Number Sequence RFP Section Questions/Comments Responses/Answers
RFP-0063 J-08 DD-254 The Security Office’s perspective is that Blocks 10b and 10d of the DD254 are presently checked No, and we need each of those blocks checked yes.
Blocks 10b and 10d are presently checked Yes. Please reference the B13 - J-08 DD-254 that was provided in the RFP Unclassified Offerors' Library. Block 3b should indicate Revision No. 2 with a date of 2014/11/07.
RFP-0064 Sections L-3.3 and L- 3.4.1.4
Section L-3.4.1.4 states Tab 4 shall contain a master table of contents (with hyperlinks in the electronic version) of the entire proposal. However, Section L-3.3, line 755 states that two DVD copies are required for each proposal volume and attachment. As the DVDs are limited to a particular proposal volume and attachment, please clarify the requirement to be able to hyperlink to the entire proposal from the master table of contents. Additionally, please clarify how to address security issues relative to hyperlinking between unclassified and classified sections of the proposal. Is the intent to have hyperlinking occur within a given DVD only?
The Master Table of Contents required under Tab 4 of Volume I shall be included in each DVD. Hyperlinks are only required to be established between the Master Table of Contents on each DVD and the content that is contained within the same DVD.
RFP-0065 Section L-3.3.2 & L- 3.4.2.2.2
For supporting documentation cited in Section L-3.4.2.2.2, which includes algorithms, mathematical/statistical models, etc..., please provide an exemption from the Section L-3.3.2, paragraph 2, font size and type.
Section L-3.3.2 has been updated in RFP Amendment 1.

A BSRL for Eareckson AFS will not be provided. As stated in L-3.4.7.1, assumptions that are made in the development of the estimate shall be addressed within Volume VII.
RFP-0069 J-02 (FRD) 3.9.4 FRD 3.9.4 states that LEED certification by USGBC is required.
FRD 3.13.1.6 refers to "LEED applicable areas". Is the LRDR Equipment Shelter a LEED applicable area?
Yes, LRDR Equipment Shelter is a LEED applicable area.
RFP-0070 J-02 (FRD) 5.3.1 Table 5.1
Table 5.1 was truncated. Would MDA please provide the missing data.
The FRD Table 5.1 has been updated in RFP Amendment 1.
RFP-0071 J-13 CSDR Plan Section 1.2.3 subparagraph titles and numbering are incorrect.
Would MDA please update these.
The requirement exists for the contractor to prepare and submit a compliant CWBS IAW MIL-STD 881C, acceptable to the Government, within 60 days post contract award. The contractor may update titles and numbering during this submittal process.
RFP-0072 L-3.4.6.2 In L-3.4.6.2 there is a requirement to provide a clear depiction of all discretely propose labor resources. Is it sufficient to identify the proposed Labor Hours, Material, ODC and Travel by Category, Contractor Work Breakdown Structure (CWBS), Contractor Fiscal Year (CFY), SOW Paragraph level 2 and CLIN?
(Ie. SOW level 3.1 Program Management)
For labor, follow the instructions provided in paragraphs L-
3.4.6.2. Note that the SOW outline provided on the Labor BOE
summary within the L-Exhibit-2 Total Resource Workbook contains the minimum level of detail expected. For materials, travel, and ODC, follow the instructions provided in paragraphs L-3.4.6.3, L-3.4.6.4 and L-3.4.6.5.
RFP-0073 J-02 (FRD) 2.1.8 In order to assure an approach compliant with the Reference Documents please provide copies of the two documents added to the list in the Final RFP: (1) CAFS FEP Clear Air Force Station, Facilities Excellence Plan, February, 2013; (2) CAFS IDP Clear Air Force Station, Installation Development Plan, January, 2013
These two reference documents have been provided in the Attachment J-05 update of RFP Amendment 1.
