| Paragraph 9.4 of Section M states that the Total Evaluated Probable Cost will consist of the Cost Reimbursable CLINs and the total amount of any additional costs to the Government which are necessary to support the Offeror’s unique approach. CLINs X010 of the solicitation provide a set amount which offerors are to input for material costs for the HALO, WASP, and the total ABS effort. However, the Government has not requested for offeror’s to apply their burdens to these costs. By doing this, the Government is not evaluating the total amount of any additional charges to the Government. For example, if Company X burdens material by 10% and Company Y burdens material by 20%, Company X burden cost is $25.7M and Company Y burden cost is $53.4M for the combined program. Company Y will cost the government an additional $25.7M if selected over Company X. By not evaluating these burdens, the Government is not getting a true evaluation of the additional costs to the Government. Recommend that the Government have Offerors either burden the amounts listed in CLINs X010 of Section B or propose material burdens so that the Government can perform the calculations and include the additional costs in each offeror's Total Evaluated Probable Cost. | The Not-to-Exceed amounts listed in Section B are inclusive of burden, and therefore, any proposed burden will not be calculated as an addition to either the Travel or Materials CLIN amounts. |
