Question Answer
Is it acceptable to hand deliver the RFI response paper to MDA by the due date at building 5224 via the Contractor's Huntsville Office?
If is not acceptable to hand deliver its RFI response to MDA by the due date, does the submission get delivered to the Contracting Office Address cited in the RFI?
No, it is not acceptable to hand deliver the RFI to MDA. A contractor can insure delivery on 1 May by using a courier service (such as FEDEX), which will be signed for in the mail room and the time is annotated when it is received. All RFI's must be delivered to the following address no later than 1 May 2014:
Missile Defense Agency / DACX Attn: 256‐450‐4794 Bldg 5224 Martin Road Redstone Arsenal, AL 35808
How many copies of the submission are required to be submitted and can the submission be made as a Compact Disc (CD) or does MDA also require hard copies?
1 CD and 1 hard copy is required.
Is it acceptable to submit a classified response to this RFI or does MDA want an un‐classified response with reference to the classified annex?
Either is acceptable to MDA.
It is understood per Section 4.0 of reference (a) that the Government intends to use third party, non‐Government (i.e.
contractor) support personnel as subject matter experts in the review of responses received. It is also understood that appropriate non‐disclosure agreements will be executed between the third party, non‐Government support personnel and the Government. In order for XYZ Company to enter into its own non‐disclosure agreements directly with these support contractors to allow for direct privity of contract between the non‐ Government personnel and XYZ Company, kindly provide a list of all Support Contractor Companies associated with the LRDR program, along with the appropriate contractual point of contact who is authorized to bind the company for contractual non‐ disclosure agreements.
As stated in the RFI, appropriate non‐disclosure agreements will be executed between the third party, non‐Government support personnel and the Government. A submission of a response to this RFI constitutes the Respondent's acknowledgement and agreement that the information, including any unmarked or unmarked proprietary or source selection information, may be disclosed to these third party, non‐Government support personnel. Although the Government encourages industry to respond to the RFI, participation is strictly voluntary. Eligibility to participate in any future acquisition does not depend upon a response to the RFI.
Please provide a list of Industry Day Attendees MDA has elected to not release the list of industry day attendees.
For RFI meetings with the Prime Candidates, will Primes be allowed to bring along their teammates to the session?
Contractors will be allowed to bring potential teammates to the one‐on‐ one sessions. The number of personnel allowed to attend will be determined at a later date.
The RFI and Industry Day discussions indicated threat ideas are being solicited from industry, yet given the requirements to maximize use of existing hardware and the need to field by 2020, there are only one or two prime contractors that can respond to the RFI the way it is written. Why is the RFI and subsequent follow‐on meetings limited to prime contractors only, and how can broader industry companies with BMDS radar capability contribute to the LRDR effort?
One of the purposes for the RFI is to gain an understanding of industry capability. RFI submissions may aid in formulating future acquisition strategies and considerations regarding potential competition. MDA is limiting one‐on‐one meetings to companies that submit RFI responses assuming the role of prime contractor. These submittals may address the capability of a team, and participation in one on ones may include teammates of the company that is represented as the prime contractor.
The Government does not desire to review stand‐alone submittals that only address a portion of the overall requirements.
The industry day discussion indicated capability, capacity and cost (3c's) as technical drivers for the LRDR effort. There are evolving advances in phased‐array architecture and related technologies including array apertures, solid‐slate devices, digital receivers, FPGA processors, communication and networking, and back‐end processors that will lead to revolutionary advances in the 3c metrics over the next several decades. Why is the requirement for open‐ architecture limited only to software and not hardware?
MDA is interested in both software and hardware solutions.
Has lead service for operations/maintenance been decided? How will they play in the development and fielding process for LRDR?
No. This has not yet been decided.
The industry day charts had a written page count of 20 pages;
however, the RFI posted on FBO had a written page count of 30 pages. Please clarify.
The industry day charts were in error, the RFI in FedBizOpps takes precedence. The page count is limited to 30 pages.
The RFI through Amendment 1 does not limit the number of responses by a company. We are attempting to dispel contradictory information suggesting that MDA intends to amend the RFI to restrict companies to only one RFI response.
More than one RFI response may be submitted provided each addresses a different technical solution and can stand on its own merit. Note that the page count applies to each RFI response.
