E201.1Scope. ICT that is procured, developed, maintained, or used by agencies shall conform to the Revised 508 Standards.

E206.1General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.

E208.1General. Where an agency provides support documentation or services for ICT, such documentation and services shall conform to the requirements in Chapter 6.

E302Functional Performance Criteria

302.1Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.

302.2With Limited Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.

302.3Without Perception of Color. Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.

302.4Without Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.

302.5With Limited Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.

302.6Without Speech. Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.

302.7With Limited Manipulation. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.

302.8With Limited Reach and Strength. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that is operable with limited reach and limited strength.

302.9With Limited Language, Cognitive, and Learning Abilities. ICT shall provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier.

6. Basis for Selection:

The basis for award selection is Lowest Price Technically Acceptable (LPTA). A quoter's technical acceptability will be determined by the vendor meeting the Government's minimum technical requirements (to include solicited part numbers) and not taking any exceptions to the RFQ. To be considered technically acceptable, offerors are required to quote all items listed in the solicitation, with no exceptions. Quotes will be evaluated based on the lowest overall quoted price that meets the minimum technical requirements of the solicitation. Quoters who do not take exception to the solicitation and meet the minimum technical requirements will be considered technically acceptable. All technically acceptable quotes will be evaluated for price reasonableness and award will be made to the lowest priced offeror whose quote is technically acceptable.

Contract quotes are requested to remain valid for a minimum of 60 days.

:9. Provisions/Clauses

This solicitation is subject to the following provisions and clauses which shall also be incorporated in the potential award as applicable.

The solicitation document incorporates provisions and clauses which are those in effect through Federal Acquisition Circular FAC 2025-06, Effective 01 October 2025. The Government intends to include the following FARand DFARS clauses and provisions, either by reference or in full text in the resulting award and are not all inclusive. NOTE: The FAR and DFARS clauses maybe accessed in full text at https://acquisition.

gov/.

Companies protesting this procurement may file a protest 1) with the Contracting Officer, 2) with the Government Accountability Office (GAO), or 3) pursuant to Executive Order No. 12979, with the Agency fora decision by the Activity's Chief of the Contracting Office. A protest filed with the agency per # 3) should clearly state that it is an "Agency Level Protest under Executive Order No. 12979." Absent a clear indication of the intent to file an agency level protest, a protest will be presumed to be a protest to the Contracting Officer. Upon request, the agency will consider an independent review at a level above the Contracting Officer for protests filed with the agency per #3).

NOTE: All contractors complete/submit their assertions to FAR Provisions 52.204-24 and 52.204-26 with their offer.
