QUESTIONS AND RESPONSES

HQ023618R0004-0002

Offeror Questions and Government Responses (continued).

(Questions #1 - #15 addressed in Amendment HQ023618R0004-0001)

16. The solicitation allows the Offeror to submit price offers in either local currency or U.S. Dollars. For evaluation purposes, the Government will then convert local currency offers to U.S. Dollars based on the daily exchange rate on the solicitation closing date. Will the Government confirm that if awarded, the subsequent contract and payments will be in the currency that the Offeror proposes in their submission?

Government Response: Yes. In accordance with Addendum to Provision 52.212-1, Offerors shall indicate the currency of the offer on the GCMC Pricing Exhibit (Microsoft Excel Spreadsheet). In accordance with Addendum to Provision 52.212-2, offers shall be in local currency or in U.S. Dollars, and supporting documentation in the offer shall reflect the same currency. In accordance with Provision 52.225-17, offers received in more than one currency will be converted for evaluation.

Therefore, award will be in the currency in which offered by the awardee. Provision 52.212-2 and its Addendum have been updated accordingly with this clarification.

Further Questions: As stated in Addendum to Provision 52.212-1, any questions submitted less than eight days prior to the close of the solicitation may not receive a response. Per Amendment Block 14, there is no change to the Offer due date 11:00 pm local time on 3 Sep 2018, which is less than eight days from the date of this Amendment.

Therefore, Offerors may submit further questions, but these questions may not receive a response.

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

ADDENDUM TO 52.212-2

ADDENDUM TO PROVISION 52.212-2

EVALUATION – COMMERCIAL ITEMS (OCT 2014)

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

This acquisition will use trade-off analysis to make a best value selection decision. The selection decision will incorporate trade-off techniques and will be made based on an integrated assessment of each Offeror’s quote. As such, the Government may award a contract to a contractor who has not proposed the lowest price or the highest rated technical submission. Quotes will be evaluated based on the stated evaluation factors and their respective sub-factors.

The Government will award one contract resulting from this solicitation to the responsible Offeror whose quote conforming to the solicitation will be the most advantageous to the Government, price and other factors considered.

Award will be in the currency in which offered by the awardee. Failure to provide any of the listed items may deem the Offeror’s quote ‘non-responsive’ and may be cause to not consider it further.

Staffing Plan, Experience, and Business Approach will be evaluated and assigned adjectival ratings. Past Performance will be rated for recency, relevancy and confidence. Price will be evaluated for price reasonableness.

Staffing Plan and Business Approach are equally important, and are more important than Experience and Past Performance, which are equally important to each other. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

Factor 1 – STAFFING PLAN

The Government will evaluate the Offeror’s proposed staffing plan to assess its ability to recruit for and provide personnel to accomplish all tasks within the PWS. Within the staffing plan, the Government will review the submitted curriculum vitae (CV)/resumes in order to evaluate experience and qualifications in accordance with those stated in Part 5 of the PWS. The Government will also review information to support each contractor employee’s ability to obtain a Computer Access Card (CAC) in accordance with Section 3 of the PWS. The description of the availability and degree of commitment of proposed personnel will be evaluated. The staffing plan will be evaluated on how unsatisfactory performance, as well as personnel turnover and absences are addressed and will be managed throughout the period of performance. The staffing plan will also be evaluated on whether the Offeror has clearly specified which services the proposed personnel are intended to perform.

Any pages over the maximum number of pages permitted for this factor (12 pages) will not be reviewed. The Curriculum vitae/resumes of proposed personnel are not included in the maximum number of pages.

Rating Description OUTSTANDING Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

GOOD Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

ACCEPTABLE Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

MARGINAL Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

UNACCEPTABLE Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

Factor 2 – CORPORATE EXPERIENCE

This factor will be evaluated based on the adjectival ratings listed below.

The Government will evaluate the extent to which the Offeror’s proposal articulates and objectively demonstrates three or more years within the past five years, its experience with supervising, operating, managing and administering operations and program management assistance services in similar scope, size and complexity as outlined in the PWS. Note, the Government may consider experience exceeding the time frame, but the resultant rating may be determined to be less relevant. Evaluators will ensure the examples provided include the contract number (if applicable), the customer / agency supported, the start and end dates of the contract, the physical address of performance, and any other applicable information. Lastly, evaluators will review the Offeror’s proposal to determine the relevance to the current requirement, to ascertain whether any of the Offeror’s experience was within an overseas environment and whether any experience with Host Nation (German) labor law requirements was articulated.

