Questions and Answers #2

Q&A with additional clarifying information warranting a distribution to all offerors

Solicitation HQ072718R0020

Note: All questions have been revised to be made anonymous and in the form on the question.

Our intent is to provide the most honest and accurate answers as possible regarding the facts and the Government’s intent. With that being, said should any conflict arise between this document and the solicitation, the solicitation prevails/overrules. We hope you find this helpful.

Q1. Can the Government provide a corrective work order history log for the previous 12 months by type of work order?

A. In the Q&A posted with the solicitation (Q4), we discussed this issue. Essentially, in the past several years, we have gotten into the practice of relying on the Government Purchase card for most corrective maintenance actions. The is probably the best response to your question:

We have been using the Government Purchase Card (with a purchase limit of $2,500 for small, minor repair services) and work orders separately funded under existing contract line items for small repairs. These expenditures have remediated the immediate repairs needed for the facility. Based on this kind of usage, we have spent approximately $90,000 per year for repair under the scope of HVAC, plumbing, electrical, generators, and compressed air issues, however most of this spending has been on HVAC (75%) and electrical issues (22.7%). These have mainly been spread across approximately 24 transactions per year, due to an over-reliance on GPC outside of the contract. We’d like to move away from that model and move toward work-orders on the corrective maintenance lines.

Q2. How many CMMS seats is DMEA requiring for the Government for the CMMS?

A. We are leaving it up to the vendors to propose the best solution, based on their approach to implement a CMMS for us. Based on that, depending on the technical approach, as long as our tech team has access to the CMMS a reasonable amount of time, one seat would be the bare minimum.

Q3. Can you confirm that the CMMS must be housed on DMEAs server, and web-based functionality is not acceptable for the CMMS?

A. Based on the information that it will house, the CMMS will contain U//FOUO and must be protected as such. The potential offeror must insure that their off-site (Cloud based, if proposed as such) CMMS can maintain the safety and integrity of the information stored. Therefore, the CMMS must reside on DMEA server unless it meets the minimal requirements set within the PWS under para. 3.8.10; and any other contract clauses dealing with use of contractor information systems for the storage/use of government U//FOUO data, such as 252.204-708 and 252.204-7008.
