| Q&A Responses Posted March 26, 2018 | |||||||
| 1 | L | L-7.1.1.1 | 15 | The Mechanical and Electrical/ Universal Control Console effort was not described in Attachment J-1 (SOW). Our understanding is that the Mechanical and Electrical/Universal Control Console maintainers are being sourced through a separate acquisition. Please clarify. | The monitoring and operating of the Universal Control Console (UCC) is not included in the O&S Services requirements. | ||
| 2 | J | J-1 | 5.3, 5.5 | 6 | The SOW section 5.3 describes four (4) key personnel (AN/SPY-1D(V), MK 41 VLS, ACN, and MK 99 FCS technicians); however, the requirement in SOW section 5.5 is to ensure that the ACS is operational and available to support testing. Are the O&S services for the entire ACS required as described in SOW section (3) - Background, or is the effort limited to the four systems being maintained by the key personnel. | The O&S services requirement are NOT limited to the four personnel identified but apply to the entire ACS. The contractor must provide support for the entire ACS, as described in SOW section (3) - Background. Section 5.3 identifies KEY personnel to primary components of the ACS and emphasize the importance of these four components and the personnel assigned to them. | |
| 3 | L | L-2.1, L-9.1, L-9.5 | 3, 18, 22 | RFP Section L indicates an option to extend the contact an additional six (6) months. Our interpretation is that three (3) separate six month options are to be estimated for the Base Year and the two (2) Options Years. Unclear as to how that should be detailed in the proposal given the current CLIN Item structure. Please clarify. | The contractor should price out the three-year base period along with two one-year option periods. If it is decided in the future that additional performance up to the full 6 months permitted by clause option will be required, the Government will issue a Request for Proposal to the contractor to price out the option exercise as specified. | ||

M-3.1.1 Section 5 15
| 4 | Pursuant to the Government response to question 1 regarding Mechanical and Electrical support of the ACS O&S: Section L requires the bidder to provide the approach for the Mechanical and Electrical O&S support and Section M indicates it is part of the evaulation criteria, however, the Section J-1 SOW effort does not describe the mechanical and electrical requirements. Is it up to the bidder to determine the scope and level of mechanical and electrical support? | All verbiage of Mechanical/Electrical support has been removed from Sections L and M and the SOW. Revised documents are hereby incorporated into the RFP. | |||||
| 5 | J | J-1 | 5.5.4 | 8 | Is it the governments expectation that the console sub-mode operators are available full time to support testing? | Maintenance may require technicians to be able to operate in certain sub-modes for the conduct of the maintenance action and to verify system operability. This requirement is separate and distinct from console operations during Flight Tests, Ground Tests and other formal Aegis and/or BMDS testing and discovery events, which will be performed by others. Technical support is required during these events. | |
| 6 | J | J-1 | 5.4 | 6 | Can the Government provide the frequency and type of planned test events by year? | Refer to the IMTP as a starting point. AAMDTC is in a near continual state of testing for one or two 8-hour shifts per day, Monday through Friday. Other test activities may be added and or schedules readjusted at any time. The contractor will need to provide full-time technical support, perform maintenance that is coordinated with operations, and provide technical support as required. | |
| 7 | J | J-1 | 5.5 | ||||
| 5.5.4 | 7 | ||||||
| 8 | Does the Government intend the operator support in section 5.5.4 to include only configuration of the submodes, or is the intent to have dedicated console operators for all planned test events? Please clarify. | |||||

| 5 | Attachment J-1 SOW, outlines O&S Services requirements for the ACS and its sub elements, however in various places throughout Section L and Section M, the bidder is asked to provide their O&S services approach for the AWS. Can the Government please clarify which scope (ACS or AWS) should be included to meet the requirements of sections L and M? | AWS is the core Aegis Weapon System. ACS is the Aegis Combat System, which includes VLS and any other sensors, weapon systems, and communications systems that are networked into the AWS via Command and Decision (CND) and Weapons Control System (WCS) interfaces. Our requirement is for maintenance on AWS plus VLS, so technically it is ACS, but not the entire combat system because C4I elements are maintained by another government agency. | ||||
| Q&A Responses from Industry Day, April 11, 2018 | ||||||
| 9 | J | J-1 | N/A | What is the role of AAMDTC in support of the Japan Aegis Ashore program? | The Japan Aegis Ashore program is not currently within the scope of the AAMDTC O&S requirement. | |
| 10 | J | J-1 | The requirement specifies technicians for four Aegis elements (SPY, VLS, ACI, FCS) but no system level technician. Who does MDA intend to oversee the required system level maintenance such as OCSOT? | System and element level maintenance at AAMDTC is within the scope of this contract. See MIPS to be uploaded in Viewers Library. | ||
| 11 | L | L-4.4 Table L-1 and L-8.4 Tab 5 | Which is due 15 days prior to submittal of proposal: Past Performance Volume or Past Performance Questionnaire? L-4.4 Table L-1: Proposal Org. and Volume Content Volume IV: Past Performance due date for entire volume is 15 days prior to proposal. L-8.0 Volume IV: Past Performance Questionnaire states due date of questionnaire is 15 days prior. | The Past Performance Volume, which includes the questionnaire, is due 15 days prior to the submittal of the proposal. Section L-8.4 Tab 5 has been updated for clarification. | ||
| 12 | Since the site visit is April 11, will an extension of the due date be beyond 15 May 2018? | No, the due date currently remains 15 May 2018. However, based on Industry Day questions received, an additional one (1) or two (2) CDRLs will be added regarding quarterly and weekly PMS reporting (see SOW language update at Section 5.5.1). |
At the time of this additional change, the proposal due date is expected to be extended, with the extension period to be determined depending upon the time to post the CDRL update. Please note that the current update removes the requirements for a small business subcontracting plan, EVM reporting CDRLs (A005 and A006), and clarifies cybersecurity compliance expectations and lines of demarcation for elements and support systems listed in the CSEL.
| 13 | Has the final RFP been released? | The final RFP was released March 13, 2018. It is updated periodically, so please continue to monitor FBO and VIEWNet for updates. | ||||