RFP-0074 L-02 Proposal Master Cross
Please confirm the Government is not requesting sequential numbering of each paragraph in each volume. Rather, in the "Proposal Para" column, offerors can include the lowest-level-applicable Proposal Section, i.e. Tab 1A.1.2.3.4, not Paragraph #1,234.
The Government is not requesting sequential numbering across the separate proposal volumes.
RFP-0075 J-C01 & FRD Power interface Requirements in the Element Spec, previously listed as TBD, are inconsistent with FRD specification.
Would MDA Consider allowing offerors to provide a recommendation to mitigate the inconsistency in Vol II Tab 1A Attachment 2: TBR Table?
Offerors shall populate the TBR Table in accordance with Section L instructions. Final TBR power interface values in the ES will also be reflected in the FRD at time of award.
RFP-0076 L-3.3, Vol II Tab 2A, The Final RFP imposes a page limitation of 50 pages on the SDP.
In order to provide the required LRDR content please extend the page limitation to 100 pages.
The page count limitation for the SDP will remain at 50 pages.
RFP-0077 SOW 3.8.1 The OSM code was selectively redacted. To mitigate the impact of the missing data, would MDA please provide a complete SLOC count broken out by functionality?
The OSM Source Code provides the overall framework code to help describe the OSM-L interface requirements. Redacts removed specific model codes that were not relevant to the framework interface. Therefore, the redacted portions will not be provided.
RFP-0078 Section I As currently written, FAR 52.211-11 Liquidated Damages is not limited to any particular CLIN, and it applies to all supplies and services on the contract. For example, if the Contractor is a day late delivering a study report under a $50K Technical Instruction, the Contractor would be subject to $330,200 in Liquidated Damages. This would not be an equitable outcome.
Is it MDA's intent that Liquidated Damages are to apply to a specific CLIN(s), as well as particular supplies and/or service (i.e. final sell-off of the Radar & LES)?
The RFP has been revised in RFP Amendment 1 to clarify that clause 52.211-11 entitled "Liquidated Damages--Supplies, Services, or Research and Development" is applicable only to
CLIN 0001.
RFP-0079 Section H In Section H, Clause 252.234-7002(l)(2) Earned Value Management System indicates Earned Value provisions apply to subcontracts under $50M. Is this correct? If so, would the MDA please confirm how low a dollar value this clause applies
to. If not, would MDA please amend the RFP to clarify.
Section H DFAR Clause 252.234-7002 has been revised in RFP Amendment 1.
RFP-0080 Section B CLIN 6000 is listed as Quantity - 3 Lot in Section B. However, the SOW and period of performance align to one 18 month period of performance. Would the MDA please confirm that CLIN 6000 should be a Quantity - 1 Lot, just as CLIN 5000 is.
The quantity shown in Section B for CLIN 6000 has been updated to read '1 Lot' in RFP Amendment 1.
RFP-0081 L-3.4.5 Commodity items are routinely procured on the basis of historical or "similar to" quotes. Would MDA please confirm evidence of Supplier firm fixed price agreements are only needed for quotes at $10M and above?
The term "Supplier" is only applicable to actions that contribute $25M or more to the effort proposed by the Prime Offeror. Evidence of Supplier firm fixed price agreements (which may take the form of binding firm fixed price quotations) are only applicable to these actions.
RFP-0082 L-3.4.2.1 and M-4.1.1.1 At the Pre-Proposal Conference, MDA stated that in reference to Section L-3.4.2.1, proposals that do not initially meet the technical threshold criteria but are still within the competitive range, may be evaluated and discussed during the exchange period referenced in Section L-2.5, but the proposals must meet the technical criteria for award (after FPR). Would MDA please amend the RFP to include this clarification.
The information provided at the pre-proposal conference was for clarification purposes and is consistent with the RFP language.
RFP-0083 L-3.4.5 Section L-3.4.5 states that the term ‘supplier’ is defined as any firm fixed price with an agreement that must NOT include special terms or clauses that might shift cost risk from the supplier to the offeror. In certain cases, some Suppliers of commodity items propose a firm fixed price agreement with a validity date that expires earlier than the prime proposal validity period. Assuming these are "non-price volatile" commodity items, please confirm that a supplier of commodity items in these situations are to be considered a "supplier" and not a "Major/Minor subcontractor".
