Subject Location Reference Question Response 1 RFP Section B CLIN 0011: Travel - FMS Base period for travel is listed as 3 years; however the
THF (FMS) Labor, ITEM NO 0111, Base Period is 1 year.
Should the Travel-FMS Base Period be increased to 3 years to match the overall contract Base Period?
The Government is currently evaluating the FMS requirement. Any changes will be reflected in the final RFP.
2 RFP Section H Clause H-TEAMS-01 COST PLUS FIXED FEE, COMPLETION CLINs – FEE DETERMINATION (Mar 2015)
How will the Government determine contract completion?
Completion will be based on the performance of non-severable services within the scope of the PWS that constitutes a single undertaking with a defined end-product and that cannot feasibly be subdivided for performance.
3 RFP Section H Clause H-14 Personnel Qualifications Key Personnel have been identified as Contractor Program manager, Technical Lead, and if proposed, Subject Matter Expert. Would the Government please include those labor categories on the spreadsheet Attachment L-07?
Attachment L-07 has been revised and will be provided as soon as possible but no later than with the release of the final RFP.
4 Section J Attachments
J-02 QASP Attachment J-2 includes two tables, A1-2 and A2-4, which appear to be identical; A1-2 is not referenced in the Attachment narrative. Is this duplication intentional?
Attachment J-02 has been revised to correct the duplication and will be provided as soon as possible but no later than with the release of the final RFP.
5 Section J Attachments
J-03 DD 254 The draft DD254 has a large number of specified requirements for transportation, storage, handling, and safeguarding classified information. With the deletion of the Cyber Security Compliance Volume, demonstrating compliance with those requirements, along with other required elements such as clearance processing, will be difficult to do in the 5 pages allocated for this volume.
The Government has considered your concern however the 5 page limit for Volume IV- Security Plan will remain unchanged.
6 Section J
Attachments PWS In order to be compliant with the RFP, do offerors have to address the non-technical areas of the PWS (sections 4.0 – 10.0) in the Technical Volume Subfactor 1?
Section L provides proposal instructions designed to assist offerors in preparing a complete response. Section M details how proposal will be evaluated. Offerors are cautioned per M-2.9, Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors and subfactors to be eligible for award. Other than the information contained in the RFP the Government can not provide additional instructions on proposal content.
7 Section L L-4.4 Table L-1 Did the Government intend to include Volume III? Volume III - Cybersecurity Risk Management Volume and evaluation criteria will be removed from the RFP.
8 Section L L-14.1 The Government requires the use of Excel and Word 2007. Would the Government allow the use of Excel and Word 2007 or compatible? Would Excel and Word 2007 or later be acceptable?
Excel and Word 2007 or later is acceptable.
9 Section L L-14.3 Cost Reasonableness and Realism Are the specific fringe benefits bulleted in this section required or examples of the benefits that should comprise the $4.02 requirement? For example, is “Pension on retirement or death” a required fringe benefit? If a company uses “Paid Time Off” instead of “Vacation and holiday pay”, is that acceptable?
The fringe benefits bulleted are examples that form the benchmark.
Reference L-14.3 Cost Reasonableness and Realism. The benchmark chosen to serve, as minimum acceptable and realistic fringe benefit cost, is the $4.02 per hour prevailing health and welfare fringe benefits under the McNamara-O'Hara Service Contract Act (SCA).
While this acquisition is not covered by the SCA, the prevailing health and welfare fringe benefits will serve as the absolute minimum acceptable fringe benefit cost. Fringe cost less than this benchmark is not compliant with these instructions and by default is unrealistic.
10 Section L L-2.10 Bidders' Documents Library The reference to Attachment L-11 (historical) should be to Attachment L-09.
Section L-2.10 Bidders' Documents Library will be corrected in the Final RFP.