Any pages over the maximum number of pages permitted for this factor (four [4] pages) will not be reviewed.

requirements and contains multiple strengths, and risk of unsuccessful performance is low.

UNACCEPTABLE Proposal does not meet requirements of the solicitation, and thus, contains

Factor 3 – BUSINESS APPROACH

This factor will be evaluated based on the adjectival ratings listed below.

The Government will evaluate the extent to which the Offeror’s operational plan will implement the requirements of the PWS inclusive of the contract’s objectives listed in the Performance Requirement’s Summary (PWS - Attachment 1) and the Specific Tasks and Deliverables Schedule outlined in Section 5 and Attachment 2 of the PWS respectively over the life of the contract. The Government will also review the Offeror’s identification of any risks, assumptions, or constraints, and will evaluate the Offeror’s approach or plans to address them.

Any pages over the maximum number of pages permitted for this factor (four [4] pages) will not be reviewed.

requirements and contains multiple strengths, and risk of unsuccessful performance is low.

UNACCEPTABLE Proposal does not meet requirements of the solicitation, and thus, contains

Factor 4 - PAST PERFORMANCE

The Government will evaluate the recency, relevancy, source of the information, context of the data, and general trends in the Contractor’s past performance. The Government will review all past performance documentation received and may contact references to verify quality of previous services provided to determine the extent to which the Offeror will successfully perform the requirements of this contract. The Government may also consult other sources such as the Contractor Performance Assessment and Reporting System (CPARS) and the Past Performance Information Retrieval System (PPIRS).

Recency - Recent is defined as performance during three (3) or more years within the past five (5) years from the date of issuance of the formal solicitation. The Government may consider past performance exceeding the time frame, but the resultant rating may be determined to be less relevant.

Relevancy Ratings

VERY RELEVANT Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

RELEVANT Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

SOMEWHAT

RELEVANT

Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

NOT RELEVANT Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Confidence Ratings

SUBSTANTIAL CONFIDENCE Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

SATISFACTORY CONFIDENCE Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

NEUTRAL CONFIDENCE No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.

LIMITED CONFIDENCE Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

NO CONFIDENCE Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Factor 5 - PRICE

a. Price will not be scored or rated. For evaluation purposes, the Total Evaluated Price (TEP) will be calculated using the Government-provided Microsoft Excel Spreadsheet, entitled “GCMC Pricing Exhibit .” The spreadsheet contains specific instructions for completion. Offers received without the completed spreadsheet may be considered nonconforming and may not be considered for contract award.

The spreadsheet calculates the offered Unit Price for each CLIN and multiplies it by the Estimated Quantity to produce a total Estimated CLIN Amount. To account for the option period(s) possible under FAR Clause 52.2178 (maximum six months), Option to Extend Services, the Government will take the total Estimated CLIN Amount for all CLINS of the final option period, prorate it to a six month value, and add it to the sum of all total Estimate CLIN Amounts (base plus all option periods). This amount will be the Total Evaluated Price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

b. Currency. Offers submitted in response to this solicitation shall be in terms of local currency or U.S. Dollars.

The Government shall use the daily exchange rate of the solicitation closing date to convert local currency offers into U.S. Dollar for evaluation. Evaluation of foreign currency offers will be in accordance with FAR Clause 52.225-17. All supporting documentation shall reflect the same currency established in the price proposal.

c. Each offeror’s proposed price will be evaluated to determine whether it is fair and reasonable. Unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition. The government will evaluate the proposed price using one or more of the price analysis techniques in accordance with

FAR 15.404.

d. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. As indicated above, to account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price of all CLINs for the final option period, prorate it to a six-month value, and add it to the sum of all CLINs (base plus all option periods).

This amount will be the total evaluated price. Evaluation of options shall not obligate the Government to exercise the option(s).

e. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award will be in the currency in which offered by the awardee. The following factors shall be used to evaluate offers:

Factor 1 – Staffing Plan Factor 2 – Corporate Experience Factor 3 – Business Approach Factor 4 – Past Performance Factor 5 – Price

Staffing Plan and Business Approach are equally important, and are more important than Corporate Experience and Past Performance, which are equally important to each other.

All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