A firm fixed price agreement that expires earlier than the prime’s proposal is an example of a special term or clause that may shift the cost risk from the supplier to the offeror. Section L-3.4.5 states that a firm fixed price agreement must NOT include special terms or clauses that might shift cost risk from the supplier to the offeror.
Note that the term "Supplier" only applies to actions that are $25M or more. An action that does not qualify as being proposed by a "Supplier" would be considered a major subcontract and the Section L requirements for a "Major Subcontractor" would apply.
RFP-0084 L-3.4.5 Suppliers may have special terms and conditions on their firm fixed price agreements, such as limitation of liability, exceptions to the Offeror's terms and conditions, or other administrative exceptions. Please confirm that it is up to the Offeror to determine, in accordance with Section L-3.4.5, whether there is a transfer of cost risk due to terms, clauses, validity dates, etc as it relates to whether sources will be considered suppliers or major/minor subcontractors.
Offerors shall not represent material costs as supplier costs if there are special terms or clauses that might shift the cost risk from the supplier to the offeror. The Government will evaluate terms and clauses in supplier agreements as part of its price factor evaluation.
RFP-0085 RFP Are the slides and attendee list from the April 2014 industry day available? When is the final proposal due date?
The slides and attendee list from the April 2014 Industry Day are not available. Please reference Section L-1.7 for proposal due dates.
RFP-0086 RFP When was the RFP released and when it is due? The RFP was released 8 JAN 2015, under Solicitation Number HQ0147-14-R-0002 on the FedBizOpps website. Please reference Section L-1.7 for proposal due dates.
RFP-0087 Section L 3.4.5 Section L-3.4.5 : Line ID 1746 - 1764: The terms Supplier, Major Subcontractor and Minor Subcontractor are defined. The term sub-tier vendor is used in Section L-3.4.6.6 but is not defined. Is the definition of a sub-tier vendor synonymous with supplier?
Sub-tier vendors (as specified in Section L-3.4.6.6) are all suppliers, major subcontractors, and minor subcontractors proposed to provide products or services addressed within a
BOE.
RFP-0088 Section L 3.4.5 and L- 3.4.6.6
Section L-3.4.5, Line ID 1749 - 1751 states The term supplier is defined as any firm fixed price agreement to provide material items or parts to the offeror. It then states this firm fixed price must be agreed to by the supplier and the offeror and equal the direct cost of the material items or parts as proposed by the offeror. Standard industry practice is to obtain binding and valid Fixed Price Quotations from suppliers during the proposal phase and prior to proposal submittal. It also is standard industry practice to then negotiate the firm fixed price agreements with suppliers, only after and unless the award of the prime contract is made. Fixed price agreements with suppliers for all necessary LRDR parts and components cannot be negotiated with and awarded to suppliers prior to award of the prime contract. Based on the foregoing, we interpret the Section L language above this firm fixed price must be agreed to by the supplier to mean that a firm and binding quotation must be received by the prime offeror, rather than a fixed price agreement issued to a supplier prior to award of the prime contract. Please confirm our interpretation.
Any entity (other than the Offeror) that contributes $25 million or more of the effort as proposed by the Prime Offeror is considered to be a "major subcontractor" unless they qualify as a "supplier". If qualifying as a "supplier", Offers are exempt from the Volume V requirement applicable to major subcontractors requiring the submittal of Pricing Workbooks and accompanying narratives.
To qualify as a "Supplier", evidence of a firm fixed price agreement is required. A binding firm fixed price quotation qualifies as a firm fixed price agreement.
The Government defines basis of estimate methodology under L-3.4.6.6. The specific approaches utilized by Offerors to support basis of estimates are at the discretion of the Offeror provided they are compliant with Section L requirements and demonstrate that appropriate resources are being proposed to meet RFP requirements.