11 Section L L-12.2 Subfactor TS2: Technical Staffing Approach “Key personnel for this requirement are the Technical Lead, Contract Program Manager and Subject Matter Experts (SMEs), if so proposed.” No labor categories/pricing have been provided to support a CPM, Technical Lead, or SME.
Attachment L-10 has been revised and will be provided as soon as possible but no later than with the release of the final RFP.
12 Section L L-14.4 Labor Resource Tab – Prime The RFP instructions ask for the BOE reference, however there is not a prescribed location for this information. The RFP instructions also ask for the BOE reference in the Contract Staffing Summary Tab. Is it the government’s intent to include the BOE in both tabs of the EPW?
Attachment L-07 has been revised and will be provided as soon as possible but no later than with the release of the final RFP. The revised Excel Pricing Workbook that is forthcoming will eliminate the "Labor Resources-Prime" tab and all labor resources (i.e. Prime, IWTAs, and major/minor subcontractors) will be input all on one tab.
The revised instructions that are forthcoming will explain in detail how offerors should provide the BOEs for all resources proposed.
Each line of the Labor Resources tab in the Excel Pricing Workbook will refer to the page number and BOE number in the Pricing Volume Narrative.
13 Section L L-2.11 Responsibility Determination What are the criteria for evaluation of a contractor’s responsibility? Shall this information be submitted with the proposal? If so, please provide instructions on the submittal of responsibility determination information.
Reference Section L, L-2.11 Contracting Officer’s Responsibility Determination. The standards of contractor responsibility and the requirement for the PCO to make and document a responsibility determination are set forth in FAR 9.104 and 9.105.
14 Section L L-4.4 Table L-1 Section L, Table L-1, Volume I calls for Tab 1: Master Table of Contents, Tab 2: Proposal Cross Reference Matrix, and Tab 3: Executive Summary Content.
However Section L-5.1 calls for Company Information to appear before the Tab Contents listed in Table L-1.
Please clarify whether a tab should be added for Company Information or if this information should appear elsewhere within the Volume.
The L-5.0 VOLUME I: EXECUTIVE SUMMARY instructions will be revised to be consistent with the Table L-1 Tabs Contents list.
15 Section L & Section L Attachments
L-14.4 & L-07 Contract Staffing Summary Tab The RFP instructions state that the prime contractor will add the BOE in column Q, however, the EPW identified Column T as the location for the BOE rationale. Will the government confirm that Column T is the correct column for the requested information?
Attachment L-07 has been revised and will be provided as soon as possible but no later than with the release of the final RFP. The BOE information will be included in column T.
16 Section L &
Section L Attachments
L-4.4 & Attachment L-01 Table L-1 & Attachment L-01 Instructions limit the page count for Tab 3, Past Performance Information (PPI) to 25 Pages. However, the use of Attachment L-1, Logistics Past Performance Information (PPI)_Final_10 Jun 15.pdf, requires a minimum of 3 pages for each past performance example response.
Volume VI - Past Performance. The page count for PPIs will be increased to 30 pages in the final RFP.
17 Section L Attachments
L-07 Rates Tab The RFP instructions state “This tab must also include a description of the allocation base for each rate/factor”, however, there is no prescribed location for this information. The Indirect Rate Build-up Tab has included within this tab a location for the insertion of the allocation base description for each indirect rate. Is it the government’s intent for the allocation base information to be included on both the Indirect Rate Build-up Tab and the Rates Tab?
No. Attachment L-07 is being revised and will be provided as soon as possible but not later with the Final RFP release.
18 Section L Attachments
L-07 Excel Pricing Workbook, Tab “Cost Roll Up” It appears that subcontract cost are being burdened with Procurement OH and G&A on the “Cost Roll Up” tab. Should the calculation of G&A include IWTA, Subcontractors and Subcontractor Fee?
Offerors, IWTAs and major subcontractors must correct and tailor to eliminate errors and to conform to their estimating and accounting systems so that each rate/factor calculation uses the correct allocation base.
