VOLUME I – TECHNICAL (FACTOR I)

The Offeror’s Technical Proposal must address the following sections, each printed independently. A reading of these sections should leave an evaluator with a detailed understanding of the Offeror’s technical capacity for meeting all aspects of the technical requirements of the solicitation without having to search throughout the entire proposal to piece together the Offeror’s response. A poorly written response creates confusion for the evaluator and decreases the likelihood of an Offeror being deemed acceptable.

Transcription Approach: Offerors shall submit a response that clearly demonstrates its understanding of the process associated with the controlled and uncontrolled transcription services outlined in the PWS. The response should outline the Offeror’s process for receiving, transcribing, and returning all final deliverables to the Government. A flowchart or process guide can be provided to further demonstrate your process.

Prior Experience: Offerors shall describe a maximum of three (3) past projects similar in scope and complexity to the work described in the PWS. The Offeror must link evidence of prior experience to the performance requirements in the PWS. Offerors must clearly outline such experience in their proposal. All prior experience must have been completed or substantially completed within the past three (3) years of this RFP closing date. Offerors shall provide the following information in connection with each example of Prior Experience provided:

i. Name of Customer/Corporation

ii. Contract/task order/subcontract number

iii. Dollar value and type of contract, i.e. Firm Fixed Price, Cost Plus Fixed Fee, Labor Hour, etc.

iv. Period of Performance

v. State whether performance responsibility was as a Prime Contractor or as a Subcontractor and the percentage of work completed as a subcontractor

vi. Description of work performed

vii. Innovative and/or proactive approach executed by Offeror

VOLUME I – PAST PERFORMANCE (FACTOR II)

a) The Offeror shall provide phone number/email of the customer point of contact (POC) associated with the prior experience examples provided under Factor I-Prior Experience of the solicitation.

b) The Offeror shall submit Past Performance information where the Offeror or its subcontractors were listed as the Prime Contractor on the identified past performance. Past performance information from the Offeror or its subcontractors for which the Offeror or its subcontractors are not listed as a prime will not be considered relevant.

VOLUME II – PRICE (FACTOR III)

a) The Offerors prices must be complete and accurately reflect all aspects of the requirement.

b) Volume II shall be submitted using the Government provided Microsoft Excel worksheet labeled

“HQ0034-24-R-0157_ Price Guide.” Any other formats will not be accepted. The worksheet is designed to allow Offerors the ability to input their Unit Price for each CLIN in the RFP. The worksheet will automatically calculate the total price for each CLIN based on the maximums established in the RFP. The worksheet will also calculate a total price for each performance period. There is a second tab titled “Price Narrative” to allow the Offeror to provide any information on the price, including discounts offered.

c) The Offeror shall submit pricing for the base period and all option periods.
