DRFP‐005 Section J: SOW page 48 Government requests approvals for manufacturing changes as defined in the SOW:
“Request approval from the Government prior to implementing anticipated material or process changes.”; “Request approval from the Government prior to implementing internal or Sub‐tier manufacturing location changes. It is probable that non‐critical commodity parts will change from the bid to execution. This could include tape and reel parts, or simple machined parts, and fasteners. This would likely be attributed to finding better / more cost effective sources of supply.
Will the Government consider applying a dollar threshold for an extended quantity of parts such as > $10,000 extended value?
The first sentence in the SOW paragragh limits notification to "changes that affect mission critical hardware, hardware with key characteristics, and hardware that is manufactured with a key process." This is limited by form, fit or function impacts of the above hardware.
DRFP‐006 Section I: page N/A Since this is part of the US missile defense system, there could be catastrophic third party liability in the event of product malfunction or failure resulting in injury or death. This potential catastrophic third party liability is considered an unusually significant hazardous risk by the Contractor. The potential impact of this is well beyond any insurance coverage that the Corporation can take out. It is being requested that the MDA consider an application for indemnification under Public Law (PL) 85‐804 for this work.
Would MDA consider inserting clause 52.250‐1, Indemnification Under Public Law 85‐804?
MDA does not consider the performance of sensors program requirements to involve an unusually hazardous risk.

DRFP‐007 Section I: page 48 Clause is only intended for settlement agreements, patent release and assignments. RFP #HQ0147‐14‐R‐0002 is for none of those – clause does not apply.
Would the Government consider deleting clause 252.227‐7000 as it does not apply to this solicitation?
The Draft RFP contains several clauses that contemplate the execution of license agreements and assignments under which the Government acquires rights. Therefore the inclusion of DFARS clause 252.227‐7000 is required in accordance with 227.7009‐1.
DRFP‐008 Section L: page 25 The entire list of subcontractors could potentially reach into the hundreds, depending on the definition of a subcontractor. Given the limited page count of the executive summary, providing this list and a description of roles could limit the amount of discussion devoted to other salient features of our offer.
Would the government consider limiting the subcontractor listing to key subcontractors?
The Government will consider the content of the list and determine if the list should be included in the page count.
