18. This will be determined based on proposals submitted.

1. Is a Facility Clearance required to be awarded the contract?

19. See question 14.

1. Will proposal submissions be mailed per block 15 of the solicitation?

20. Submission may be sent to:
