Instructions, Conditions, & Notices to Offerors or Quoters
Header Miscellaneous Text (Modified):
Solicitation Instructions
Instructions to Quoters--Commercial Items
(a) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, quotations must show-
(1) The solicitation number;
(2) The name, address, and telephone number of the quoter;
(3) The Quoter's Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Quoter completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.
(b) Reserved.
(c) Late submissions.
(1) Quoters are responsible for submitting quotations and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any quotation modification, or revision received after the time specified for receipt of quotations is late and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition. However, a late modification of an otherwise successful quotation that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Quoters may withdraw their quotes by written notice to the Government received at any time before award.
(d) Issuance of purchase order. Quotations should contain the quoter's best technical and price terms. The Contracting Officer may reject any or all quotations. The
Contracting Officer may issue a purchase order to other than the quoter with the lowest priced quotation. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoters of the Government's choice before issuing any purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government's choice and will not use the formal source selection procedures described in FAR part 15.
(e) Requests for information. The contracting officer will not notify unsuccessful quoters that responded to this solicitation. Quoters may request information on purchase order(s) resulting from this solicitation from the contracting officer.
(End of provision)
ADDENDUM TO FAR 52.212-1 - INSTRUCTIONS TO QUOTERS--COMMERCIAL SERVICES
(f) A technical quotation that includes separate volumes for the following evaluation factors:
Volume I - Experience: A narrative detailing the quoter's experience providing grounds maintenance services. This narrative must describe previous experience providing grounds maintenance services for facilities of similar scope, complexity, and magnitude to derive a quoter's capability to meet all requirements of the Performance Work Statement (PWS), performed within the last three (3) years. For purposes of this evaluation, the terms scope, complexity, and magnitude are defined as follows:
1. Scope is the type and range of commercial grounds maintenance and snow removal services the contractor was responsible for performing, comparable to those set forth in the PWS.
2. Complexity is the combination of the site conditions under which services were performed and the performance and management requirements met, comparable to those described in the PWS.
3. Magnitude is the size of the area serviced, with the requirement under this solicitation being at least three (3) acres.
This narrative is limited to three (3) pages and shall cover no more than three (3) discrete projects in total. Quoters are encouraged to organize each project narrative to specifically address scope, complexity, and magnitude as defined above.
Volume II - Past Performance: Vendors shall submit a unified experience and past performance portfolio of project(s). This is a mirrored list of 3 relevant past performance references from Volume I - Experience. For each reference, provide a contract number, a point of contact with name, title, phone number, and email address, and a brief description of the work performed. The Government reserves the right to consider information from other sources.
To reiterate, past performance will be evaluated using ONLY the projects submitted under Volume I - Experience.
Volume III - Price: A completed price schedule as provided in this RFQ.
(g) A statement specifying the extent of agreement with all terms, conditions, and provisions of the solicitation.
(h) Solicitation Question and Comments Due Date: Questions/comments pertaining to this solicitation must be submitted via email to both mark.v.smith28.civ@mail.mil and earl.e.anderson51.civ@mail.mil using the mandatory Attachment L-1: Comment Resolution Matrix by 08 September 2026 at 01:00 PM EST. Questions/comments which are not submitted via email will not be provided a response.