19 Section L Attachments
L-07 Excel Pricing Workbook, Tab “Cost Roll Up” Considering that Procurement Overhead is applied to Subcontracts and Subcontractor Fee, shouldn’t G&A be applied to Procurement Overhead only?
Offerors, IWTAs and major subcontractors must correct and tailor to eliminate errors and to conform to their estimating and accounting systems so that each rate/factor calculation uses the correct allocation base.
20 Section L Attachments
L-09 SN LRDR Labor bid hours (CLINs 0109, 1109 & 2109) Do the SN hours on Attachment L-09 (21,990) include the hours required for SN and SN-LRDR Labor (CLINS 0108 and 0109)?
Yes, SN-LRDR is included in the SN hours. However, the information contained in Attachment L-09 is historical in nature and was compiled based on historical contract performance for work similar in scope to that contained in this Request for Proposal. Bidders are cautioned that this information is historical in nature and should not be used as the sole basis for proposing the effort required to accomplish the requirements of this solicitation.
21 Section L
Attachments L-10 Labor Categories The experience requirement for Analyst Basic is “not less than 6 years”. Does this mean that incumbents on the current MiDAESS task with less than 6 years of experience will not be allowed to transition to the TEAMs contract? If so, the successful offeror will have to replace a significant number of incumbent personnel who will no longer qualify for the jobs they are currently performing. This would seem to substantially increase transition and performance risk.
Attachment L-10 has been revised and will be provided as soon as possible but no later than with the release of the final RFP.
22 Section L Attachments
L-10 Labor Categories Is it the Government’s intent for the contract to allow only three highly specialized labor categories?
A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
23 Section L Attachments
L-10 Labor Categories All labor categories have firm experience and education requirements e.g. Analyst Advanced requires 18 years’ experience and a Master’s degree.
Will the government consider exchanging a greater number years of experience for education or exchanging a higher degree for experience. For example; 2 years of experience is equivalent to 1 year of college or vice versa.
The education and experience requirements have been revised. A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
24 Section L
Attachments L-10 Labor Categories For both the intermediate and Advanced Analyst labor categories specialized education requirements from the Defense Acquisition University (DAU) are listed.
For example, for the Analyst intermediate the requirement is for “1) Defense Acquisition University (DAU) Life Cycle Logistics level 2, or DAU Program Management level 2 or equivalent.” The wording for the requirement for Analyst Advanced is the same except for level 3 is required instead of level 2. Three questions - 1. Is the requirement for Level 2 or 3 certification or is the requirement for completion of the appropriate level course work? Per the DAU web page: “The Defense Acquisition University (DAU) only certifies its own employees. Each DoD component has its own Defense Acquisition Workforce Improvement Act (DAWIA) program to certify its members. Those looking to pursue certification may apply through their Defense Acquisition Career Management office (DACM) once all training criteria has been met.” 2.
Who will provide certification to contractors? 3. What is “equivalent” to the DAU course work/certification?
Attachment L-10 has been revised and will be provided as soon as possible but no later than with the release of the final RFP.
25 Section L Attachments
L-10 Labor Categories Experience requirement for intermediate and advanced Analyst require “experience as a primary or staff action officer at a major MILDEP command”.
Could government define what a primary action officer is and staff action officer is? Also, could the government provide a list of MILDEP commands that meet this requirement?
The education and experience requirements have been revised. A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
26 Section L
Attachments L-10 Labor Categories All the Analyst labor categories require degreed persons and do not offer experience equivalencies.
Since the Government is offering experience equivalencies (with respect to degrees) for labor categories specified in other TEAMS solicitations, such as Warfighter, International Affairs, and Quality & Mission Assurance, will it consider modifying the Logistics labor categories to include experience equivalencies as well?
Yes, Attachment L-10 has been revised varying the education and experience requirements. Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
27 Section L Attachments
L-10 Labor Categories Would the Government consider allowing experience as a substitution for degree requirements?
