L-12.2 and Attachment L-10
Key Personnel Paragraph L-12.2 lists three key positions: the Contract Program Manager, Technical Lead, and Subject Matter Expert(s) “if so proposed.” Attachment L-10 provides labor categories for the Contract Program Manager and the Technical Lead, however no Subject Matter Expert category is listed. No, the Government will not add a Subject Matter Expert labor competency to the Logistics Labor Competencies, Attachment L-10.
3 RFP Section I, Clause 52.244-
Subcontracts The FAR clause 52.244-2 requires Consent to Subcontract for Contractors who do not have an approved purchasing system for the awarding of subcontracts that are cost reimbursement, T&M, labor hour type, etc. This solicitation is a small business set-aside in which most Contractors do not have approved purchasing systems. Please confirm this is the government’s intent to receive, review and grant/deny consent and when this will take place – if it’s either during negotiations or after award in which case could impact the reduced transition period since subcontracts will not be fully executed until the Contracting Officer has provided written consent.
Yes, it is the Government's intent to abide by the terms of FAR 52.244- 2, Subcontracts. The Government intends to grant or deny consent to subcontract IAW FAR 44.201-1(b), FAR 44.201-2 and FAR 44.202-2, on a case by case basis.
4 Section L L-5.1 Company information L-5.1states …identifying codes…,”. Are we to list just the one NAICS code for this procurement/solicitation (541614) or ALL NAICS codes for which we qualify?

5 Section L and Section M
L-13.2 and M-10.2 Cross-cutting Section L- 13.2 removed the term “Cross Cutting” in the following sentence from the draft RFP. Yes, the proposal matrix identified in Section L-5.0 is the same as the proposal cross reference matrix described in Section L-5.3.
7 Section L L-14.3, L-14.5 Minimum fringe benefit cost Explain how the proposed cost of fringe benefits meets or exceeds the minimum requirement of $4.02 per labor hour. The DOL recently issued an updated to the Health and Welfare Fringe Benefit for SCA from $4.03 to $4.27. Does the Government intend to update the references to $4.02 in the above referenced sections of the RFP?
The Government will revise Section L-14.3 Cost Reasonableness and Realism to reflect the minimum requirement for fringe benefit costs is the $4.27 per hour prevailing health and welfare fringe benefits under the McNamara-O’Hara Service Contract Act (SCA).

12 Section L, Attachment J-
01, RFP
Attachment J-01 TEAMS Logistics PWS, 9.0 Transition/Staffing Plan; Section L L-12.2 TS2: Technical Staffing Approach; H-14 Personnel Qualifications
Key Personnel The PWS, Section L, and H-14 provide conflicting information on what positions are considered as KEY PERSONNEL. The PWS states that the CPM, TL, Advanced Analysts, and SMEs are key personnel.
Section L and H-14 state the CPM, TL, and SMEs are key personnel.
Please clarify if Advanced Analysts are considered Key Personnel. If Advanced Analysts are to be considered Key Personnel, are ALL Advanced Analysts that are bid REQUIRED to be named as Key Personnel and a resume provided for each one of them? Or did the Government intend that to be designated as a Key Personnel, personnel are required to be bid in the labor category of either CPM, TL, or Advanced Analyst? Also, SMEs do not have a labor category in Attachment L-7 Logistics Excel Pricing Workbook. Will this category be added? Please advise on how to de-conflict these instructions.