Additionally, in accordance with the direction provided in L- 3.4.6.6, Item (e) and Note 5 Material Quotes, which states For material, submit a listing of each material item. Provide material substantiation, including the methodology of material estimate, data, equations, assumptions, etc. We interpret this L-3.4.6.6 direction to require identification and use of differing methodologies to arrive at the prime Offeror’s total Material Cost, to include use of statistical analyses, quantity curve analysis for common component part procurements to adjust for quantity variations from historical buys, application of Scrap, Attrition, Raw Material (SARM) factors, application of historically achieved purchased parts decrement factors, and other similar statistical refinement methods used by industry to arrive at an Offeror’s total Material Cost. Please confirm our interpretation.
RFP-0089 Section L 3.4.5 Section L-3.4.5 : Line ID 1761 - 1763: A minor subcontractor is defined as, and includes, any subcontractor or IWTA that contributes less than $25 million to the effort as proposed by the Offeror for all CLINS combined. What is the differentiation between a Supplier and Minor Subcontractor for procurements up to $25M? Is a minor subcontractor any entity that receives a non-material purchase order that is other than firm fixed price up to $25M?
The term "Supplier" is only applicable to actions that contribute $25M or more of the effort proposed by the Prime Offeror (for all CLINs combined).
Under $25M, the Offeror’s estimating system should determine whether a purchased material item or service is classified as a material item or a subcontracted item.
RFP-0090 B06 - J-01 SOW Paragraph 3.5.7.1 states "the contractor shall provide two instructor-lead training courses for key personnel". Please clarify if this refers to operator training or maintenance training, or if it refers to two courses of both maintenance and operator training.
The requirement is one training course for maintenance personnel and one training course for operators.
RFP-0091 ADP Master List, LRDR Final RFP, B09 - J-04 GFI Compliance Documents
ADP 036, "Government Property and IUID", requires initial delivery "60 day prior to purchase order". Please specify to which purchase order this ADP refers.
Initial delivery is expected 60 days prior to PDR.
RFP-0092 PMAP Section 1, Sections 1.2 and 1.5
As stated in section 1.2 of PMAP Rev B, "the document is applicable to all MDA organizations involved in the management and procurement of safety and mission critical products and systems". Additionally, section 1.5 of the PMAP, Contract Requirements, states "The contractor's PMP Plan shall describe the process to ensure the flow down of all applicable PMAP requirements for manufacturers of safety and mission critical hardware". Both sections 1.2 and 1.5 conflict with section 1 which states "this document defines Parts, Materials and Processes (PMP) requirements for all new or safety and mission critical products and systems developed for the Missile Defense Agency".
Please clarify whether the PMAP flowdown to suppliers is applicable to all safety and mission critical products, or whether the PMAP flowdown to suppliers is applicable to all new or safety and mission critical products. If the PMAP flowdown to suppliers is applicable to all new or safety and mission critical products, please provide a definition for new.
The Statement of Work and PMAP Section 1.5 provide requirements relative to PMAP flow down to suppliers and subcontractors.
RFP-0093 RFP Is there any publically available information which estimates the potential 20 - 30 year load forecast for this project? Will it even be tied into the electric grid? Is there any electrical load information at this time?
Electrical load information is not publically available. Please reference Attachment J-02 FRD for electrical load requirements.
RFP-0094 RFP Would the Government clarify the following items related to Liquidated Damages clause 52.211-11?
- Confirm that liquidated damages only applies to the CLIN 0001
DD250
- Specify the maximum dollar amount (cap) associated
- Insert the allowance of a cure period
The RFP has been revised in Amendment 1 to clarify that clause 52.211-11 entitled "Liquidated Damages - Supplies, Services, or Research and Development" is applicable only to CLIN 0001. The clause otherwise remains unchanged.
RFP-0095 RFP We are a real estate company with property throughout the US.