The education and experience requirements have been revised. A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
28 Section L Attachments
L-10 Labor Categories In the labor category descriptions in Attachment L-10, what would the Government consider equivalent for “Defense Acquisition University (DAU) Life Cycle Logistics level 3, or DAU Program Management level 3”?
The education requirements has been revised. A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
29 Section L Attachments
L-10 Labor Categories In the labor category descriptions in Attachment L-10, what would the Government consider equivalent for “Defense Acquisition University (DAU) Life Cycle Logistics level 2, or DAU Program Management level 2”?
The education requirements has been revised. A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
30 Section L Attachments
L-10 The position descriptions do not allow for any entry-level personnel to be placed against this requirement.
Is it the Government’s intention that all personnel on this contract will have a minimum of 6 years of experience?
No, the experience requirements has been revised. A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
31 Section L Attachments
L-10 Labor Categories Is the Government planning to provide an education for experience or experience for education substitution or conversion for the provided labor categories?
The education and experience requirements have been revised. A revised Attachment L-10 will be provided as soon as possible but no later than with the release of the final RFP.
32 Section L Attachments
L-11 Bidders Library When will the Bidders Library be open and when will the list of Sample Templates be made available?
A "Bidders Library Disk" is under development and will be released upon request by interested offerors.
33 Section L
Attachments L-11 and L-11a Bidders Library & Access to Bidders Library Will MDA provide the correct versions of Section L
Attachment L-11 (Bidders Library TEAMS_Logistics_Final_10_June 15) and L-11a (Request for Access to Bidders Library TEAMS_Logistics_Final_11 Jun 15)? Documents supplied in the 18 June draft RFP package appear to be for the Security RFP, not Logistics.
Section L, Attachments 11 and 11a, pertaining to the Bidders' Documents Library, will be corrected in the Final RFP. A "Bidders Library Disk" is under development and will be released upon request.
34 Section L Attachments
L-11a Access to Bidders Library The first paragraph of attachment L-11a states “No copying or note-taking will be permitted.”… during visits to the Bidders Library. Will the government reconsider and at least allow note taking?
A "Bidders Library Disk" is under development and will be released upon request by interested offerors after final RFP release in FBO.
35 Section L Attachments
L-12 MDA Statement of Policy Regarding Organizational Conflict of Interest
Paragraph 3 reads in part “Due to the role played by logistics contractors, they cannot also provide A&AS for other TEAMS contracts.” This appears to be a major shift in MDA’s stated OCI Policy and if intentional, this statement precludes any participation by any successful offeror or teaming partner in any of the other TEAMS contracts. Logistics contractors do not provide the level of oversight implied in the text, which seems more germane to contractors providing security, safety or quality & mission assurance support. Please clarify what, if any, restrictions on TEAMS participation arise from successful participation in the subject effort or if this was simply a cut and paste typo?
The draft Attachment L-12 Logistic OCI Policy Memorandum, version posted to FBO contained incorrect information. The corrected version of Attachment L-12 TEAMS OCI Memorandum was posted to FBO June 23, 2015.
36 Section L
Attachments L-12 The draft Logistics RFP contains the following language in
Attachment L-12. "Due to the oversight role provided by logistics contractors, they cannot also provide A&AS for other TEAMS contracts. Likewise, contractors providing A&AS to the logistics area will likely be prevented from also providing quality and mission assurance support. Finally, contractors providing A&AS to the Ballistic Missile Defense System cyber security management/computer network defense area will likely be unable to also support the IT cyber security and IT management and analysis areas."

Finally, contractors providing A&AS to the Ballistic Missile Defense System cyber security management/computer network defense area will likely be unable to also support the IT cyber security and IT management and analysis areas." Is this a simple cut-and-paste error – the language appears to be a direct lift from the Safety and Quality & Mission Assurance RFPs – and that MDA does not intend to exclude Logistics contractors from all other TEAMS efforts?
