Approved for Public Release 18-MDA-9557 (19 March 18) AAMDTC O&S Program Overview Aegis Ashore is a land-based Aegis Ballistic Missile Defense (BMD) System designed to address regional ballistic missile threats. The deckhouse and launchers — designed to be nearly identical to the version installed aboard U.S. Navy destroyers and cruisers — are equipped with the Aegis BMD Weapon System and Standard Missile-3 (SM-3).
The Aegis Ashore Missile Defense Test Complex (AAMDTC) at the Pacific Missile Range Facility (PMRF) in Kauai, Hawaii was established in March 2014.
The AAMDTC at the PMRF is a test and evaluation center used in the development of Aegis Ashore. The test complex leverages the Aegis BMD Weapon System and the SM-3 Block IB missile for EPAA Phase II deployment, and supports deployment decisions and upgrades of future capabilities.
The AAMDTC launched the first land-based SM-3 Block IB missile in May 2014.

Approved for Public Release 18-MDA-9557 (19 March 18) Elements of a Successful Proposal Proposal Preparation Guidance:
Demonstrate that your firm:
Has a thorough understanding of requirements and inherent risks.
Is able to devote resources to meet requirements.
Has a valid and practical solution for all requirements.
Support your statements with facts, analysis and substantiating data to illustrate that your approach is realistic and reasonable.
Do not simply make claims such as “we understand…”, “we are committed…”, “we are capable…”, “our experience ensures…”, or “we will comply…” Show how experience is applied; demonstrate results and benefits; prove the level of capability; provide the basis and substantiating data.
Understanding the evaluation criteria will help you know where to place emphasis in your proposal.
Approved for Public Release 18-MDA-9557 (19 March 18) Elements of a Successful Proposal (Cont’d) Proposal Preparation Considerations:
Proposal should map to RFP requirements.
Proposal should be clear, concise and organized to permit an evaluator to quickly find what he / she needs.
Offerors are reminded that deficiencies or deviation requests (including those to contract clauses, provisions, SOW and Specifications) may result in the proposal being determined ineligible for award.
Approved for Public Release 18-MDA-9557 (19 March 18) Security Qualification Criteria If the Offeror or any Subcontractors intended to perform classified work are determined not to meet the minimum security qualifications below, then the Offeror will not be evaluated or considered for contract award. (The security criteria listed below are pass / fail).
The Offeror must be a United States Contractor that is licensed, chartered, or incorporated in the United States.
The Offeror must have a valid Secret Facility Clearance Level (FCL) issued by the DSS.
The Offeror must be able to achieve and maintain contract-designated secure work area(s) and personnel security access requirements, as set forth in the Joint Air Force, Army, Navy (JAFAN) manual series of instructions.
Other potential minimum security qualifications are identified in Section L of the RFP.
Approved for Public Release 18-MDA-9557 (19 March 18) Organizational Conflict of Interest (OCI) Per FAR Parts 2 and 9.5: OCIs can occur when a contractor may be unable to provide impartial advice or assistance, its objectivity in performing a contract is impaired, or it may obtain an unfair competitive advantage The GAO has addressed OCIs in the following situations:
Informational advantages obtained through access to nonpublic information (e.g., acquisition strategy and proprietary information) Biased ground rules: In performance of another contract, the contractor was in a position to favor its own products and services (e.g., drafting specifications) Impaired objectivity: The contractor evaluates its own products and service or those of its competitors Contractors may submit written requests for clarification and questions regarding the OCI clause and the OCI policy. These submissions will be referred to the proper Subject Matter Expert and responses will be in accordance with the procedures established for Industry days
Approved for Public Release 18-MDA-9557 (19 March 18) OCI (Cont’d) The Solicitation contains Clause H-09, Organizational Conflict of Interest (Jun 2012).
